Citizenship & Permanent Residency
Long-term settlement options in Paraguay.
π
Permanent Residency
Name
Permanent Residence (Residencia Permanente)
Eligibility
Under Law 6984/2022, foreign nationals who have held valid temporary residence for approximately 2 years may apply to convert to permanent residence. Permanent residence requires physical presence of at least 183 days per year during the qualifying period. The standard path is: 2 years of temporary residence β conversion to permanent residence.
Duration
Indefinite once granted; cedula (identity document) renewed every 10 years
Requirements
- βApproximately 2 years of valid temporary residence in Paraguay
- βMinimum 183 days/year physical presence during the temporary residence period
- βClean police/criminal record from Paraguay and home country
- βValid passport
- βProof of continued lawful basis (employment, income, investment or family)
- βCivil status documents updated if applicable
- βApplication to the DirecciΓ³n Nacional de Migraciones (DNM) during the 3-month window before temporary residence expiry
File for permanent residence during the 3 months before temporary residence expiry. Late filing has narrow grace periods and fines. The old reputation for immediate permanent residence is outdated β Law 6984/2022 established the current staged process. Once permanent residency is granted, the naturalisation clock starts.
πͺͺ
Citizenship
Name
Naturalisation (NaturalizaciΓ³n)
Eligibility
Under Law 6984/2022, foreign adults who have held permanent residence and maintained physical presence of at least 183 days/year for approximately 3 years of permanent residence are eligible to apply for naturalisation. The typical total timeline is approximately 5 years from first arrival: 2 years of temporary residence plus 3 years of permanent residence. Naturalisation is handled judicially in Paraguay rather than as an administrative application.
Duration
Permanent citizenship once granted by court
Requirements
- βApproximately 3 years of permanent residence (minimum 183 days/year physical presence required throughout)
- βCedula paraguaya (Paraguayan identity document)
- βClean criminal record certificates from Paraguay and home country
- βCivil documents (birth certificate, marriage certificate if applicable)
- βProof of stable livelihood
- βSpanish language ability and evidence of integration into Paraguayan society
- βCourt application through a licensed Paraguayan attorney (naturalisation is a judicial process)
Naturalisation is a judicial process, not a simple administrative form β a local attorney is required. Keep tax, residence and address history clean if citizenship is a long-term goal. Paraguay allows dual citizenship based on reciprocity agreements.
Other Routes to Residency & Citizenship
SUACE Investment Programme (Fast-Track Residency)
Eligibility
The SUACE (Sistema Unificado de Apertura y Cierre de Empresas) investment programme allows qualifying investors to bypass the standard 2-year temporary residence requirement and access a direct path to permanent residence and ultimately citizenship within approximately 3 years. A qualifying business investment in Paraguay is required.
Duration / Outcome
Citizenship eligibility after approximately 3 years of qualifying investment residence
Requirements
- βQualifying business investment through the SUACE programme
- βBusiness registration in Paraguay
- βProof of investment and economic activity
- βMinimum physical presence requirements
- βClean criminal record
- βApplication through a licensed attorney
The SUACE route shortens the overall citizenship timeline from ~4 years to ~3 years by bypassing the 2-year temporary residence phase. Verify current investment thresholds and qualifying business categories with the DNM or a licensed immigration attorney, as programme details can change.
Mercosur and Associated States Facilitated Residency
Eligibility
Nationals of Mercosur full members (Argentina, Brazil, Uruguay) and associated states (Chile, Peru, Colombia, Ecuador, Bolivia) benefit from a simplified initial residence process under the Mercosur Residence Agreement. The standard 2yr temporary + 2yr permanent timeline still applies for citizenship.
Duration / Outcome
Temporary then permanent residence; same citizenship timeline as other nationalities
Requirements
- βValid national identity document or passport from a Mercosur or associated state
- βApostilled birth certificate from home country
- βClean criminal record from home country
- βProof of entry stamp
- βDNM certificates
The Mercosur route simplifies the initial residence application (no income proof required for the initial permit) but does not shorten the citizenship timeline (still 2yr temporary + 3yr permanent = ~5 years total). Document consistency is critical: names, dates and translations must match exactly across all filings.
π Dual Citizenship
β
Dual citizenship is allowed β Paraguay permits dual citizenship on a reciprocity basis β Paraguay does not require renunciation of prior nationality when naturalising, and Paraguayan citizens who acquire foreign citizenship generally retain their Paraguayan nationality. However, your original country may restrict dual citizenship. Naturalisation also creates tax, military service, inheritance and consular-protection implications; check both sides before applying.
