Paraguay's mandatory pension system is administered by the Instituto de Previsión Social (IPS — portal.ips.gov.py). IPS covers healthcare, retirement, and work injury benefits for formal private sector workers. Contribution rates: employee 9% + employer 16.5% of gross salary (total 25.5%). State pension requires age 60 (men) or 55 (women) with 25 years of contributions, or age 60 with 750 weekly contribution weeks (approximately 15 years). Paraguay's territorial tax system (8–10% flat rate) and low cost of living attract foreign retirees. Paraguay has Mercosur-based social security coordination with Argentina, Brazil, Uruguay, Chile, and Spain. Foreign pensions, private investments, and health coverage are the real retirement foundation for most expats.
State Pension
Formal private sector workers contribute to IPS through payroll deductions (9% employee + 16.5% employer of gross salary). Pension entitlement depends on meeting both the minimum age and contribution period requirements. The IPS pension provides old-age, disability, and survivors' benefits. Public sector employees have separate pension funds (Caja Fiscal). The pension amount is calculated based on contribution history and average insured salary.
IPS ordinary retirement: age 60 for men and women with 25 years of contributions (or 750 weekly contribution weeks — approximately 15 years — with some rules). Women may retire at 55 with sufficient contribution history. There is no separate early retirement penalty for meeting the standard age/contribution combination.

Pension Contribution Refund on Leaving Paraguay
IPS does not offer a simple lump-sum refund of contributions to departing workers in the way that some European countries do. Eligibility for any return of contributions depends on the IPS rules in force, your contribution category, and whether rights can instead be preserved as deferred pension credits. Obtain written guidance from IPS before leaving if you have IPS contributions.
Workers covered by Mercosur social security coordination (Argentine, Brazilian, Uruguayan, Chilean, or Spanish nationals) — their Paraguayan contribution periods are preserved for totalization and should not be forfeited via a refund claim.

IPS does not operate as a simple portable savings account. Rights may remain as preserved deferred pension credits rather than being returnable as a cash refund. Confirm in writing with IPS what options exist for your specific contribution history.

Paraguay has social security coordination agreements within Mercosur (Argentina, Brazil, Uruguay) and with Chile and Spain — contribution periods from these countries may be aggregated to meet IPS pension qualification thresholds. For citizens of countries without Mercosur or bilateral agreements (USA, UK, Germany, France, most of Europe): no coordination applies and Paraguayan IPS contributions are essentially standalone. Verify your home country's specific agreement status directly with IPS before making decisions based on totalization.
