How to properly exit — protecting your finances, rights and records.
📅 General Timeline
3 months before: give notice on your flat, start tax clearance process, notify your employer for EPF/ETF arrangements, begin visa cancellation process. 2 months before: cancel utilities, mobile contracts, and any recurring services. 1 month before: close or convert bank accounts, apply for EPF/ETF withdrawal, collect all medical records from your doctors and dentist, notify your embassy/consulate of departure. Final week: final apartment handover with key return and deposit, collect IRD Tax Clearance Certificate, confirm all bills are settled.
Deregistration
Sri Lanka has no formal address deregistration requirement equivalent to continental Europe. However, you should notify the Department of Immigration and Emigration (immigration.gov.lk) if you are on a long-stay Resident Guest Visa or a multiple-entry business visa — update your departure and ensure your visa status is properly concluded. Your employer must cancel your work visa with the Department of Immigration within 14 days of your last working day. Retain a copy of your visa cancellation confirmation.
Tax clearance
Before departing permanently, obtain a Tax Clearance Certificate from the Inland Revenue Department (IRD, ird.gov.lk). Required for: expatriates who have been tax resident, freelancers, and company directors. Process: file your final tax return for the period April 1 to your departure date, pay any outstanding taxes, then apply for Tax Clearance. Processing: 2–4 weeks. Without a Tax Clearance Certificate, large overseas transfers from Sri Lankan bank accounts may be queried by your bank. The IRD RAMIS portal (ramis.ird.gov.lk) handles online filing. Tax year: April 1 – March 31; filing deadline is November 30.
Pension portability
EPF (Employees' Provident Fund) balances can be withdrawn in full when you permanently leave Sri Lanka and your employment ends. Application to the Central Bank of Sri Lanka (CBSL) EPF division through your employer. Processing: 4–8 weeks. EPF contributions belong to the employee — both employee (8%) and employer (12%) contributions are returned on full withdrawal for foreign nationals leaving permanently. ETF (Employees' Trust Fund) is also withdrawable on departure. Contact the ETF Board (etfb.lk) directly. Total EPF + ETF withdrawal for a 2-year employment at LKR 200,000/month gross: approximately LKR 480,000 (EPF) + LKR 72,000 (ETF). No withholding tax on EPF/ETF withdrawals for departing foreign nationals (confirm with your employer's HR and a CA).
Health insurance
If your employer provided health insurance or you held a private policy, notify the insurer at least 1 month before departure. Retain all medical records — Sri Lankan private hospitals issue English-language summaries on request. If you have outstanding medical bills, settle these before departure as collection from abroad is complicated.
Bank account
You may keep a Sri Lankan bank account after leaving — this can be useful for receiving rental income from Sri Lankan properties or for remittances. Multi-currency Foreign Currency Accounts at Commercial Bank or Sampath Bank can be maintained by non-residents. For accounts you no longer need: close in person at your branch (you cannot close accounts remotely for most local banks). Transfer remaining funds via international SWIFT transfer — allow 3–5 business days. Wise is available for smaller transfers and is significantly cheaper than bank SWIFT fees.
Utilities
Cancel electricity (CEB) and water (National Water Supply & Drainage Board) accounts at your local offices, providing a final meter reading. Settle the final bill within the given timeline to avoid credit markers. Cancel Dialog, Mobitel, or other mobile/broadband contracts — most require 30 days notice; postpaid plan termination requires a visit to a service centre with your NIC/passport. LPG gas cylinder: return the cylinder to your Litro Gas or LAUGFS dealer for the deposit refund (LKR 1,500–2,000).
Rental contract
Typical rental contracts in Sri Lanka have a 1–3 month notice period, specified in the agreement. Notify your landlord in writing (email is acceptable) within the notice period. Conduct a final inspection with your landlord and retrieve your security deposit (typically 2–3 months rent). In Sri Lanka, rental deposit disputes are common — document the apartment's condition with photographs and obtain a written confirmation of the deposit return timeline. If the landlord withholds your deposit unfairly, the Rent Act (Rent Restriction) provides some protections through the Rent Board.
