Consumer Rights
Right of withdrawal, contracts and debt collection in Bulgaria.
Bulgarian consumer rights are governed by the Consumer Protection Act (Закон за защита на потребителите — ЗЗП) which fully implements EU consumer protection directives. As an EU member, Bulgaria applies the same 14-day withdrawal right for online/distance purchases, 2-year product warranty, and unfair contract terms protection as the rest of the EU. The Commission for Consumer Protection (КЗП — Комисия за защита на потребителите) is the main regulatory authority. Consumer rights awareness is lower in Bulgaria than in Western Europe — know your rights.
Right of withdrawal (Widerrufsrecht)
14 calendar days from delivery for online, telephone, and doorstep purchases — no reason required. To exercise: notify the seller in writing (email) within 14 days. Return the goods within an additional 14 days. Seller must refund within 14 days of receiving returned goods or proof of return. You pay return shipping unless the seller does not inform you of this cost. Exceptions: sealed goods (hygiene), custom-made items, digital downloads after consent, perishables.
Contract cancellation
Service contracts concluded at a distance or off-premises: 14-day cooling-off period. If the seller did not provide proper cancellation information, the withdrawal period extends to 12 months. Gym and fitness contracts: minimum notice periods are regulated — typically 1 month notice for monthly contracts. Mobile and internet contracts: right to terminate after the minimum contract period (usually 24 months) with 1 month notice. Automatic renewal contracts must clearly disclose renewal terms.
Bulgarian law requires clear disclosure of automatic renewal terms. Contracts that automatically renew must notify the consumer in advance (typically 30 days) before renewal. You have the right to cancel during the notice period. Common in gym memberships, insurance, software subscriptions. Tip: set calendar reminders before auto-renewal dates. If a company enrolled you in auto-renewal without clear consent, you can challenge the charge through KZP.
Debt collection — response deadlines
Informal reminders: Creditors typically send 1–3 written payment reminders (покана за плащане) before initiating court action. Debt collection agencies (колекторски фирми) may be engaged. You have the right to request proof of the debt. Statute of limitations: 3 years for most consumer debts, 5 years for mortgage debts.
Court order: Creditors can apply to court for a payment order (заповед за изпълнение) — a simplified court process that does not require a full hearing. If granted, the order gives legal force to collect the debt. Bailiffs (съдебни изпълнители — private bailiffs) can be engaged.
Response deadline: 14 days to file an objection (възражение) to a payment order. Miss this and the order becomes enforceable — wages and bank accounts can be seized.

Alternatively, mediation through the Conciliation Commission at КЗП for out-of-court resolution. For food safety issues: Bulgarian Food Safety Agency (БАБХ). For financial services: Financial Supervision Commission (КФН). For telecoms: Communications Regulation Commission (КРС).
