Ukraine distinguishes between academic degree recognition (nostrification) and professional licensing, which are separate processes. The Ministry of Education and Science of Ukraine (MON — mon.gov.ua) handles recognition of foreign educational documents; professional practice rights are granted by sector-specific ministries and bodies. Ukraine IS a member of the Hague Apostille Convention — apostilles from member states are accepted. The recognition process is governed by the procedure established by Cabinet of Ministers Resolution No. 1023. ENIC Ukraine (naric.in.ua), operating under the Information-Image Centre of MON, provides information and consultation support. For many knowledge-worker roles (IT, business, finance), formal recognition is not legally required and employers assess qualifications directly; formal recognition is mandatory for regulated professions in healthcare, law, education, and engineering.
Regulated Professions
Process: Step 1: Apostille documents from Hague member countries (apostille from the competent authority in the issuing country). Step 2: Have documents translated into Ukrainian by a sworn translator (sworn Ukrainian translation — notarised). Step 3: Submit an application for recognition of foreign educational documents to the Ministry of Education and Science (mon.gov.ua) — online via the MON Personal Cabinet or by post. Step 4: MON issues a recognition decision within 45 working days (may be extended pending additional verification). Step 5: For regulated professions, submit the MON recognition decision + supporting documents to the relevant professional licensing authority (MOZ for healthcare, NAAU for lawyers, etc.). Step 6: Some professions require passing a professional examination in Ukraine (bar exam, medical proficiency assessment) before a licence is granted.

National Bar Association of Ukraine (NAAU — unba.org.ua) for lawyers. State Architecture and Urban Planning Inspectorate for architects and engineers. Audit Chamber of Ukraine for auditors.
Timeline: MON academic recognition decision: up to 45 working days (approximately 9 weeks). Healthcare licensing after recognition: 2–6 months. Bar examination and admission: 3–6 months after recognition. Total for regulated professions: 6–18 months.
Cost: MON recognition application: administrative fee as set by Cabinet of Ministers resolution (typically UAH 500–2,000 range; confirm current rate at mon.gov.ua). Apostille fees in home country: varies. Ukrainian sworn translation: UAH 500–2,500 per document. Professional exam fees: varies by profession. Legal/advisory support: USD 300–1,500 if using a law firm.
Academic Degrees
Authority: Ministry of Education and Science of Ukraine (MON — mon.gov.ua) — Department of Higher Education. ENIC Ukraine (naric.in.ua) — the National Information Centre for Academic Mobility, providing information and consultation services on recognition.
Process: Submit an electronic application via the MON Personal Cabinet (cabinet.mon.gov.ua): upload high-quality scanned copies of the apostilled degree, transcripts, and Ukrainian translation. For degrees from universities not easily verifiable, additional documentation (course descriptions, syllabi) may be requested. MON expert examination compares the qualification against Ukrainian academic standards. Upon positive decision, MON issues an official recognition certificate. ENIC Ukraine can issue a free advisory statement (not a recognition decision) to help applicants understand their status before applying formally.
Equivalency service: ENIC Ukraine (naric.in.ua) — informational and consulting support; not the recognition decision authority (that is MON). ENIC Ukraine participates in the Lisbon Recognition Convention network and publishes a table of foreign qualifications at naric.in.ua. Free information service; the formal recognition decision must be obtained from MON.
Document Rules
Apostille: Ukraine is a member of the Hague Apostille Convention. Apostilles from other member states are accepted as sufficient authentication. The apostille must be affixed by the competent authority in the country that issued the document (e.g., UK Foreign Office / FCDO, US Secretary of State, German Regierungspräsidium). Apostilled documents do not need further legalisation by Ukrainian authorities.
Legalisation: For documents from countries NOT party to the Hague Apostille Convention: full consular legalisation is required — authentication by the issuing country's Ministry of Foreign Affairs, then legalisation by the Ukrainian Embassy or Consulate. This process typically takes 4–8 weeks. Allow extra time before departure from home country.
Sworn translation: All foreign-language documents submitted to Ukrainian authorities must be translated into Ukrainian by a sworn translator (присяжний перекладач / сертифікований перекладач). The translation must be notarised at a Ukrainian state notary office (нотаріус). Translators can be found via notary offices or through the Ukrainian Union of Translators. Cost: UAH 500–2,500 per document depending on length and language pair.

Typical Timelines
MON academic recognition: 9–12 weeks from complete application submission. Healthcare licensing (MOZ): 3–6 months after MON recognition. Bar examination and NAAU admission: 3–6 months. Engineering professional certification: 2–4 months. Total for healthcare or legal professionals arriving to practise: allow 9–18 months from start of process. IT, business, finance roles: no formal recognition required; employer-assessed — weeks.
War-related disruptions since February 2022 have affected some administrative processes but MON and professional bodies continue to operate.
