Estonian Unemployment Insurance Fund

Eesti Töötukassa

Register as unemployed at tootukassa.ee using your ID card/Smart-ID or in person at any Töötukassa office (locations across Estonia). You must register within 3 days of job loss to start your unemployment benefit qualifying period. Registration is free and quick online.

Expat eligibility: All residents with valid residence status (EU citizens and non-EU permit holders) can register and access services. Unemployment benefit eligibility requires prior employment and social tax payments in Estonia (12 months in 36 months). EU citizens with prior employment in another EU country may be able to aggregate periods under EU coordination rules.

💼 Work Permits

EU Citizens

EU/EEA/Swiss citizens have full right to work in Estonia without any permit. Simply register your residence in the Population Register and start working. Inform your employer of your registration number and ID card details for payroll.

Non-EU Citizens

Non-EU nationals need a temporary residence permit (tähtajaline elamisluba) that includes the right to work. Main routes: employment permit (tööandja tähtajaline elamisluba) requiring a valid job offer; short-term work registration for up to 1 year; Digital Nomad Visa for remote workers. Apply at Police and Border Guard Board (ppa.ee). Processing time: 2 months standard, 1 month express (fee applies).

EU Blue Card

EU Blue Card (Euroopa Liidu sinine kaart) is available for highly qualified non-EU workers. Requires: job offer with salary at least 1.5× the average gross salary (approximately €3,096/month in 2026, i.e., €37,152/year; or €2,972/month for MINT shortage occupations), recognised higher education qualification. Provides 2-year permit (renewable) with right to bring family. Apply at PPA.

Freelancer Visa

Estonia offers one of the world's first Digital Nomad Visas (D-visa for digital nomads), valid for up to 1 year. Eligible for non-EU remote workers who work for companies/clients outside Estonia. Requirements: income of at least €3,504/month, proof of remote work contract. This is separate from e-Residency (which is not a visa). Apply at Estonian embassies or online via visa.ee.

⏱️ Work Culture

Typical hours 8–9 hours per day, 40 hours per week standard. Estonian labour law caps working time at 8 hours/day, 40 hours/week (averaged). Overtime is regulated. Tech and startup sectors may have more flexible arrangements. Remote work is very common and normalised, especially since COVID-19.

Annual leave 28 calendar days minimum annual leave (including weekends — approx. 20 working days). Employees under 18 and those in hazardous work: longer entitlement. Leave is accrued from day one of employment.

Sick leave First 3 days of illness: no pay (waiting period — omavastutus). Days 4–8: employer pays 70% of average wage. From day 9: Haigekassa pays 70% of average wage for up to 182 days. A doctor's certificate (haigusleht) is required from day 1 of illness, issued digitally by your GP or specialist.

Trial period Up to 4 months trial period (katseaeg) is permitted for employment contracts of 1 year or more (up to half the contract length for shorter contracts). Either party can terminate during trial with 15 days' notice.

Notice period Employee: 30 days notice required to resign. Employer termination notice varies by length of service: less than 1 year = 15 days; 1–5 years = 30 days; 5–10 years = 60 days; 10+ years = 90 days. Redundancy notice adds extra requirements.

Salary range Average gross monthly salary in Estonia (2026): ~€2,300. Tallinn tech sector median: €3,000–6,000+/month. Minimum wage 2026: €886/month (Jan–Mar), rising to €946/month from April 1, 2026. Sectors: IT/tech (€3,000–7,000+), finance (€2,500–5,000), engineering (€2,000–4,000), education/healthcare (€1,500–2,500), hospitality (€1,200–1,800).

Pay frequency Monthly payroll is standard — typically paid on the last working day of the month or a specific date agreed in the contract.

CV format: Estonian CVs are typically 1–2 pages, chronological (most recent first), with photo optional but common. Europass format is used for international applications. LinkedIn profiles are commonly reviewed.

Cover letter: Expected

Language: Estonian is required for most public sector roles and customer-facing positions. English is sufficient and often preferred in Tallinn's tech, startup, and international business sectors. Russian is useful for working in Narva, Kohtla-Järve, or with Russian-speaking communities in Tallinn. The best expat career positions are in tech, digital, and international companies where English is the working language.

Interviews: Estonian interviews are direct, professional, and fairly low-key — expect specific questions about your competencies and experience rather than personality quizzes. Prepare concrete examples of past achievements. Punctuality is essential. Follow-up thank-you emails are appreciated but not universal. Salary discussions are more open than in some Western European cultures.
