Long-term Resident (EU) Status / Permanent Residence
Eligibility
Non-EU nationals with 5 years of continuous legal residence in Estonia. EU citizens: right to permanent residence after 5 continuous years (EU Permanent Residence Directive 2004/38/EC). Non-EU: apply for long-term resident status (pikaajalise elaniku elamisluba).

EU citizens simply register at the Population Register after 5 years — no formal permit application needed, but they receive a long-term EU residence certificate on request from PPA. Non-EU nationals apply for long-term resident status (pikaajalise elaniku elamisluba) at PPA. Processing time: approximately 2 months. The long-term resident status provides much greater security than temporary permits and allows freer movement within the EU.

Persons with 8 years of legal residence in Estonia (or 5 years if acquired as minor). Children born to Estonian citizens receive citizenship at birth.

- ✓Minimum 8 years of total legal residence in Estonia, with the last 5 years continuous on permanent residence status
- ✓Estonian language proficiency — B1 level minimum (certificate from an approved examination body)
- ✓Knowledge of the Estonian Constitution (Eesti Vabariigi põhiseadus) and the Citizenship Act — passed via an exam
- ✓Stable legal income
- ✓Registered place of residence in Estonia
- ✓Loyalty to the Estonian state — no actions against the constitutional order
- ✓Renunciation of previous citizenship (Estonia does not generally permit dual citizenship for naturalised citizens — important for expats)
- ✓No criminal record (no imprisonment of 1 year or more in last 5 years)
The Estonian language exam (B1 level) is the main obstacle for most expats. The language test must be taken at an approved examination centre (Innove/Harno). The knowledge of the Constitution exam tests basic civics, history, and law. Applications processed by PPA. Processing time: approximately 6–12 months. IMPORTANT: Estonia does not generally allow dual citizenship for naturalised citizens — you must renounce your original citizenship. This is a significant decision. Some exceptions: if your home country does not allow voluntary renunciation, Estonia may allow an exception. EU citizenship (the right to live and work in the EU) is not the same as Estonian citizenship — EU citizens already have extensive rights without naturalisation.

Citizenship by Descent (Taastamine)
Eligibility
Persons who were Estonian citizens before June 1940 (first Soviet occupation) or their descendants — right to restore Estonian citizenship regardless of current citizenship or residency.

This path is available to the diaspora of the interwar Estonian Republic and their descendants. Does not require language exam or residency period. Does not require renunciation of other citizenship in most cases — a significant exception to the general non-dual citizenship rule. Contact PPA or Estonian consulate for verification of eligibility.
Citizenship for Exceptional Services

Very rare — granted by special decision of the Riigikogu. Not a standard pathway for expats.
🌍 Dual Citizenship

Dual citizenship is not allowed — Estonia does not generally permit dual citizenship for naturalised citizens. Upon naturalisation, the applicant must renounce their previous citizenship. EXCEPTION: persons restoring citizenship lost under Soviet occupation (and their descendants) may be treated differently. Exception also possible if home country does not legally permit renunciation. Estonian citizens who acquire foreign citizenship after naturalisation technically lose their Estonian citizenship. This is a critical consideration for expats from countries where citizenship is highly valued (UK, USA, etc.). Seek legal advice before applying if you are concerned about losing your original citizenship.
