EU Citizens

EU citizens do not have EU free-movement rights in Ukraine. They generally need the same work/residence basis as other foreigners unless a specific exemption applies.

Non-EU Citizens

Foreign employees usually require employer-backed work authorisation and a temporary residence permit. Employers handle much of the permit process, but the foreigner must keep visa/residence timing clean.

EU Blue Card

Ukraine is not an EU member and does not issue EU Blue Cards. Skilled-worker routes are based on Ukrainian work permit and residence rules.

Freelancer Visa

Ukraine has no broad digital nomad visa in 2026. Freelancers usually use FOP/business structures, residence based on another lawful ground, or short stays within visa-free limits.
