Paraguay regulates recognition of foreign qualifications through two main channels: the Ministry of Education and Sciences (MEC — mec.gov.py) via its Vice-Ministry of Higher Education (VMES), and the National Council of Higher Education (CONES — cones.gov.py). CONES governs recognition (reconocimiento) of foreign higher-education titles under Resolution N° 227/2024; MEC/VMES handles homologación (homologation) of degrees. Spanish-language sworn translations and apostilled or legalised documents are mandatory. Regulated professions (medicine, law, engineering, accounting) require additional steps through the relevant professional bodies before lawful independent practice. Paraguay joined the Hague Apostille Convention in 2022.
Regulated Professions
Process: Step 1: Obtain apostille from the competent authority in your home country (Hague members) or full consular legalisation (non-Hague). Step 2: Obtain certified Spanish translation by an accepted sworn translator (traductor público). Step 3: Submit for recognition to CONES (cones.gov.py, code SRTE24 in the SPI system) under Resolution N° 91/2024 for fees and N° 227/2024 for document requirements; OR apply to MEC/VMES for homologación. Step 4: After academic recognition, apply to the relevant professional body (medical college, bar association, engineering college) for registration and right to practise. Work permit is separate from professional licence.
Authority: CONES (Consejo Nacional de Educación Superior — cones.gov.py) for recognition of foreign higher-education titles. MEC / VMES (mec.gov.py) for homologación. Universidad Nacional de Asunción (una.py) for faculty-level review. Relevant professional college (colegio de médicos, colegio de abogados, etc.) for professional licensing.
Timeline: 3–12 months; medicine and law typically longer due to professional body verification requirements.
Cost: Gs. 1M–10M+ including apostille/legalisation fees, sworn translations (Gs. 50,000–200,000 per page), CONES fees (per Resolution N° 91/2024), professional body registration fees, and legal support if used.
Academic Degrees
Authority: CONES (cones.gov.py) — national authority for recognition of foreign higher-education titles. MEC / VMES (mec.gov.pa) — handles homologación (degree homologation). Universidad Nacional de Asunción (una.py) — faculty offices review for regulated degree programmes.
Process: Apostille or legalise the foreign degree and transcript; obtain certified Spanish translation; submit to CONES via the SPI online system (code SRTE24) with required documents per Resolution N° 227/2024. Pay fees per Resolution N° 91/2024. For K-12 credential recognition (secondary or primary), apply directly to MEC.
Equivalency service: CONES (cones.gov.py) — Reconocimiento de Títulos Extranjeros, SPI system code SRTE24. MEC (mec.gov.py) — Homologación de Títulos. Document Rules
Apostille: Paraguay is a Hague Apostille Convention member (Convention entered into force for Paraguay on 6 January 2022). Public documents (degrees, transcripts, birth certificates, police records) from Hague-member countries must bear an apostille issued by the competent authority in the issuing country before submission to Paraguayan authorities.
Legalisation: Documents from non-Hague countries require full consular legalisation: authentication by the issuing institution and home country Ministry of Foreign Affairs, then Paraguayan Embassy/Consulate attestation, followed by Paraguayan Ministry of Foreign Affairs (MRREE) attestation in Asunción. Complete this chain before leaving your home country.
Sworn translation: All non-Spanish documents must be accompanied by a certified Spanish translation by a traductor público (sworn translator) accepted by the relevant Paraguayan authority (CONES, MEC, courts, or professional bodies). Informal translations are not accepted for official processes.

Typical Timelines
CONES/MEC recognition: 3–6 months (standard). Regulated profession licensing (including academic recognition + professional body registration): 6–12 months. Medicine and law can exceed 12 months. Apostille procurement and sworn translation are typically the initial delay drivers. Plan all document collection before arriving in Paraguay.
Do not advertise or independently practise a regulated profession until the local right to practise is formally confirmed. For remote work serving foreign clients, seek legal advice on whether Paraguayan professional licensing requirements apply if you market locally. Latin American professionals should check whether Paraguay has signed a bilateral educational agreement with their home country, which may simplify or expedite the recognition process.
