How to properly exit — protecting your finances, rights and records.
📅 General Timeline
3 months before leaving: Give rental notice, start bank account management. 2 months before: Cancel utilities (with notice periods), notify employer with contractual notice period. 1 month before: Conduct property handover, close bank accounts if desired, update address with NRA and pension institute. Last 2 weeks: Address deregistration at Rayonna Uprava, notify Migration Directorate (non-EU). After leaving: File final Bulgarian tax return by 30 April. Pension contributions credited automatically.
Deregistration
EU citizens: deregister your address (address deregistration — заличаване на адресна регистрация) at the Rayonna Uprava (Районна управа). Bring: passport, completed deregistration form. Non-EU citizens: notify Migration Directorate (Дирекция "Миграция") when cancelling your residence permit. Also deregister from the NRA if you had tax obligations. There is no strict legal deadline for address deregistration when leaving, but it is good practice and avoids continued tax residency obligations.
Tax clearance
If you have outstanding Bulgarian tax obligations, obtain a tax clearance certificate (удостоверение за данъчна незадълженост) from the NRA before leaving. Required if you are selling a property or closing a company. For employed individuals with no complex tax affairs, a simple annual tax return filing (by 30 April of the following year) may be the only obligation. Tax residency ends when you spend less than 183 days per year in Bulgaria AND deregister your permanent address.
Pension portability
State pension contributions paid in Bulgaria are portable within the EU under EU Social Security Regulation 883/2004 — contribution periods in Bulgaria count toward pension entitlement in other EU member states and vice versa. For non-EU countries with totalization agreements with Bulgaria: contributions may count toward pension in your home country. Non-EU citizens without a totalization agreement cannot claim a Bulgarian pension refund — contributions are not returned. Contact the National Social Security Institute (НОИ — Национален осигурителен институт) at noi.bg before leaving to understand your pension entitlements.
Health insurance
State health insurance (НЗОК) coverage ends when employment ceases or contributions stop. You must maintain health insurance contributions as a self-insured person if not employed. Upon leaving Bulgaria, your EHIC/European Health Insurance Card (if applicable) provides emergency coverage in EU countries. For non-EU destinations, arrange private international health insurance before departure. If you have prepaid health insurance periods, you may be entitled to a refund — check with the NHIF.
Bank account
Bulgarian bank accounts can generally remain open after leaving the country, though some banks require proof of active address. Notify your bank of your new address abroad. Wire transfers to foreign accounts are straightforward. If closing: visit the branch in person with ID, close outstanding loans or standing orders first, allow 5–10 working days for final processing. Online banks (Revolut, Wise) are simpler to manage remotely.
Utilities
Cancel utility contracts (electricity, gas, water, internet) before leaving. Give the required notice period (usually 1 month for internet, immediate for utilities on departure). Take final meter readings and photograph them. Request final bills. Ensure deposits are returned (typically 1–3 months after account closure). Contact Econt/Speedy to update your delivery address.
Rental contract
Most Bulgarian tenancy agreements require 30–60 days written notice to terminate (check your specific contract). Conduct a move-out inspection with the landlord and complete a handover protocol (протокол за предаване). Deposit return: 1 month after move-out is standard (legal maximum timeframe not strictly defined — get a specific return date in writing). Document all existing damage before leaving to protect your deposit.
