Maternity, parental leave and child benefits in Estonia.
Estonia has one of Europe's most generous parental leave and family benefit systems. The flagship benefit is the vanemahüvitis (parental benefit) — up to 575 days of combined leave with benefit payments capped at a very high level (up to 3× average wage). The system is designed to be flexible and gender-equal, with leave transferable between parents. Benefits are administered by the Social Insurance Board (Sotsiaalkindlustusamet, sotsiaalkindlustusamet.ee). All EU and non-EU residents who have paid social tax for the required period are entitled to these benefits.
Rasedus- ja sünnituspuhkus (Pregnancy and Maternity Leave)
Before birth: 70 calendar days before the expected birth date
After birth: 70 calendar days after birth (total: 140 days — approximately 20 weeks)
Job protection: Complete job protection during pregnancy and maternity leave. The employer cannot terminate during this period. The employee is entitled to return to the same or equivalent position.
Lapsehoolduspuhkus / Vanemapuhkus (Parental Leave)
Max duration: Until child turns 3 years old. The paid parental benefit (vanemahüvitis) period is 435 days (approximately 62 weeks) following maternity leave, for a total of 575 days (maternity + parental = approximately 82 weeks total). The benefit can be shared between parents.
Split rules / Elterngeld: Both parents can take parental leave — it can be split or taken concurrently (for up to 30 days at the same time). Fathers have a separate right to 30 days' paternity leave (isapuhkus) with full pay, which must be used within 2 months of birth. Parental benefit can be transferred between parents.
Benefits
Parental Benefit (Vanemahüvitis)
Equal to 100% of parent's previous average monthly income, capped at 3× the average Estonian wage (~€7,000/month maximum in 2026). Minimum benefit: Estonian minimum wage (€886/month). Duration: 435 days following maternity leave.
Duration: 435 calendar days (approximately 62 weeks) following maternity leave (140 days)
Eligibility: Parent who has worked and had income subject to social tax for at least 12 months in the 24 months before the birth. EU and non-EU residents with valid work history in Estonia qualify.
How to apply: Apply at sotsiaalkindlustusamet.ee or in person at Social Insurance Board office. Application can be submitted up to 30 days before the expected maternity leave end. Decision within 10 working days.
One of the most generous parental benefit systems in Europe. The high cap means high earners receive close to their full previous salary. The benefit is taxable income.
Childbirth Grant (Sünnitoetus)
€320 for first child; €320 for each subsequent child. Additional €1,000 grant for triplets and higher-order multiples.
Duration: One-time payment
Eligibility: All births in Estonia where parents are Estonian residents registered in the Population Register.
How to apply: Apply at sotsiaalkindlustusamet.ee within 6 months of birth.
Available from local municipality as well (Tallinn provides an additional lump sum — check current municipal benefit at tallinn.ee).
Child Allowance (Lapsetoetus)
€80/month for children 1–3 years. €80/month for each child 3–16 (or up to 19 if in school). First and second child: standard rate. Third and subsequent children: higher rate.
Duration: Monthly, until child turns 16 (or 19 if in full-time education)
Eligibility: All children registered in Estonia with at least one parent registered as resident.
How to apply: Apply at sotsiaalkindlustusamet.ee — typically approved automatically after birth registration.
The benefit is not means-tested — all eligible families receive it regardless of income. Amounts are set by the State Budget each year.
Large Family Benefit (Kolme ja enama lapsega pere toetus)
€300/month for families with 3+ children (at least 3 children under 19)
Duration: Monthly, as long as eligibility criteria met
Eligibility: Families with 3 or more children who are Estonian residents.
How to apply: Apply at sotsiaalkindlustusamet.ee.
This significant additional benefit makes Estonia very attractive for larger families. Applies from the moment the third child is born.
Paternity Leave Benefit (Isapuhkusetasu)
100% of father's previous average daily earnings
Duration: 30 calendar days
Eligibility: Father who has worked in Estonia — must take within 2 months of child's birth.
How to apply: Request from employer at least 14 days in advance. Benefit paid through employer (reimbursed by Sotsiaalkindlustusamet).
Estonia was among the first countries to implement substantial paid paternity leave. Must be used within 2 months of birth or adoption.
Childcare Subsidy for Non-Covered Child (Lapsehoidja toetus / kohatasu toetus)
Varies by municipality — Tallinn subsidises childcare fees for lasteaed significantly
Duration: While child is in municipal childcare
Eligibility: Children on the municipal lasteaed (kindergarten) waiting list or in municipal childcare
How to apply: Through municipal childcare application process.
If your child is on the lasteaed waiting list but a spot is not available by age 1.5, the municipality must provide alternative childcare support.
Sick child leave
Parents can take sick leave to care for a sick child under 14 years old (child care leave — lapse haigus). The Haigekassa pays 80% of average wage from Day 1 (no waiting period, unlike adult sick leave). Duration: up to 14 days per illness episode for children under 3; up to 10 days for children 3–12. Doctor's digital sick leave certificate is required from Day 1.
Birth registration
Births must be registered in the Population Register (rahvastikuregister) within 1 month. Register at any municipal vital statistics office (perekonnaseisuamet) or online at eesti.ee with ID card. The birth certificate (sünnitunnistus) is issued immediately. After registration, the child receives an isikukood (personal code) and can be added to Haigekassa coverage.
Childcare rights
Every child has a legal right to a place in a municipal lasteaed (kindergarten) from age 1.5. If the municipality cannot provide a place by age 1.5, they must pay a childcare subsidy. Parents can apply to any lasteaed in their municipality — placement is based on waiting list registration date. Private lasteaiad and childminders (hoidjad) are alternatives for those who cannot wait.
