Sri Lanka distinguishes between regulated professions (medicine, law, engineering, accountancy — requiring formal recognition) and non-regulated positions (IT, management, NGO, business — where the employer decides). For regulated professions, recognition goes through the relevant professional body. Non-regulated positions: a foreign degree is generally accepted by employers in the formal sector, particularly for multinational companies and NGOs. Recognition is sector-specific, with the University Grants Commission (UGC — ugc.ac.lk) handling academic degree equivalency. Important: Sri Lanka is NOT a member of the Hague Apostille Convention — full consular legalisation through Sri Lanka's High Commission or Embassy is required for all foreign documents.
Regulated Professions
Process: Submit application with certified copies of degrees, transcripts, and registration from your home country regulatory body. The receiving body in Sri Lanka assesses equivalency and may require additional examinations or supervised practice. Medical doctors from non-recognised countries typically must pass the ERPM (Examination for Registration to Practise Medicine) or complete an internship programme. For lawyers: foreign legal qualifications are not automatically accepted — admission to the Sri Lanka bar requires sitting the Sri Lanka Law College examinations.

Timeline: Assessment timelines vary by profession: medical council review typically 3–6 months; engineering and accounting: 2–4 months; legal qualification recognition is lengthy and requires examination. Allow at least 6 months for any regulated profession recognition.
Cost: Application fees: LKR 5,000–25,000 depending on the professional body. Translation of documents (if not in English): LKR 2,000–10,000 per document. Apostille or legalisation from your home country: varies by country.
Academic Degrees
Authority: University Grants Commission of Sri Lanka (UGC, ugc.ac.lk) evaluates foreign university degrees for equivalency. The UGC maintains a list of recognised foreign universities.
Process: Check the UGC recognised institutions list at ugc.ac.lk. If your university is recognised: provide certified copies of degree and transcripts — most employers accept this. If unrecognised or unlisted: apply for a formal evaluation letter from UGC (typically LKR 3,000–10,000, 4–8 weeks processing). For non-English degrees, certified translations by a sworn translator are required.
Equivalency service: UGC equivalency letter — a written assessment comparing your foreign qualification to the nearest Sri Lankan academic award. Required by public sector employers, some professional bodies, and university admission for postgraduate study. Not typically required by private sector employers.
Document Rules
Apostille: Sri Lanka is NOT a member of the Hague Apostille Convention (confirmed via HCCH official status). Apostille stamps are NOT accepted by Sri Lankan authorities. All foreign public documents require full consular legalisation through the Sri Lanka legalisation chain.
Legalisation: Full consular legalisation is required for ALL foreign public documents submitted to Sri Lankan authorities (regardless of the country of origin). Legalisation chain: (1) authentication by the issuing institution, (2) authentication by home country Ministry of Foreign Affairs, (3) legalisation by Sri Lanka High Commission or Embassy in that country. Contact the Ministry of Foreign Affairs Sri Lanka (mfa.gov.lk) for country-specific requirements. This process typically takes 2–8 weeks.
Sworn translation: Documents not in English must be translated by a sworn translator registered in Sri Lanka. The Ministry of Justice maintains a list of approved translators (Registered Translators & Interpreters). Cost: LKR 2,000–8,000 per document page. Translations done abroad may be accepted if accompanied by a notarial certification.

For most expats working in the private sector, multinational companies, NGOs, and international organisations in Sri Lanka, formal credential recognition is not required — employers assess qualifications directly. Formal recognition becomes important for: regulated professions, public sector roles, university teaching positions, and postgraduate study admissions. English-language degrees from recognised universities are generally accepted without translation.
