Latvia is a parliamentary republic and EU member state on the eastern shore of the Baltic Sea, bordered by Estonia, Lithuania, Russia, and Belarus.
Qualification Recognition

Latvia implements all EU directives on recognition of professional qualifications (Directive 2005/36/EC and its amendments). The recognition process differs significantly between regulated professions (which require formal recognition before practice) and unregulated professions (where employers decide). Academic degree recognition for educational purposes is handled separately by AIC (Academic Information Centre). Latvia uses the professional qualification recognition systems administered by the Ministry of Education and Science and sector-specific regulators.
Regulated Professions
Process: For EU/EEA citizens: automatic recognition for certain professions (doctors, dentists, pharmacists, nurses, midwives, architects, veterinarians) under the EU Professional Qualifications Directive — apply to the relevant Latvian professional body. For other regulated professions: undergo substantial equivalence assessment (comparison of training and qualifications). For non-EU qualifications: full equivalence review process which may require additional training or aptitude tests.
Authority: Depends on profession: Ministry of Health (veselibas ministrija.gov.lv) for healthcare professionals; Ministry of Justice for lawyers/notaries; Ministry of Education (izm.gov.lv) for teachers; Chamber of Engineers (Latvijas Būvinženieru savienība) for construction engineers; Architects Association for architects; FKTK for financial professionals.
Timeline: EU qualifications under automatic recognition: 1–3 months. Substantially different qualifications: 3–6 months. Non-EU qualifications: 3–12 months. Some professions require passing a Latvian language test (obligatory for all patient-facing healthcare roles).
Cost: AIC academic degree recognition: €54.60 (from 14 July 2022). AIC professional qualification recognition (qualification acquired abroad): €240. Professional qualification recognition (for applying to practise in another EU country): €80. Language test (if required): €28–80. Sworn translation: €30–80 per document.
Academic Degrees
Authority: AIC — Akadēmiskās informācijas centrs (Academic Information Centre), website: aic.lv
Process: Submit application to AIC with: original degree diploma, transcript of records, identity document, and proof of institutional accreditation. Documents from non-apostille countries may need full legalisation. AIC issues an evaluation letter (atzinums) comparing your qualification to the Latvian framework.
Equivalency service: AIC provides the official academic degree recognition service for Latvia. Also issues Latvia's national Europass Diploma Supplement. AIC is Latvia's ENIC/NARIC national centre — part of the European network for credential recognition.
Document Rules
Apostille: Documents from Hague Convention countries (most EU countries, USA, UK, Australia, etc.) require an Apostille stamp from the issuing country's competent authority. The Apostille certifies the authenticity of the document's signature and seal — not the content.
Legalisation: Documents from countries NOT party to the Hague Convention require full consular legalisation: first authenticated by the foreign country's authorities, then by the Latvian embassy/consulate in that country (or via chain legalisation). Countries with bilateral recognition agreements may have simplified processes.
Sworn translation: All foreign-language documents must be translated by a Latvian sworn translator (zvērināts tulks) whose name appears on the official Ministry of Justice list. Sworn translations are certified — do not use regular translation agencies for official submissions.

Latvian language proficiency is a legal requirement for all professions operating in the public sector and patient-facing healthcare roles. The level required varies: A2 for some roles, B2 for senior professional positions. The Language Centre (Valsts valodas centrs) certifies Latvian language levels — check vvc.gov.lv. Expat professionals in private sector IT and international companies often operate entirely in English without needing formal language certification for their work role.
