Latvia (LV)
Latvia is a parliamentary republic and EU member state on the eastern shore of the Baltic Sea, bordered by Estonia, Lithuania, Russia, and Belarus.
Insurance Guide
Which insurances you actually need in Latvia, prioritised.
Latvia has a functional private insurance market with several local and international insurers. Mandatory insurances include: third-party motor liability (OCTA), employer's civil liability insurance, and mandatory social insurance contributions (VSAOI — which covers health, pension, and accident). Private health insurance is not legally mandatory but is highly recommended given the public system's co-payments and waiting times. Home contents insurance is strongly recommended for renters. The insurance market is competitive and prices are relatively affordable compared to Western Europe.
Legally Mandatory
- - OCTA (Obligātā civiltiesiskā atbildība) — third-party motor vehicle liability insurance — MANDATORY for all registered vehicles
- - Mandatory social insurance contributions (VSAOI) — covers health, pension, accident, sickness, and unemployment for all employed/self-employed persons
- - Employer civil liability insurance — required for all employers
OCTA (Third-Party Motor Liability)
Mandatory third-party liability insurance for all motor vehicles registered in Latvia. Covers damage caused to other people and their property in an accident.
Who needs it: All vehicle owners and drivers — legally mandatory. Driving without OCTA is illegal and results in fines.
Annual cost: €100–300/year (varies by vehicle type, age, area, and driver history)
Compare prices at octa.lv — the official OCTA price comparison portal. OCTA must be purchased before registering a vehicle. Check OCTA validity for any vehicle you buy second-hand.
KASKO (Comprehensive Vehicle Insurance)
Optional comprehensive vehicle insurance covering damage to your own vehicle (accident, theft, vandalism, natural disasters).
Who needs it: Strongly recommended for new or high-value vehicles. Often required by leasing companies.
Annual cost: €200–800/year (depends on vehicle value, age, and driver profile)
Latvia has a relatively high vehicle theft rate compared to some EU countries. Winter weather means accident damage is more common. KASKO often includes roadside assistance.
Home Contents Insurance
Covers theft, fire, water damage, and other loss or damage to your belongings in a rented or owned property.
Who needs it: All renters and homeowners. Some rental contracts require it.
Annual cost: €60–180/year for a typical apartment
Include civil liability (civiltiesiskā atbildība) coverage in the same package — this covers accidental damage you cause to others (e.g., flooding a neighbour's apartment). Very affordable in Latvia and provides significant peace of mind.
Private Health Insurance
Covers private medical consultations, specialist visits, diagnostics, and sometimes dental care — with shorter waiting times than the public system.
Who needs it: Anyone who wants faster access to specialists, dental coverage, and a wider choice of doctors. Families and professionals particularly benefit.
Annual cost: €360–1,200/year (individual). Employer-provided: often included in professional employment packages.
Many employers in Riga's corporate sector include private health insurance as a standard benefit. If not included in your employment package, individual private insurance is relatively affordable. Check if your package includes dental coverage — adult dental care is not covered by the state.
Travel Insurance
Covers medical expenses, trip cancellation, lost luggage, and other travel-related risks abroad.
Who needs it: Anyone travelling outside Latvia. EHIC covers EU travel but not flight cancellation or theft. Essential for non-EU destinations.
Annual cost: €30–120/year (annual multi-trip policy)
Annual travel policies are cost-effective for frequent travellers. Latvia's EHIC covers emergency care in EU/EEA countries. For travel to USA, Asia, and non-EU destinations, private travel insurance is essential — Latvian public health insurance does not cover treatment abroad.
Life Insurance
Term life insurance protecting dependants in case of death or serious disability.
Who needs it: Anyone with dependants, mortgage, or significant financial obligations.
Annual cost: €150–500/year (varies by age, health, and coverage amount)
Linked to mortgage (life insurance often required by banks for mortgage approval). Available as pure protection (term) or savings (unit-linked) — be cautious of expensive unit-linked products with high management fees.
Professional Liability Insurance
Covers claims arising from professional errors or negligence in your work.
Who needs it: Freelancers, consultants, lawyers, doctors, accountants, architects, and other professionals who provide advisory or professional services.
Annual cost: €150–500/year for standard professional liability
Mandatory for some regulated professions (sworn advocates, notaries, auditors). Strongly recommended for all self-employed professionals providing advisory services.
Accident Insurance
Pays a lump sum or daily benefit in case of accident causing injury or disability.
Who needs it: Anyone engaged in physical work, sports, or with dependants. Self-employed persons whose state accident coverage may be limited.
Annual cost: €60–200/year
The state social insurance (VSAOI) covers workplace accidents for employed persons. Additional private accident insurance fills gaps for non-workplace accidents and provides higher payouts.
