State Pension
The AOV (Algemene Ouderdomsverzekering) is a mandatory state old-age insurance for all legal residents and workers in Curaçao. Contributions are 15% of earnings (9% employer + 6% employee) up to an annual income ceiling of XCG 100,000/year (2026). On reaching retirement age of 65, qualifying residents receive a monthly AOV pension. Foreign workers who leave Curaçao before retirement age retain a deferred entitlement proportional to their years of contributions — it is not lost on departure. SVB Curaçao maintains contribution records. The AOV is a solidarity PAYG system — current workers fund current retirees.

There is no minimum number of years required for any AOV entitlement — the system is fully proportional. Each year of insurance builds 2% of the maximum AOV benefit. Full AOV requires 50 qualifying years of insurance (insured from age 15 to 65). A 5-year expatriate posting builds 10% entitlement (5 years × 2% = 10%), payable from age 65. Years without insurance result in a 2% deduction per missing year; years where premiums were not paid incur a 3% deduction per year.

Full AOV in 2026: approximately XCG 1,000/month for residents, XCG 862/month for non-residents (SVB-published 2026 rates). Additionally, SVB pays a supplementary allowance of up to XCG 591/month for those with low other income. Income ceiling for contributions: XCG 100,000/year.

Pension Contribution Refund on Leaving Curaçao
AOV contributions are NOT refundable when leaving Curaçao. Unlike individual-account provident fund systems (e.g. Fiji FNPF), the AOV is a solidarity insurance scheme — contributions go into the collective fund and cannot be individually withdrawn. Your contributions create a deferred pension entitlement from age 65, payable wherever you live.
No one is eligible for a refund of AOV contributions — this is a non-refundable PAYG system, similar in structure to the Dutch AOW. There is no lump-sum cashout option.
No refund process exists. Pension becomes payable at age 65 regardless of when you left Curaçao. Apply to SVB Curaçao at least 6 months before your 65th birthday.
Nothing is refunded. Your entitlement is a deferred future pension payment. On a 5-year working stay, you accrue 10% of the full AOV pension (5 years × 2% per year), payable from age 65. This 10% of XCG 862/month ≈ XCG 86/month for non-residents — modest but real and does not expire.

Keep your SVB contribution records and any employer payslips from Curaçao. Even if you lose contact with SVB after leaving, your entitlement still exists — SVB maintains records. Contact SVB at any time to verify your contribution history. The AOV entitlement does not expire.
International Totalization Agreements
Curaçao has no formal bilateral social security totalization agreements with major expat-sending countries (USA, UK, Canada, Australia, Germany, France). Curaçao is an Overseas Country and Territory (OCT) relative to the EU — it is NOT part of the EU and EU Regulation 883/2004 does not apply. The Kingdom of the Netherlands internal framework means there is mutual recognition between Curaçao, Aruba, Sint Maarten, and the Caribbean Netherlands (Bonaire, Sint Eustatius, Saba) — if you have worked in multiple Kingdom countries, check with the relevant SVB for combined entitlement rules. Time worked in Curaçao does NOT count towards your home-country state pension. UK workers: consider voluntary NIC Class 2 contributions (~GBP 179/year in 2026) to preserve UK State Pension entitlement.
