💼 Work Permits

EU Citizens

EU citizens do not have special automatic work rights in Paraguay. They must enter legally and obtain the appropriate residence/work status like other non-Mercosur nationals.

Non-EU Citizens

Foreigners need legal residence or an immigration category that authorises work. Under Law 6984/2022, temporary residence is usually the first step and can be valid up to 2 years, renewable. Employers normally require a cedula or at least proof that residency is in process for formal payroll.

EU Blue Card

There is no EU Blue Card equivalent. Skilled workers use temporary residence plus an employment contract, company sponsorship or independent professional route.

Freelancer Visa

There is no dedicated digital nomad visa. Remote workers typically use temporary residence, maintain foreign clients, and register with DNIT if they become Paraguayan tax residents or invoice locally.

⏱️ Work Culture

Typical hours Private-sector office roles often run 40-48 hours per week, with Saturday mornings still common in some sectors. Summer heat and traffic shape schedules.

Annual leave Paid annual leave starts at 12 working days after one year, rises with tenure, and is lower than European norms.

Sick leave Formal employees covered by IPS can access medical leave and benefits, but paperwork and employer compliance matter.

Trial period Probation and fixed-term arrangements are common; insist that the written contract matches salary, schedule and IPS registration promises.

Notice period Notice and severance depend on tenure and reason for termination under the Labour Code.

Salary range Local salaries vary widely: minimum wage is Gs. 2,899,048/month in early 2026; bilingual professional roles may range from Gs. 6M-18M/month; senior expat packages are often negotiated in USD.

Pay frequency Monthly payroll is standard. Aguinaldo, a 13th salary, is due by year-end for formal employees.
