Lasteaed (Kindergarten/Pre-school) €20–80/month parent co-payment (municipality sets the fee; Tallinn: ~€55/month for food)

Subsidy available

Heavily subsidised by municipalities — typically 90%+ of costs covered. Parent pays only a small food fee. This is one of the most affordable childcare systems in Europe.

Apply online at lasteaed.tallinn.ee (for Tallinn) or your municipality's portal. Submit application with ID card digital signature. You will be assigned a place and notified by the lasteaed.

⏱️ Register your child immediately after birth — waiting lists in Tallinn can be 1–2 years for preferred lasteaiad. Apply simultaneously to multiple lasteaiad in your district. The municipality must provide a place by age 3.5 (Tallinn) — but preferred location is not guaranteed.

Põhikool

Ages: 7–15 years (grades 1–9) · Language: Estonian (state language). Russian-medium schools exist but are transitioning to Estonian-language instruction by law. International English-medium schools are available privately.

Contact your district school (assigned based on registered address) or apply to a preferred school within Tallinn at haridus.tallinn.ee. Present your child's birth certificate and proof of residence. Foreign documents may need ENIC/NARIC recognition.

Non-Estonian-speaking children receive language support (eesti keel teise keelena — Estonian as second language). Schools are required to integrate all children regardless of language background. The transition to full Estonian-language instruction in former Russian-medium schools is occurring 2024–2026, affecting some schools.

Upper secondary school (gümnaasium) Free

Gümnaasium

Ages: 16–19 years (grades 10–12) · Language: Estonian. English widely taught as a subject. Some international programmes (IB, Cambridge) available at select schools.

Apply to gümnaasium based on grades 7–9 results and entrance exams (some gymnasia are selective). Contact chosen school directly.

Completion of gümnaasium leads to riigieksamid (state exams) and opportunity to apply for Estonian universities. Strong academic tradition — Estonia ranks among the top PISA countries in Europe.

International Schools

Tallinn has several international schools catering to expat families. International School of Estonia (ISE, ise.edu.ee) offers IB curriculum in English (age 3–18; fees €8,356–26,764/year for 2025/26 — over 50% of students receive a tuition discount or scholarship). International School of Tallinn (IST, ist.ee) is a smaller alternative. Tallinn European School (ETIS) offers European Baccalaureate for EU institution employees. International School of Tartu serves the southern Estonian expat community. Check current fees and availability directly as these change annually.

University

Tuition fee

Free for EU citizens studying in Estonian language. €2,500–5,000/year for English-taught programmes (varies by programme and university). Non-EU students: similar costs. Estonia's universities are very affordable by EU standards.

Semester fee

Students pay no semester administration fee at public universities for state-funded places. Private programmes and non-EU students pay tuition as above.

Student visa

EU students: no visa needed, just register residence. Non-EU students: apply for student residence permit (tähtajaline elamisluba õppimiseks) at PPA. Requires: university acceptance letter, proof of funds (€390/month or bank guarantee), health insurance.

Health insurance

EU students: EHIC from home country covers emergency treatment. Estonian students and residents: Haigekassa coverage (requires 183+ days residence and registration). Private insurance from €20–50/month for non-covered students.

Application process

Apply through SAIS (sais.ee) — the national application portal. Application period: November–July for most programmes. Foreign qualifications assessed via ENIC/NARIC Estonia (haridus.archimedes.ee).

Free for unemployed registered with Töötukassa. Subsidised by Integration Foundation for other residents.

The Unemployment Insurance Fund funds free Estonian language courses for unemployed persons. The Integration Foundation (Integratsioon) subsidises courses for working residents. These are practical courses focused on daily communication.

Integration Foundation Estonian courses

Provider: Integratsiooni Sihtasutus (Integration Foundation) · Duration: Varies from 100-hour intensive to 300-hour structured courses · Levels: A1–C1
