Insurance in Ukraine should be built around wartime reality: medical evacuation, war exclusions, property damage, liability, car MTPL, health continuity, and travel across land borders. From January 1, 2026, Ukraine launched a new war risk insurance framework providing direct compensation for businesses in high-risk regions and premium subsidies nationwide.

MTPL car insurance
Mandatory third-party liability for vehicles
Who needs it: Anyone driving a Ukrainian-registered car
Annual cost: Average ~5,000-6,000 UAH/year for passenger car (2026); prices tripled since 2023 due to war — confirm current rates on hotline.finance
Consider comprehensive coverage if vehicle value matters.
Local private health plan
Access to private clinics, diagnostics, and outpatient care
Who needs it: Longer-stay residents who use Ukrainian private clinics
Annual cost: Often 8,000-40,000 UAH/year
Good for routine care, not enough for evacuation.
Tenant contents insurance
Covers belongings against theft, water, fire, and limited risks
Who needs it: Renters with expensive electronics or family belongings
Annual cost: 1,000-8,000 UAH/year
War and missile damage are often excluded.
Personal liability
Covers accidental damage to others
Who needs it: Families, pet owners, cyclists, renters
Annual cost: Modest but varies by provider
Not as widely purchased as in Western Europe but worth arranging — particularly for expat families and renters.
