Right of withdrawal, contracts and debt collection in Sri Lanka.
Sri Lanka's consumer protection framework is administered by the Consumer Affairs Authority (CAA) under the Consumer Affairs Authority Act No. 9 of 2003. The CAA regulates prices of essential goods, investigates consumer complaints, and can prosecute sellers for unfair trade practices. While protections exist, enforcement is less consistent than in OECD countries — many consumer disputes are resolved informally. The Monetary Board of the CBSL regulates financial consumer protection. Digital transactions and e-commerce are growing rapidly, with the CAA beginning to address online consumer issues.
Right of withdrawal (Widerrufsrecht)
There is no statutory "cooling off" period equivalent to the EU's 14-day right of withdrawal for online purchases in Sri Lanka. The Consumer Affairs Authority Act and Sale of Goods Ordinance provide protection against defective goods and misrepresentation, but there is no automatic right to return a non-defective item. Individual retailers may offer return policies as a commercial courtesy — check store policy before purchase. Note: major supermarkets (Keells Super, Cargills Food City) and electronics retailers generally allow returns of defective goods within 7–14 days with proof of purchase.
Contract cancellation
There are no specific statutory cooling-off periods for service contracts signed in Sri Lanka comparable to EU consumer law. The Sale of Goods Ordinance provides that contracts formed under misrepresentation or undue influence can be rescinded. For telecommunications contracts (Dialog, Mobitel, SLT): check the specific operator's cancellation terms — typically 30 days notice for postpaid plans. Most fixed-term service contracts (gym memberships, broadband) have early termination fees — read the contract before signing.
Auto-renewal clauses in Sri Lankan contracts are common and generally enforceable. There is no statutory requirement for pre-renewal notification comparable to EU consumer law. Check all service contracts (gym, internet, insurance) for auto-renewal terms. Most contracts renew annually — if you do not wish to continue, provide written notice before the renewal date (typically 30 days notice required).
Debt collection — response deadlines
Informal reminders: Creditors typically issue informal payment reminders (by phone or letter) before escalating. Mobile phone bill overdue: operator suspends outgoing calls first, then full suspension. Utility bills: CEB issues a warning notice before disconnection. Bank overdraft: bank issues demand notices.
Court order: For unpaid debts, creditors can file in the Magistrate's Court (claims under LKR 25,000) or District Court (larger claims) for a judgment. A court order (decree) enables the creditor to execute against your assets (bank account garnishment or seizure of movable property). Credit card debt: banks may use the Summary Procedure for debt recovery under the Debt Recovery (Special Provision) Act.
Response deadline: 21 days from service of summons to file a statement of defence (answer) in most civil proceedings. Missing this deadline results in a default judgment against you. If you receive a formal legal notice or court summons, consult a lawyer immediately — do not ignore it.

The CAA investigates complaints about price gouging, short weights and measures, product safety violations, and misleading advertising. Insurance complaints: Insurance Regulatory Commission of Sri Lanka (IRCSL, ircsl.gov.lk).
