Eligibility
Non-Dutch, non-Kingdom nationals who have maintained uninterrupted lawful residence in Curaçao and meet integration, language and financial self-sufficiency requirements. Current Immigratiedienst Curaçao policy references 10 years of continuous lawful residence as the threshold for indefinite admission. Gaps in lawful residence can reset or damage the qualifying count.

Indefinite admission grants the right to live and work in Curaçao without ordinary permit renewals. After obtaining indefinite admission, you may proceed to Dutch naturalisation if you also meet the Kingdom nationality requirements (currently 5 years of lawful continuous residence in the Kingdom — see citizenship section for pending legislative changes). Eligibility is technical; get written legal advice if you have travel gaps, employer changes or family-permit dependencies.

Eligibility
All persons who have held 5 continuous years of lawful residence in the Kingdom of the Netherlands (including Curaçao), meet Dutch and Papiamentu language requirements, pass the civic integration test, have no serious criminal record, and are financially self-sufficient. Note: a September 2025 proposal to raise this to 10 years was dropped by the incoming Dutch government in January 2026 — the 5-year requirement remains in force. A separate new coalition plan proposes raising the language requirement from A2 to B1 (not yet enacted as of mid-2026).

- ✓5 years of continuous lawful residence in the Kingdom of the Netherlands, including Curaçao (10-year proposal dropped January 2026 — 5 years remains current law)
- ✓Valid indefinite admission (toelating voor onbepaalde tijd) or equivalent settled status
- ✓Dutch language proficiency — minimum A2 level (NT2 or CNaVT test)
- ✓Papiamentu language testing also applies in Curaçao context
- ✓Civic integration knowledge test (inburgeringstoets) — Dutch society, history and civic participation
- ✓No serious criminal convictions in the past 5 years
- ✓Financial self-sufficiency — not dependent on social assistance
- ✓Renunciation of previous nationality in most cases (exceptions apply — see dual citizenship notes)
Dutch citizenship grants a Kingdom of the Netherlands passport with visa-free access to 120+ countries. Dutch citizens have free movement throughout the Kingdom (Netherlands, Aruba, Curaçao, Sint Maarten and BES islands). Important: Dutch citizenship obtained via Curaçao does NOT automatically grant EU rights — Curaçao is an Overseas Country and Territory (OCT), not an EU member territory. To gain EU freedom-of-movement rights, you would need to take up ordinary residence in the Netherlands or another EU member state. Government fee: approximately ANG 500–1,000.

Optie Procedure — Spousal Route
Eligibility
Foreign spouses or registered partners of Dutch citizens who have been married or in a registered partnership and residing together in the Kingdom of the Netherlands for at least 3 continuous years.

The option procedure is faster than standard naturalisation for qualifying spouses — processing time approximately 3–6 months. Fee: approximately ANG 300–600. The pending 5→10 year residence change for ordinary naturalisation does not appear to affect the spousal option procedure, but verify with Immigratiedienst Curaçao.
Optie Procedure — Stateless Persons
Eligibility
Stateless persons who have resided lawfully in the Kingdom of the Netherlands for at least 3 continuous years.

Applies to persons with no nationality who have been residents of the Kingdom. This route provides a pathway to Dutch citizenship without the longer standard naturalisation residence period.
🌍 Dual Citizenship

Dual citizenship is not allowed — Dutch law generally requires renunciation of previous nationality upon naturalisation. Exceptions apply for: (1) Citizens of countries that make renunciation practically impossible or legally unreasonable; (2) Spouses of Dutch citizens acquiring citizenship via the option procedure (renunciation not required); (3) Certain other statutory exceptions. Some countries — including the USA, UK, Canada and Israel — permit retention of their nationality even after naturalisation elsewhere, so in practice some dual nationals exist. Consult Immigratiedienst Curaçao and a Kingdom nationality lawyer before proceeding if you wish to retain your original nationality.
