Cédula de Identidad and Identidad Electrónica
The Paraguayan cédula is the core identity document for permanent residents. Digital government access is improving but is not as unified as in Estonia or Singapore — most services still require physical documents and in-person visits.
How to get it: Obtain permanent residency through DNM (Dirección Nacional de Migraciones), then apply for a cédula at the Departamento de Identificaciones of the National Police. Foreign residents on temporary permits use passport and permit documents instead.
