Set up Smart-ID immediately after receiving your ID card

Smart-ID is Estonia's app-based digital identity system — allows you to log in to all Estonian government portals, banks, and services from your smartphone without needing the physical ID card. Download Smart-ID (iOS/Android), then activate it either: (a) using your ID card with the card reader, or (b) at your bank's branch or app (LHV, Swedbank, SEB all support Smart-ID activation). Once active, Smart-ID replaces the need to carry the physical card for most digital services.

Open an Estonian bank account — LHV most recommended for expats

A local bank account with an Estonian IBAN is needed to receive your salary, pay rent, and use Estonian direct debit services. LHV is the most popular bank for expats and the tech community — with the best English-language app and digital experience. Swedbank is the largest by customer count. SEB is strong for international connections. All require your Estonian ID card (or for non-EU, your residence permit and ID documents) to open an account.

Register at EMTA (Tax and Customs Board) and check your tax status

Register with EMTA (Maksu- ja Tolliamet) at emta.ee and review your tax residency status. Your employer registers you as an employee automatically when they hire you. However, you should log in to your EMTA account (emta.ee) to: check your tax records, see income data from employers, verify deductions, and understand your income declaration obligations. Self-employed persons (FIE or OÜ owners) must additionally register their business activity with EMTA.

Register birth — child's isikukood issued automatically by hospital

Births in Estonian hospitals are registered with the civil registry (Rahvastikuregister) within 1 working day automatically. Parents confirm the name within 1 month. The child receives an isikukood (personal ID number) and is entitled to Estonian health insurance, state child allowance (lapsetoetus — €80/month per child for the first and second child, €100/month per child from the third child), and parental benefit. Non-Estonian parents must also register with their home embassy.

Register your residence in the Population Register within 30 days

All persons establishing residence in Estonia must register their place of residence in the Population Register (rahvastikuregister) within 30 days. This is the first and most fundamental step — without it you cannot get an Estonian ID card, access healthcare, enrol children in school, or receive most benefits. Registration can be done online at eesti.ee (using ID card or Smart-ID) or in person at your local government (kohalik omavalitsus) service point. You will need your rental contract or proof that the property owner consents to your registration at the address.

Apply for Estonian ID card (isikutunnistus) — the key to everything

The Estonian ID card (isikutunnistus) is the most important document in Estonia. It contains an embedded chip with two PIN codes used for digital authentication (PIN1) and digital signatures (PIN2). With the ID card you can: log in to all e-government services, sign documents digitally, access banking, vote online, and prove your identity. Apply at a PPA service bureau — you need to visit in person for fingerprinting. EU citizens resident in Estonia should apply as soon as they have registered their address. Non-EU nationals with a residence permit receive an ID card as part of the permit process.

Register your address in the Estonian Population Register (Rahvastikuregister)

EU citizens and non-EU residents with long-term permits must register their address in the Estonian Population Register within 1 month. Do this online via eesti.ee with an ID card or Mobile-ID. Your registered address determines which doctor, school, and local services you can access. Required for all official correspondence.

Verify your employment contract meets Estonian Labour Law requirements

Estonian employment contracts (tööleping) must be in writing and include: parties' details, start date, job description, place of work, working hours, remuneration, and notice periods. Contracts must comply with the Töölepingu seadus (Employment Contracts Act). The Labour Inspectorate (Tööinspektsioon) enforces compliance. Every employee is entitled to at least 28 calendar days of annual leave, a minimum wage (€886/month in 2026), and statutory sick pay from day 4.

Register with a family doctor (perearst) via TEHIK

Every Estonian resident is entitled to a free family doctor (perearst/perearstikeskus). Register at TEHIK patient portal (digilugu.ee) or call 1220. Without a family doctor, all primary care is paid. Visit haigekassa.ee to find doctors accepting new patients in your area. Covered by haigekassa (EHIF).

Register your pet microchip in the Estonian Animal Registration database

All dogs and cats in Estonia must be microchipped and registered in the national Animal Registration database managed by the Agricultural and Food Board (PTA). Registration via an accredited veterinarian. Microchipping costs ~€10–20. EU pet passport required for animals arriving from abroad. Unregistered pets risk €200 fines.

Apply for a long-term residence permit (D-viisa or elamisõigus) if needed

Non-EU citizens intending to stay over 90 days must apply for a temporary residence permit (elamisluba) from the Police and Border Guard Board (PPA). EU citizens must register their right of residence after 3 months. Apply online via eesti.ee or in person. Processing: 1–2 months. State fee for non-EU permit: €100.

File annual income tax declaration (tuludeklaratsioon) by 30 April

Estonia's annual income tax return (tuludeklaratsioon) is pre-filled by EMTA based on employer and bank data. Filing is done online at emta.ee with ID card/Smart-ID and typically takes under 10 minutes for employed persons. Deadline: 30 April of the following year. Key deductions to claim: III pillar pension contributions, mortgage interest (up to limit), charitable donations (up to 5% of income), housing association fees, and business expenses (self-employed).

File annual income tax return (tuludeklaratsioon) by 30 April at EMTA

EMTA pre-fills your annual income tax return using employer data. Available at emta.ee from February. Deadline 30 April. Review carefully: check all income sources are reported (including foreign income, rental, freelance); apply eligible deductions (mortgage interest up to €300, education expenses up to €1,200, charitable donations, pension contributions). The 2026 flat rate is 22%. Married couples can use joint taxation under new rules from 2024.

Register as unemployed at Töötukassa (Estonian Unemployment Insurance Fund)

Töötukassa provides unemployment benefits, job-seeking support, and retraining grants. Register as a job-seeker within 3 working days of becoming unemployed to access benefits. Unemployment benefit (töötuskindlustushüvitis) requires at least 12 months of insurance contributions in the last 36 months and pays 50–60% of previous salary for up to 270 days. Free career counselling, CV help, job fairs, and training courses in high-demand sectors.

Get an Estonian SIM card from Telia, Elisa, or Tele2

Purchase a SIM from Telia, Elisa, or Tele2 with ID card or passport. Estonia has excellent 5G coverage and some of the cheapest data in the EU. Monthly plans from ~€10. All three operators use an app for account management. Physical SIM or eSIM available.

Set up your eesti.ee account and digital identity (ID card or Mobile-ID)

Estonia's eesti.ee portal provides access to virtually all government services: address registration, tax filing, healthcare, voting, banking. Activate your ID card PIN codes at a Police and Border Guard office. Mobile-ID allows authentication from your phone via Telia/Elisa/Tele2 SIM. Smart-ID app works across EU. All services require digital identity.

Learn Estonian cashless payments and get a Coop or Selver loyalty card

Estonia is one of the world's most cashless societies — carry a contactless card for everything. Main supermarkets: Rimi, Coop, Selver, Prisma. Register for Coop member card (€1 share) for discounts. Waste separation is mandatory: organic (brown/green), mixed (grey/black), recyclables (yellow), glass (white), paper (blue). Fines apply for improper sorting.

Activate Smart-ID — mobile digital identity for all e-services without physical ID card

Smart-ID is Estonia's mobile-based digital identity (replacing the need to carry your physical ID card for online authentication). Three levels: Basic (phone + email), Advanced (verified by bank), Qualified (verified in person). For full government service access and digital signing, you need Qualified Smart-ID (verified by your bank). Download from smart-id.com and activate at your bank's branch or via the bank app.

Apply for state-funded university study (riigieelarvelisel kohal) in Estonia

Estonian universities (University of Tartu, TalTech, TLU) offer state-funded (tuition-free) bachelor and master places for Estonian-language programs. EU citizens eligible. Application via SAIS (sais.ee). Deadline: typically June 15.

Register with Töötukassa (Unemployment Insurance Fund) as employed person

Your employer pays unemployment insurance (töötuskindlustus: 1.6% employee + 0.8% employer) automatically. However, register at tootukassa.ee with your ID card to: check your contribution history, access career services, and be prepared if you ever need to claim. Note: to receive unemployment benefit, you need 12 months of contributions in the last 36 months — make sure contributions are being made from day one of employment.

Apply for child benefit (lapsetoetus) and parental benefit (vanemahüvitis)

Child benefit (lapsetoetus): €80/month per child (first and second child), €100/month per child (third child and beyond). Parental benefit (vanemahüvitis): 100% of previous salary (capped at 2× avg salary — €3,806/month in 2026 for new births; parents can now also work while receiving full benefit) for up to 435 days. Apply at Sotsiaalkindlustusamet (sotsiaalkindlustus.ee).

Check your II pillar pension status and make a decision about participation

Estonia's II pillar (kohustuslik kogumispension) situation is complex after the 2021 reform. New labour market entrants are automatically enrolled — 2% from your salary + 4% from the state goes into a pension fund. You can check your II pillar status and fund choice at pensionikeskus.ee. If auto-enrolled, consider which fund to choose (LHV, Swedbank, SEB, Luminor — or the low-cost Tuleva fund). If not enrolled, consider voluntary enrollment. Make an active decision rather than ignoring it.

Do an annual January check of key financial thresholds

Every January 1st several key figures change in Estonia: minimum wage, social tax rates, pension pillar contribution rates, and income tax thresholds. A brief annual self-audit prevents payslip surprises and missed savings opportunities.

Estonian residents can request a free copy of their credit and payment history from Krediidiinfo once per year. This report shows payment defaults, active credit obligations, and any negative entries. Errors can block rental applications and credit approvals.

Verify Haigekassa health insurance coverage and register with a perearst (family doctor)

Check your Haigekassa (Estonian Health Insurance Fund) coverage status at haigekassa.ee — coverage begins automatically when your employer starts paying social tax. This typically happens within 14 days of starting work. Find and register with a perearst (family doctor / GP) near your home at perearst.ee — the perearst is your healthcare gatekeeper for specialist referrals. Without a registered perearst, accessing the healthcare system is harder.

Book free preventive health screenings through haigekassa

EHIF (haigekassa) covers: cervical cancer screening women 30–55 (every 5 years), mammography women 50–65 (every 2 years), colon cancer screening 60–70 (every 2 years), cardiovascular risk screening. Invitation sent automatically by family doctor.

Rental deposit capped at 3 months — insist on written üürileping (lease agreement)

Under Estonian Võlaõigusseadus (Law of Obligations), security deposit is capped at 3 months rent. Landlord must return deposit within 2 months of end of tenancy if no damages. Notice periods: 3 months for tenant (after 2 years), 3 months for landlord (usually 3 months+ for long-term tenants). Fixed-term contracts cannot be terminated early without cause. Always use a written contract — oral leases are valid but hard to enforce.

Review energy contract — spot price vs fixed price electricity can vary 3–5x monthly

Estonian electricity market is fully liberalised — consumers choose their supplier and contract type. Spot-price (börsihind) contracts were catastrophically expensive in 2021–2023 (peaks over €1.00/kWh). By 2026 spot prices have normalised but remain volatile. Fixed-price contracts (fikseeritud hind) offer predictability but may be above spot in calm periods. Compare at energiaturg.ee and switch anytime.

Apply for long-term EU resident permit or permanent residency after 5 years

Non-EU nationals can apply for long-term EU resident status (pikaajalise elaniku elamisluba) after 5 years of continuous legal residence. Requirements: stable income, A2 Estonian language certificate, no criminal record, health insurance. EU citizens can register as permanent residents after 5 years (no formal application needed — register at Population Register and request permanent residence confirmation from PPA).

Apply for Estonian citizenship after 8 years of residency

After 8 years of legal residence (last 5 continuous), you can apply for Estonian citizenship. Requirements: B1 Estonian language certificate, knowledge of the Estonian Constitution and Citizenship Act (examined), stable income, no criminal record. IMPORTANT: Estonia does not permit dual citizenship for naturalised citizens — you must renounce your original citizenship. This is a major decision. Seek legal advice.

Arrange home contents insurance (kodukindlustus)

Home contents insurance (kodukindlustus) covers your belongings against theft, fire, and water damage. Most Estonian rental contracts require it. It typically includes personal liability insurance covering accidental damage you cause to others' property (very important in apartment buildings). Compare at kindlustus.ee. Annual cost: €80–200 for a typical Tallinn apartment.

Arrange kodukindlustus (home insurance) — required by most rental contracts

Most Tallinn and Tartu rental contracts require the tenant to hold contents and liability insurance (kodukindlustus). Even where not required, it is strongly advisable against theft, water damage, and fire. Separate building insurance is the landlord's responsibility. Estonian providers: If Kindlustus, LHV Kindlustus, Salva Kindlustus, ERGO.

Access state-funded legal aid (riigi õigusabi) for civil and administrative matters

Estonian residents with low income can apply for state-funded legal aid for civil, criminal, and administrative proceedings. In 2026, legal aid is free for those earning under €792/month net. Apply at any notary office or court. Bar Association can provide referrals. Processing time: 10–30 days.
