Eligibility
Non-EU/EEA nationals. Generally requires: 5 years of continuous lawful residence in Latvia (on temporary residence permits), Latvian language proficiency B1 level, stable income, no significant criminal record, and health insurance. Some categories can qualify after shorter periods.

EU/EEA citizens do not need a permanent residence permit — they have the right to permanent residence after 5 years of continuous lawful residence under EU Directive 2004/38/EC. Non-EU nationals with permanent residence have almost all rights of citizens except the right to vote in national elections and access to certain civil service positions. Permanent residence can be revoked in cases of prolonged absence from Latvia (absence of more than 6 years) or criminal conviction.

Latvia's naturalisation requirements are among the most demanding in the EU. The B1 Latvian language requirement, combined with history, constitution, and national anthem tests, is a significant barrier for non-native speakers — preparation typically takes 2–5 years from zero. Latvia generally requires renunciation of previous citizenship upon naturalisation — dual citizenship is permitted only in specific limited cases (see below). Applications are submitted to PMLP. Processing time: 12–24 months from application to citizenship certificate. The naturalisation rate in Latvia is relatively low due to the strict requirements.

Persons who can prove Latvian ethnicity or descent from Latvian citizens from the period of the First Republic (1918–1940) or earlier.

Latvia has a significant diaspora worldwide — particularly in the UK, USA, Sweden, Australia, and Germany — whose ancestors fled during WWII or Soviet occupation. Citizenship for Long-Term Non-Citizens (Nepilsoņi)

Latvia has a unique category of "non-citizens" (nepilsoņi) — primarily ethnic Russians and other Soviet-era settlers who did not automatically receive Latvian citizenship in 1991. Non-citizens may naturalise under standard requirements or under simplified procedures for elderly persons.

Latvia's non-citizen status is unique in Europe. Non-citizens hold a Latvian non-citizen passport (giving travel rights but not citizenship). As of 2023, children born to non-citizens in Latvia are now automatically granted full Latvian citizenship (legislative change). Reducing the non-citizen population through naturalisation remains a stated government goal.

Dual citizenship is allowed — Latvia permits dual citizenship for citizens of EU, EFTA, and NATO member states, as well as for nationals of Australia, Brazil, and New Zealand. For these nationals, renunciation of prior citizenship is NOT required upon naturalising as Latvian. Dual citizenship is also permitted for: (1) ethnic Latvians and Livs registering citizenship by origin; (2) descendants of pre-1940 exile families; (3) persons who acquire a foreign citizenship automatically (by marriage or adoption, without their own initiative); (4) children of Latvian citizens (who may hold dual citizenship with any country, resolving by age 25). For citizens of countries NOT on the EU/NATO/EFTA/AU/BR/NZ list, renunciation of prior citizenship is still required upon naturalisation. Check your specific country at PMLP (pmlp.gov.lv) before proceeding — Latvia's dual citizenship rules are more permissive for Western nationals than commonly reported.
