Estonian ID card (Isikutunnistus) + Smart-ID + Mobile-ID
Estonia's digital identity ecosystem is the most advanced in the world. The ID card is a smart card with embedded certificates for authentication and digital signatures — legally equivalent to a handwritten signature (legally binding under eIDAS regulation). Smart-ID is an app-based equivalent (free, on smartphone, supported by all major banks and government services). Mobile-ID is a SIM-based authentication method. All three enable: login to all e-government services, digital signing of contracts and declarations, online voting, accessing medical records, and filing taxes.
How to get it: ID card: obtained from Police and Border Guard Board (PPA) when registering residence — requires in-person visit for fingerprinting. Smart-ID: download the Smart-ID app (iOS/Android) and activate via your bank or using your ID card. Mobile-ID: obtain a Mobile-ID SIM from Telia, Elisa, or Tele2 — activate at a service point with your ID card.
E-Government Portal
https://www.eesti.eeEstonia's e-government is built on the X-Road data exchange layer — a distributed, secure infrastructure connecting all government databases. This means your data is entered once and reused across all government systems — no need to re-submit documents to different agencies. Approximately 99% of government services are available online. The system is open-source and has been adopted by Finland and other countries.

Estonia's digital infrastructure is genuinely world-class and the source of national pride. The concept of "once only" means you never need to submit the same document twice to any government agency. Digital signatures in Estonia are legally equivalent to handwritten signatures under Estonian and EU law (eIDAS regulation). The X-Road backbone has been exported to Finland, Azerbaijan, and other countries. Online voting has been used since 2005 and is trusted. E-prescription means your medications can be collected at any pharmacy with just your ID card. The national Health Information System (TIS) means any emergency doctor in Estonia can access your full medical history instantly. This digital-first approach means that NOT setting up your digital identity tools (Smart-ID, ID card PIN codes) effectively excludes you from many services.
