Latvia (LV)
Latvia is a parliamentary republic and EU member state on the eastern shore of the Baltic Sea, bordered by Estonia, Lithuania, Russia, and Belarus.
⚠️ Costly Mistakes to Avoid
The most expensive and common mistakes expats make in Latvia — and exactly how to avoid them.
Personas kods is essential for everything — register at PMLP immediately
The Latvian personal identification number (personas kods) is the single most important document in Latvia. Without it, you cannot open a bank account, receive a salary, register for VID (tax authority), access public healthcare, get an eID card, or use almost any government e-service. All persons residing in Latvia — EU and non-EU alike — must register at the PMLP (Office of Citizenship and Migration Affairs) and receive a personas kods. Unlike some countries, the personas kods is not automatically issued — you must actively apply at a PMLP office.
⚡ Without a personas kods: no bank account, no salary payments, no healthcare access, no eID, no VID registration, no e-address on latvija.lv. You will be blocked from virtually every government and financial service in Latvia.
📅 Deadline: As soon as possible after arriving — book PMLP appointment before you arrive if possible
✅ Book a PMLP appointment online at pmlp.gov.lv before arriving in Latvia. Bring: passport, rental contract or proof of accommodation, visa/permit documents (non-EU). EU/EEA citizens apply for a Declaration of Residence (Reģistrācijas apliecība) — personas kods is issued as part of this process. Allow 2–4 weeks for appointment availability in Riga.
VID tax registration is mandatory before starting work — do not skip this step
All persons working in Latvia — employed, self-employed, or freelance — must register with the State Revenue Service (VID — Valsts ieņēmumu dienests). Your employer will need your personas kods and VID registration to calculate correct tax withholding (IIN) and VSAOI contributions. If you start work without VID registration, your employer may withhold tax at the maximum rate, and your contributions may not be correctly credited to your VSAA pension account. Register through the VID Electronic Declaration System (EDS) at eds.vid.gov.lv.
⚡ Incorrect tax withholding, missing pension contributions, possible fines for late registration. Your non-taxable minimum may not be applied, resulting in overpaid income tax that requires a separate refund claim.
📅 Deadline: Before starting employment or self-employment
✅ Register at eds.vid.gov.lv immediately after receiving your personas kods. You need your eID card or internetbanka (online banking) login to access EDS. Notify your employer of your VID registration and provide your personas kods before the first payroll is processed.
Non-EU immigration quota is strictly limited — apply early and track your category
Latvia applies an annual immigration quota for third-country (non-EU/EEA) nationals seeking residence permits for employment and related purposes. The total annual quota is set by the Cabinet of Ministers and is divided by employer. Once the quota is exhausted for the year, no new first-time permits can be issued in that category until the following year. Quota-exempt categories include: EU Blue Card holders, family members of Latvian citizens and non-citizens, recognised refugees, and researchers on formal agreements. The quota system does not apply to renewal of existing permits.
⚡ If the annual quota is exhausted before your application is submitted, you cannot legally begin employment in Latvia until the new quota opens on 1 January. Starting work without a valid permit is illegal and carries deportation risk with a re-entry ban.
📅 Deadline: Apply for your work permit as early in the year as possible — quota usage is first-come-first-served
✅ Contact your employer's HR department immediately on accepting a job offer to start the permit process. Check remaining quota availability at pmlp.gov.lv. If you are eligible for a Blue Card (highly qualified workers), apply for that instead as it is quota-exempt. Ensure all documentation is complete before submitting — incomplete applications lose their place in the queue.
eID and latvija.lv portal are mandatory for official digital communications — activate immediately
Latvia's official digital infrastructure means that important government communications, decisions, and documents are delivered to your e-address on the latvija.lv portal. Once registered, government bodies can send legally binding notices to your e-address — these are considered received even if you do not read them. Your eID card and eParaksts (electronic signature) are required for accessing most government e-services, signing official documents digitally, and banking. Failure to activate your e-address after receiving your eID can mean missed permit renewal notices, tax decisions, and court summons.
⚡ Missed legally binding correspondence from PMLP, VID, courts, and municipality — treated as received regardless of whether you opened them. Inability to file tax returns online, renew permits digitally, or use key government e-services.
📅 Deadline: Activate within days of receiving your eID card
✅ After receiving your eID card from PMLP, immediately: (1) register your e-address at latvija.lv; (2) install the eParaksts mobile app; (3) test login with your eID at eds.vid.gov.lv and vsaa.gov.lv. Enable email notifications for your latvija.lv e-address. Check your e-address at least weekly.
Non-Schengen visitors: Latvia's residency is the key — understand the 90/180 Schengen rule
Non-EU visitors without a Latvian residence permit are subject to the Schengen Area 90/180 rule: maximum 90 days in the entire Schengen Area within any 180-day rolling period. Latvia is a Schengen member. Once you obtain a Latvian temporary residence permit and register with PMLP, you are a legal resident and the 90/180 rule no longer restricts your time in Latvia (though it still applies to other Schengen countries if you are not residing there). Overstaying results in deportation and a Schengen Area entry ban.
⚡ Deportation from Latvia and the entire Schengen Area. Ban from re-entering Schengen for 1–5 years. Criminal prosecution possible for significant overstays.
📅 Deadline: Day 90 within a 180-day period — track carefully
✅ Use the official EU Schengen Entry Calculator to track your days. Apply for a Latvian residence permit well before reaching day 90. If you need to extend your stay while your permit is being processed, request a bridging permission from PMLP. Never exceed 90 days without a valid legal basis.
Annual income declaration deadline is 1 June — missing it triggers penalties plus interest on underpaid tax
Latvian residents must file their annual income tax declaration (gada ienākumu deklarācija) at VID EDS (eds.vid.gov.lv) by 1 June each year. Unlike some EU countries, Latvia does not automatically settle tax through payroll — you must actively file and reconcile. The non-taxable minimum, pension deductions, medical expense deductions, and education deductions must all be claimed in the annual declaration. Many taxpayers receive refunds but these require proactive filing.
⚡ Late filing penalty from VID. Interest on any underpaid tax at 0.05% per day. Missed deductions that cannot be retroactively claimed.
📅 Deadline: 1 June each year (for prior calendar year income)
✅ Access VID EDS at eds.vid.gov.lv from 1 March onwards. Review your pre-filled income data, add any missing income (rental, foreign, freelance), claim all deductions (medical, education, 3rd pillar pension contributions, mortgage interest). File before 1 June. Consider a Latvian accountant (grāmatvedis) for the first year — fees typically €50–150.
Self-employed persons must pay minimum VSAOI quarterly — or lose health insurance coverage
If you are self-employed in Latvia (as a sole trader/IK or through a SIA), you must register and pay mandatory VSAOI (state social insurance contributions). The minimum VSAOI base in 2026 is €780/month (€2,340/quarter — equal to the 2026 minimum wage, up from €700 in 2025). Self-employed persons who pay less than the minimum lose their state health insurance coverage. Failure to make VSAOI payments also means reduced pension accumulation. Even if your business earns nothing in a quarter, the minimum payment is required to maintain full social insurance.
⚡ Losing Haigekassa/state health insurance coverage for periods when VSAOI falls below the minimum. Reduced pension accumulation. VID penalties for late or non-payment.
📅 Deadline: Quarterly payments by 15 March, 15 June, 15 September, 15 December
✅ Register with VSAA immediately when registering self-employment. Set up automatic quarterly transfers to VID for your minimum VSAOI. Monitor at vsaa.gov.lv whether your contributions are being correctly attributed. Private health insurance is advisable as a supplement regardless.
Latvian tenancy law caps rental deposits — know your rights before paying
Under Latvian law (Dzīvojamo telpu īres likums — Residential Tenancies Act 2021), landlords can charge a maximum deposit (depozīts) of 2 months' rent for unfurnished apartments and 3 months' rent for furnished apartments. The deposit must be returned within 30 days of leaving the property (net of legitimate deductions). Verbal rental agreements are technically valid but extremely risky — always insist on a written contract. Document the property condition thoroughly (with photos) at the start of the tenancy.
⚡ Paying an excessive deposit above the legal cap; losing your deposit at the end of tenancy without legitimate justification; being unable to prove the apartment's initial condition without documentation.
✅ Never pay a deposit above the legal cap (2–3 months). Sign a written rental contract before paying anything. Take timestamped photos of every room, noting any existing damage in the contract. Pay deposits only by bank transfer (never cash) for a traceable record. Know that the 2021 Residential Tenancies Act gives tenants more protection than previously.
District heating (centralizētā apkure) bills are NOT individually controllable — budget for winter
Most Riga apartment buildings use centralised district heating (centralizētā apkure/siltumenerģija). The heating is turned on and off based on outdoor temperature thresholds set by the municipality — typically on when temperatures fall below +10°C, off when above +10°C for several consecutive days (usually October–April). You cannot turn off your individual radiators. Winter heating bills in Riga for a 60m² apartment range from €80–200/month. Ask your landlord or the building management company (apsaimniekotājs) for the last 12 months of heating bills before signing.
⚡ Serious winter budget shortfall if heating costs are not factored into total monthly accommodation costs. A €700/month apartment can total €900–1,000/month in January.
✅ Always request the last full year's utility bills (komunālie maksājumi) before signing a rental contract. Check the building's management company's website for the heating schedule. Newer/renovated buildings have better insulation (lower bills). Calibrate your budget to include November–March heating costs.
All public sector employment requires certified Latvian language proficiency — category dependent
Latvia's State Language Law requires that all public sector employees, including healthcare workers, teachers, police, civil servants, and municipal workers, demonstrate certified Latvian language proficiency. The required level depends on the position: B1 for support roles, B2 for most specialist positions, C1 for senior and customer-facing roles. Private sector employers increasingly require Latvian too, particularly in client-facing roles. The Latvian Language Agency (LVA) certifies proficiency through standardised tests.
⚡ Being unable to work in the Latvian public sector without certified language proficiency. Some private sector employers also require certified proof rather than informal assessment.
✅ Get your Latvian certified at the appropriate level for your target employment sector. Subsidised language testing through NVA for unemployed persons. LVA offers tests for employed persons. Testing costs €20–50 per level.
Latvia has strict anti-money-laundering rules — large cash transactions are restricted and monitored
Latvia significantly strengthened its Anti-Money Laundering (AML) framework following the 2018 FinCEN scandal and ABLV Bank collapse. Cash transactions above €1,500 between businesses and €3,000 between private individuals require identification. Banks are required to file suspicious transaction reports (STR) for unusual patterns. New arrivals making large international transfers or dealing in cash for property/vehicle purchases should be prepared to document the source of funds extensively. All cash amounts above €10,000 must be declared when entering/exiting the EU.
⚡ Bank accounts frozen or transactions blocked pending AML investigation. Possible criminal prosecution for undeclared large cash transactions. Difficulties with property purchases if the funds origin cannot be demonstrated.
✅ For any large financial transaction (property purchase, vehicle, large deposit), prepare documentation of the source of funds in advance: bank statements, salary history, investment liquidation records, inheritance documents. Never use cash for amounts above €1,500. Declare all cash above €10,000 at EU border crossing.
Summer forest fires are an increasing risk in Latvia — follow fire safety rules
Latvia experienced record-breaking forest fires in 2022–2024 driven by drought and heat. Dry summers and the country's extensive forest coverage create significant wildfire risk from June to September. Open fires in forests (ugunskurs mežā) are banned from 1 May to 31 October (or whenever fire risk is elevated by Valsts meža dienests). Violations carry fines up to €700 and, if a fire results, full compensation liability for damages. Latvians love forest picnics and camping — use only designated fire pits (ugunskuru vietas).
⚡ Significant fines for illegal open fires in forests during the fire hazard season. Liability for firefighting costs and forest damage if a fire results. Criminal prosecution for severe cases.
📅 Deadline: Fire ban typically 1 May to 31 October
✅ Check current fire risk at vmd.gov.lv (Valsts meža dienests) before any forest activity. Use only designated fire pit areas. Never leave a fire unattended. Forest BBQs: use portable charcoal grills that are off the ground and fully extinguish before leaving.
Tick-borne encephalitis (ērču encefalīts) is endemic in Latvian forests — get vaccinated before spring
Latvia has one of the highest TBE rates in Europe. Ticks (ērces) are active from March to November in forests, parks, and grasslands. TBE can cause fatal brain inflammation — there is no treatment, only prevention via vaccination (3 doses over 12 months or 21-day accelerated schedule). Lyme disease is also common but treatable. Latvians are accustomed to tick risks — mushroom picking, berry picking, and forest walking are national pastimes. Always check for ticks after outdoor activities. Tick repellent (DEET or permethrin-based) is widely available at pharmacies.
⚡ Risk of TBE, which causes permanent neurological damage or death in severe cases.
✅ Get TBE vaccination from your family doctor or private clinic (€40–60/dose, 3 doses needed). Wear long sleeves and pants in forests. Use permethrin-treated clothing. Check for ticks after every outdoor visit — especially neck, groin, armpits, and scalp. Use tick removal forceps (ērču knaibles) — available at pharmacies. Report tick bites to your doctor.
Latvian citizenship requires 10 years of residence and B2 Latvian — plan years ahead
Latvian naturalisation requirements are among the most demanding in the EU for non-EU nationals: (1) minimum 5 years on a temporary residence permit followed by permanent residence, plus additional years on permanent residence totalling at least 10 years of legal residence in Latvia; (2) B2 level Latvian language proficiency (a genuinely high bar — upper-intermediate level); (3) knowledge of the Latvian Constitution, national anthem, and national history; (4) a stable legal income; (5) renunciation of your current citizenship (Latvia does not permit dual citizenship in most cases). The B2 language requirement alone requires several years of serious study for most adult learners.
⚡ Underestimating the time and effort required. Many long-term expats who do not start Latvian language learning early find themselves still B1 level after 8–9 years, delaying citizenship eligibility. Latvia's dual citizenship prohibition means naturalisation requires giving up your previous citizenship — a permanent and irreversible decision.
✅ Start Latvian language classes immediately — do not delay even if everyday life in Riga is manageable in English or Russian. Aim to reach B1 by year 3 and B2 by year 5–7. Consult an immigration lawyer about your specific citizenship pathway and timeline at the start of your residence. Track your path at pmlp.gov.lv.
Latvia generally prohibits dual citizenship — naturalisation means giving up your previous passport
Latvia does not permit dual citizenship in most cases. Latvians who naturalise in another country automatically lose their Latvian citizenship. Foreigners who naturalise as Latvian citizens must renounce their previous citizenship (with narrow exceptions: naturalisation in another EU/EEA state without choice; born holding dual citizenship; special Cabinet of Ministers permission for exceptional public interest cases). This is a fundamental difference from Denmark, Germany, and many other EU countries that now permit dual nationality. Exceptions include ethnic Latvians repatriating — the diaspora repatriation rules are more flexible.
⚡ Permanently giving up the rights and travel benefits of your original citizenship upon naturalisation. Loss of inheritance rights, property rights, and consular protection in your country of origin. This decision is irreversible — there is no way to reclaim your original citizenship once renounced.
✅ Seek independent legal advice from a Latvian immigration lawyer before pursuing naturalisation. Understand the full implications for your original country's citizenship, including tax residency obligations, property rights, and pension entitlements. Check current exceptions at pmlp.gov.lv — the law has been amended and interpretation evolves.
Russian language: widely spoken but not official — only Latvian has legal standing
Approximately 25% of Latvia's population are native Russian speakers, and Russian is widely understood in Riga and other major cities. However, Latvian is the sole official state language — Russian has no official status, is not recognised as a minority language for administrative purposes, and cannot be used for communications with government bodies. Since 2021–2025, minority-language schools have fully transitioned to Latvian as the primary language of instruction. For practical daily life and social integration in Riga, Russian is often useful — but for employment in the public sector, healthcare, education, or legal work, certified Latvian language proficiency is mandatory.
⚡ Relying on Russian for government and official interactions will not work — all public sector interactions must be in Latvian. Many public sector roles require certified Latvian proficiency at B1–C1 level. Not investing in Latvian language learning will limit employment options and delay the citizenship pathway significantly.
✅ Start learning Latvian immediately after arrival — do not rely on Russian (or English) as a long-term substitute. Enrol in state-subsidised Latvian language courses through NVA (if unemployed) or LVA (lva.gov.lv). Russian fluency is an asset for some private sector roles in Riga — but Latvian is non-negotiable for integration.
Riga's housing market is heating up fast — budget for rising rents and act quickly
Riga's rental and property market has experienced significant price appreciation in recent years, driven by: remote workers from Western Europe attracted by lower costs, returning diaspora, Ukrainian refugees seeking permanent accommodation, and limited new construction. Central Riga 1-bedroom apartments range from €600–1,100/month; 2-bedrooms €800–1,400/month in Centrs, Āgenskalns, or Teika. Good apartments receive multiple applications within 24–48 hours. The gap between newer and older Soviet-era housing is large — renovated apartments command significant premiums.
⚡ Being priced out of preferred neighbourhoods if you take time to decide. Finding only Soviet-era unrenovated housing (serenādes/hrushchyovkas) at lower prices — these have thin walls, poor insulation, and high utility costs in winter. Overextending on rent, leaving little for savings.
✅ Research the Riga rental market before arriving using ss.lv (main classified site) and city24.lv. Budget €700–1,000/month for a comfortable 1-bedroom in a good central location. Act quickly when you find a suitable apartment — have your documents ready (passport, employment proof, personas kods once available). Consider Pārdaugava (left bank) neighbourhoods like Āgenskalns for better value. Check utility costs — older buildings have much higher heating bills in winter.
Latvian winter driving conditions are extremely dangerous — winter tyres mandatory
Latvia experiences serious winter conditions from November through March: ice, compacted snow, black ice (especially bridges and rural roads), and severely reduced visibility. Winter tyres (ziemas riepas) are mandatory from 1 December to 1 March (by law) and highly recommended from October. Latvian roads outside Riga can be treacherous — poorly lit, with unmarked hazards. The Latvian road accident rate in winter is among the highest in the EU. Foreign driving licences are often from warmer climates where winter driving skills are not developed.
⚡ Serious accidents, vehicle damage, personal injury, and insurance complications if you are found to be driving without winter tyres during the mandatory period. Insurance companies can refuse claims if tyres did not meet minimum winter standards.
✅ Switch to certified winter tyres (M+S with snowflake symbol) before 1 December — tyre shops are extremely busy in November, so book early. Drive at reduced speeds on rural roads in icy conditions. Keep an emergency kit in your car (blanket, torch, jumper cables, shovel, sand/grit). Check road conditions at lvceli.lv. If your driving experience is from a warm climate, consider a winter driving awareness course.
Latvia's population is declining — some regional services and infrastructure are being reduced
Latvia's population has fallen from approximately 2.7 million at independence (1991) to below 1.85 million in 2026, driven by emigration (particularly to the UK, Ireland, and Germany) and negative natural population growth. This contraction has resulted in: school closures in rural areas, reduced hospital capacity in smaller cities, closure of some post offices and bank branches outside Riga, and reduced public transport frequency in regional areas. The concentration of services in Riga is increasing. Expats moving outside Riga should carefully research available local services before committing.
⚡ Moving to a smaller Latvian city and discovering that the local hospital has closed its maternity ward, the nearest English-speaking doctor is in Riga, the local school is closing, or the nearest bank branch is 30 km away. Rural healthcare is increasingly limited.
✅ Before choosing where to live, research the specific services available in that municipality: check local school and healthcare availability, public transport timetables, and municipality financial health. Riga, Jūrmala, and Jēkabpils are better serviced than declining rural areas. For families and those with healthcare needs, Riga or its close suburbs are strongly recommended.
Importing pets from non-EU countries requires RNATT blood test and 3-month wait
Bringing cats or dogs into Latvia from outside the EU requires: ISO 11784/11785 microchip; valid rabies vaccination; and a Rabies Neutralising Antibody Titre Test (RNATT) with ≥0.5 IU/ml result, taken at least 30 days after vaccination and at least 3 months before the travel date. Blood samples must be processed at an EU-approved laboratory. An official EU-format veterinary health certificate is required at the Latvia border inspection post. Latvia's Food and Veterinary Service (pvsrs.lv) oversees all live animal imports. Pets already in the EU with valid EU Pet Passports are exempt from the RNATT requirement.
⚡ Rejection at the Latvian border crossing, mandatory quarantine at an approved facility (€40–100/day), or compulsory return to country of origin at the owner's expense.
📅 Deadline: RNATT blood test at least 30 days post-vaccination and 3 months before travel
✅ Begin the RNATT process a minimum of 4 months before your planned arrival. Use a vet accredited for international pet travel in your home country. Verify current Latvia import requirements at pvsrs.lv. Check whether your country is on Latvia's approved-equivalence list (UK, Switzerland, USA, Canada, Australia have streamlined procedures). Register your pet with a Latvian vet within 2 weeks of arrival in Riga.
Latvia income tax 2026 (major reform from January 2026): 25.5% up to €105,300, 33% above
Latvia underwent a major income tax reform effective January 1, 2026. The new personal income tax (IIN) rates: 25.5% on income up to €105,300/year; 33% on income from €105,300/year; 3% additional surcharge on income above €200,000/year. The old 20%/23%/31% three-band system has been replaced. VSAOI (social contributions) remain: employee 10.5% + employer 23.59%; ceiling €105,300/year. Total employment tax burden remains substantial. Always calculate net salary at vid.gov.lv.
⚡ Accepting a salary offer without understanding your actual net take-home pay. Common error: comparing gross salaries across countries without accounting for Latvia's different tax-benefit structure.
✅ Use the VID salary calculator (algas kalkulators) at vid.gov.lv to calculate net salary from any gross figure. Factor in employer VSAOI (23.59%) to understand the total employment cost. Check whether your employer's offer is gross or net.
Non-EU nationals cannot freely purchase all Latvian real estate — restrictions on agricultural land
EU/EEA nationals have the same property purchase rights as Latvian citizens. Non-EU/EEA nationals may purchase urban real estate freely. However, non-EU nationals are prohibited from purchasing agricultural land (lauksaimniecības zeme) and forest land (meža zeme) in Latvia unless their country has a reciprocal agreement with the EU. This is a commonly overlooked restriction — particularly relevant for those from outside the EU considering rural property. All property purchases must be made through a Latvian notary and registered at the Land Register.
⚡ Non-EU nationals attempting to purchase rural or agricultural property will find they are legally blocked. Existing transactions may be void if this restriction is overlooked.
✅ Before making any offer on rural property, verify with a Latvian property lawyer whether your nationality permits purchase of that specific land type. For urban apartments and commercial property in Riga, no restrictions apply for non-EU nationals. Always use a licensed Latvian real estate lawyer for property transactions.
Latvian eID and eParaksts are eIDAS-compliant — use them for EU-wide digital services
Latvia's eID card (elektroniskā personas apliecība) and eParaksts mobile authentication meet the EU eIDAS high assurance level. This means your Latvian eID can be used to authenticate with government e-services in other EU member states that support eIDAS cross-border authentication. If you work across EU borders or need to interact with other EU government portals, your Latvian credentials can save you significant administrative effort. The eParaksts mobile app at aparaksts.lv enables mobile authentication and signature without a card reader.
⚡ Not knowing about this benefit means you may go through cumbersome alternative processes for EU cross-border services that could be handled with your Latvian eID.
✅ After receiving your Latvian eID, download eParaksts mobile from aparaksts.lv. Test your login on latvija.lv and eds.vid.gov.lv. To use for cross-border EU services, check the EC's eIDAS node at ec.europa.eu/cefdigital for compatible services.
Smoking is banned in most public areas — significant fines for violations
Latvia has comprehensive smoking and vaping restrictions (Smēķēšanas ierobežošanas likums). Since 2020: smoking and vaping are banned in all indoor public places, restaurants, cafes, bars, and nightclubs. Outdoor terrace smoking is permitted only in specifically designated areas. Smoking is banned within 10 metres of children's playgrounds and schools. Fines for violations: €30–70 for individuals; higher for business operators who allow smoking in prohibited areas. Latvia has one of the stricter smoking restriction regimes in the Baltic region.
⚡ Fines for smoking in prohibited areas. Social friction with other patrons and staff.
✅ Look for designated smoking areas (smēķēšanas vieta) outside venues. When in doubt, ask staff. Smoking in private residences is not restricted. E-cigarettes and vapes are subject to the same public restrictions as cigarettes.
EU Blue Card in Latvia is quota-exempt and faster than standard work permit — use it if eligible
The EU Blue Card (ES Zilā karte) for highly qualified workers is exempt from Latvia's annual immigration quota — unlike standard work permits. Requirements in Latvia 2026: valid job offer with salary at least 1.5x the average gross monthly salary in Latvia (approximately €2,100–2,500/month based on 2025 averages); recognised higher education qualification (or 5+ years equivalent experience in some fields); valid health insurance; clean criminal record. The Blue Card provides 2-year renewable status and an accelerated EU permanent residence route.
⚡ Missing the Blue Card route and instead applying for a quota-bound standard work permit — which may be exhausted for the year, causing months of delay.
✅ If you have a university degree and a salary offer meeting the 1.5x average salary threshold, explicitly apply for an EU Blue Card rather than a standard work permit. Check current salary threshold at pmlp.gov.lv. Your employer should actively support the Blue Card application process.
Ligo (Jāņi) on 23–24 June is Latvia's most important holiday — major disruption to services
Jāņi (the Latvian summer solstice festival, 23–24 June) is arguably the most important cultural and national celebration in Latvia — more significant in practice than Christmas. Virtually everyone leaves Riga for the countryside. Banks, offices, many businesses, and government services close. Public transport is reduced to minimal service on 23–24 June. The entire country essentially shuts down for 2–3 days. Plan any official appointments, bank transactions, or business activities to avoid this period. Jāņi celebrations involve bonfires, traditional food (jāņu siers — caraway seed cheese), beer, folk songs, and staying up all night.
⚡ Being unable to complete official tasks during Jāņi. Being left in Riga while the rest of the country celebrates.
✅ Plan ahead — avoid scheduling important appointments on 23–24 June. Embrace the festival: many workplaces have Jāņi parties; accept invitations to celebrate in the countryside if offered. It is an extraordinary cultural experience.
Review your projected state pension forecast annually — Latvian NDC system is contribution-sensitive
Latvia uses a Notional Defined Contribution (NDC) pension system where your eventual state pension (1st pillar) depends entirely on: total VSAOI contributions made during your career, the revaluation index (pensiju kapitāla revalorizācija), and life expectancy at retirement. You can see your projected pension and accumulated notional capital at vsaa.gov.lv. Gaps in employment, self-employment without minimum VSAOI payments, or periods abroad without voluntary contributions significantly reduce your eventual pension. Review annually and fill gaps if possible.
⚡ Arriving at retirement age with a significantly lower pension than expected due to undetected contribution gaps or insufficient voluntary contributions during periods of self-employment.
✅ Log in to vsaa.gov.lv annually to check your pension capital. Verify each year of employment shows correct contributions. For gaps, VSAA offers voluntary contribution options. For self-employed persons, always pay minimum VSAOI. Consider supplementing with 3rd pillar private pension.
Latvian income tax: apply for your non-taxable minimum through VID EDS — not automatic
Latvia's progressive income tax system includes a non-taxable minimum (neapliekamais minimums) that reduces your taxable income — but it is not always automatically applied at the correct level. The non-taxable minimum depends on your annual income level: approximately €500/month for the lowest earners, reducing to €0 for earners above approximately €3,000/month. If you have multiple employers or income sources, there is a risk of double-claiming or under-claiming the minimum. You must confirm your non-taxable minimum settings through the VID Electronic Declaration System (EDS).
⚡ Overpaying income tax if the non-taxable minimum is not applied, or facing a tax bill if it is applied twice (by two employers). Tax underpayment triggers a VID bill with interest.
✅ Log in to eds.vid.gov.lv after your first payslip and verify that the correct non-taxable minimum is being applied. If you have only one employer, your employer handles this — but verify it is set up correctly. If you change jobs or acquire additional income, update your VID EDS settings. File your annual income tax declaration by 1 June to reconcile any over- or underpayment.
Check your VSAA pension account periodically — contribution gaps can appear
Latvia's three-pillar pension system records your lifetime contributions in your VSAA notional account (1st pillar NDC) and your chosen pension fund (2nd pillar). Occasional errors occur: employer VSAOI contributions not correctly attributed to your personal account, periods of self-employment not registered, or incorrect income declarations reducing your notional pension capital. Unlike some countries where state pension is automatic, Latvia's NDC system means your actual pension amount depends directly on the accuracy of your contribution records.
⚡ Undetected contribution gaps reduce your eventual state pension entitlement permanently. The longer gaps go undetected, the harder they are to correct — employers may no longer be operating, and records may be incomplete.
✅ Check your VSAA contribution records annually at vsaa.gov.lv/e-pakalpojumi using your eID. Verify that each year shows contributions corresponding to your income. Review your 2nd pillar pension fund at manapensija.lv. Any discrepancies should be reported to VID and VSAA promptly with payslip evidence.
Latvian banks have very strict KYC/AML requirements — prepare comprehensive documentation
Following the 2018 ABLV Bank scandal and subsequent MONEYVAL reviews, Latvia significantly tightened its Know Your Customer (KYC) and Anti-Money Laundering (AML) requirements. Opening a bank account in Latvia now requires extensive documentation — particularly for non-EU nationals, self-employed persons, and those with foreign income sources. Banks may request: source of funds documentation, proof of income from multiple years, explanation of international transfers, beneficial ownership for company accounts, and regular account reviews. Non-residents and recently arrived expats often find the process unexpectedly thorough.
⚡ Delayed account opening (weeks rather than days), account closure if you cannot provide required documentation in time, and possible blocked transactions for unexplained incoming transfers. Some non-EU nationals are turned down by traditional banks and must use Revolut/Wise as a primary account initially.
✅ Prepare a comprehensive documentation pack before visiting a bank: passport, personas kods, proof of address (rental contract), employment contract or business registration, recent payslips, and a brief explanation of your financial situation. For initial arrival, open a Revolut or Wise account before coming to Latvia — this can receive your first salary while you navigate the full bank account opening process. Swedbank and SEB are the most established and recommended for expats.
