How to properly exit — protecting your finances, rights and records.
📅 General Timeline
Recommended timeline for leaving Latvia: 3 months before: give notice to landlord, start job/study arrangements in destination country. 2 months before: notify employer (check contract notice period), start VID tax settlement. 1 month before: cancel utility contracts, notify bank, begin deregistration process. Final 2 weeks: deregister residence at PMLP, file final tax declaration (or arrange to file by deadline), close unnecessary accounts. Day of departure: ensure all keys are returned, final utility readings taken, handover documented. After leaving: file any remaining tax declarations by their deadlines, monitor Latvian bank account for a few months, claim pension records from VSAA if needed.
Deregistration
When leaving Latvia permanently, you must deregister your declared place of residence (dzīvesvieta) at PMLP (pmlp.gov.lv) or at the relevant municipality. Submit a deregistration form (deklarētās dzīvesvietas ziņu anulēšana) in person at PMLP offices, at the municipality, or in some cases online. For non-EU nationals with a residence permit, you should also notify PMLP that you are leaving permanently — your permit may be cancelled. EU citizens who have obtained a registration certificate should also formally cancel it. Deregistration ensures you are no longer subject to Latvian administrative obligations and that official post is not sent to your old address.
Tax clearance
Before leaving Latvia, file a final income declaration with VID (Valsts ieņēmumu dienests) for the period you were a Latvian tax resident. File via VID EDS (eds.vid.gov.lv) by the normal deadline (1 June) or earlier if you leave mid-year — contact VID for specific guidance on early filing. Ensure all outstanding taxes are paid, including any income tax balance from the current year. Check for any unpaid VAT (if you were VAT-registered). Cancel your VID registration as a taxpayer if you are no longer operating in Latvia. If you have a Latvian company (SIA), you must either liquidate it, transfer it to another owner, or ensure it continues operating with local management.
Pension portability
Your 1st pillar state pension contributions (pensijas apdrošināšana) accumulate notional capital in your VSAA account. These rights are preserved even after leaving Latvia — you can claim a Latvian pension at Latvian retirement age (65 in 2026) from abroad. Your 2nd pillar funded pension (obligātās pensiju fondēšanas shēma) is held in a pension fund account in your name. Contact your pension fund manager before leaving. For EU citizens: Latvia participates in EU pension aggregation rules — short periods in Latvia and other EU countries can be combined for pension eligibility. For non-EU: bilateral social security agreements apply (Latvia has agreements with Ukraine, Belarus, Canada, USA, and several others). 3rd pillar private pension (privātais pensiju fonds) can be continued from abroad or encashed subject to tax (contributions were tax-deductible; early withdrawal before retirement age is penalised with income tax).
Health insurance
State health insurance (NVVĀ coverage) ends when you deregister your residence or when you stop being a Latvian tax resident. Ensure you have alternative health insurance for your destination country before your Latvian coverage ends. If you hold an EHIC (European Health Insurance Card) from Latvia, it remains valid until its expiry date for emergency treatment in EU/EEA countries. Return any unused EHIC or apply for EHIC from your new country of residence.
Bank account
You can keep your Latvian bank account (Swedbank, SEB, Citadele) active after leaving Latvia, but banks may require updated contact information and may restrict certain services for non-residents. Online banking works from abroad. Inform your bank of your change of residency status. For Citadele and some other banks, non-resident accounts may face higher fees. Close accounts you no longer need to avoid unnecessary fees and reduce identity theft risk. SEPA transfers remain cheap and easy.
Utilities
Cancel utility contracts (electricity — Latvenergo; internet — LMT/Tele2/Bite; gas — Latvijas Gāze) before leaving. Give notice according to contract terms — typically 1 month for electricity and internet. Settle all final bills and ensure direct debits are cancelled. For district heating (Rīgas Siltums), contact the building manager or Rīgas Siltums directly. Return any rental meters or equipment. Cancel Latvijas Pasts mail if applicable.
Rental contract
Give notice to your landlord according to your rental contract — the legal minimum for standard rental contracts in Latvia is 1 month's written notice (or 3 months if the contract specifies). Get confirmation of the end-of-tenancy date in writing. Conduct a proper handover inspection (nodošanas-pieņemšanas akts) and document the apartment condition. Ensure return of your rental deposit (drošības nauda) within 30 days per standard terms — if delayed or disputed, you can pursue via court or the Consumer Rights Protection Centre (PTAC).
