Maternity, parental leave and child benefits in Bulgaria.
Bulgarian family law provides comprehensive maternity and parental leave protections — some of the most generous in the EU. Mothers receive 410 days of maternity leave (including 45 days before birth) at 90% of salary, paid by the National Social Security Institute (НОИ). Parental leave of up to 2 years per child is available. Child benefits are means-tested. All employed persons contribute to the social insurance system that funds these benefits.
Maternity Leave (Отпуск по майчинство)
Before birth: 45 days before expected birth date (paid)
After birth: 365 days after birth — total 410 days at 90% of average daily insured salary. The initial 410-day period cannot be transferred to the father.
Job protection: Full job protection during all maternity and parental leave. Dismissal is prohibited during pregnancy and maternity leave. The employer must restore the employee to the same position or equivalent upon return. If the position is eliminated, employee must be offered equivalent alternative.
Parental Leave (Отпуск за гледане на дете)
Max duration: 2 years per child (until the child reaches 2 years of age). After the initial 410-day maternity period, either parent (or grandparent with parental agreement) can take the additional parental leave period.
Split rules / Elterngeld: The 410-day maternity period is specifically for the mother and cannot be transferred. The subsequent parental leave until age 2 can be taken by either parent. One parent at a time. The father can take a 15-day paid paternity leave upon birth of the child.
Benefits
Maternity benefit (Парично обезщетение за майчинство)
90% of average daily insured salary for the 24 months before the leave
Duration: 410 days (45 days prenatal + 365 days postnatal)
Eligibility: Employed mothers who have at least 12 months of social insurance contributions. Must be on employment contract — self-employed and freelancers have separate arrangements.
How to apply: Apply through your employer — they submit to НОИ. Documents: sick note (болничен лист) for pregnancy/birth from your doctor, employment contract details, IBAN.
One of the most generous maternity benefits in the EU — 90% of salary for 410 days. Maximum cap: BGN 4,130/month (since April 2025). Minimum: national minimum wage equivalent. Note: the Bulgarian government has been discussing possible cuts to this benefit — monitor for 2026 legislative changes.
Parental leave benefit (Обезщетение за отглеждане на дете)
780 BGN/month (fixed rate in 2026) for the period from completion of 410-day maternity leave until child's 2nd birthday
Duration: Until child reaches 2 years of age
Eligibility: Parent on parental leave who has at least 12 months of social insurance. Can be either parent.
How to apply: Through the employer to НОИ. Application with birth certificate, choice of which parent takes leave, insurance declarations.
The fixed 780 BGN/month parental leave benefit is lower than Western European equivalents but costs of living in Bulgaria are much lower. Many parents use this period plus parental leave to care for their child until age 2 before returning to work.
Monthly child allowance (Месечни семейни помощи за деца)
Up to 50–100 BGN/month per child depending on family income and number of children
Duration: Until child reaches 20 years of age (if in education)
Eligibility: Means-tested — family monthly income per member must not exceed a threshold (approximately 700 BGN per member in 2026). Biological or adoptive parents with children permanently residing in Bulgaria.
How to apply: Apply at the Social Assistance Directorate (Дирекция "Социално подпомагане") with: birth certificate, income documents, address registration.
Bulgarian child allowances are lower than in many EU countries due to lower cost of living. Not universal — means-tested. Bulgarian citizens and EU residents with registered address are eligible.
Lump-sum birth grant (Еднократна помощ при раждане)
2,000 BGN for first child; 600 BGN for second child; 300 BGN for third child (2026)
Duration: One-time payment
Eligibility: All mothers permanently residing in Bulgaria (including EU citizens with registration). Income-tested for higher amounts.
How to apply: Apply at Social Assistance Directorate within 1 year of birth. Documents: birth certificate, ID, IBAN, income declaration.

Paternity leave benefit
90% of average daily insured salary
Duration: 15 days (paternity leave paid at 90%) starting from child's birth
Eligibility: Employed fathers with 12 months of social insurance contributions.
How to apply: Through employer to НОИ. Application with child's birth certificate.
Short but paid at same rate as maternity benefit. Can be taken in addition to any parental leave.
Sick child leave
Employees can take sick leave (болничен лист) to care for a sick child under 18. The sick note for the child is issued by the treating physician. Payment: 80% of reference salary from day 4 (like regular sick leave) — first 3 days at 70% paid by employer. No annual limit specified per child episode, but multiple sick leave periods for the same illness are scrutinised by doctors.
Birth registration
A child born in Bulgaria must be registered with the Civil Registration authority (Гражданска регистрация) at the local municipality (кметство or районна управа) within 5 days of birth. Hospital staff typically assist with initiating the birth registration. Documents: hospital birth record, parents' IDs. The child receives a Bulgarian birth certificate (акт за раждане) and an EGN (personal number). Children born to foreign parents must also be registered with the parents' consulate/embassy if they wish to obtain the parents' nationality.
Childcare rights
Children aged 1–3 have a statutory right to a municipal nursery or kindergarten place under the Child Protection Act. However, demand exceeds supply in Sofia and other major cities — registration is necessary well in advance. From age 5, compulsory preparatory education begins (the year before primary school). From age 6, compulsory school attendance begins. Children with special educational needs are entitled to inclusive education and specialist support.
