Ministerie van Sociale Ontwikkeling, Arbeid en Welzijn (SOAW)

Job seekers can register with SOAW's employment services for job placement assistance. Visit the SOAW office in Willemstad with passport, VVA permit, and CV. SOAW also administers the labour market test that employers must complete before hiring non-local workers.

EU Citizens

EU citizens are NOT automatically entitled to live and work in Curaçao — Curaçao is an OCT (Overseas Country and Territory) and is NOT part of the EU or Schengen Area. EU citizens need a VVA (Vergunning voor Verblijf en/of Arbeid) to reside and work legally, just like non-EU nationals. Dutch citizens and other Kingdom of the Netherlands nationals (Aruba, Sint Maarten) have free movement rights and can live and work without a permit.

Non-EU Citizens

Non-Dutch non-EU nationals require a VVA (combined residence and work permit) processed by Immigratiedienst Curaçao. The employer typically sponsors the application and must first obtain a positive labour market test from SOAW demonstrating no suitable local candidate is available. Processing time: 4–8 weeks. Government fee: XCG 250–750. Initial permit: 1–2 years, renewable. After 5 years continuous lawful residence, permanent residency is available.

EU Blue Card

Curaçao is not part of the EU and does not participate in the EU Blue Card scheme. Skilled workers use the VVA employer-sponsored route.

Freelancer Visa

Self-employed/freelance VVA available. Requires KvK business registration, business plan, proof of sufficient income, Certificate of Good Conduct, and medical certificate. Processing: 6–10 weeks. Fee: XCG 350–750.

⏱️ Work Culture

Typical hours Monday–Friday 8:00–17:00 (some businesses close 12:00–13:00 for lunch). Government offices: 7:30–15:30.

Annual leave Minimum 15 working days per year (3 weeks). Many contracts offer 20–25 days. 12 public holidays per year.

Sick leave Employer pays 100% salary for up to 52 weeks of illness. Doctor's certificate required from day 1 or day 2 (check contract). After 52 weeks, SVB sickness benefit (ZV) applies.

Trial period Maximum 2 months probation for contracts up to 2 years and for indefinite contracts. Both parties can terminate without procedure during probation.

Notice period Employee: 1–4 weeks depending on length of service. Employer: minimum 2 weeks (under 5 years), 4 weeks (5–10 years), 6 weeks (over 10 years).

Salary range Financial services professional: XCG 7,000–15,000/month. Hotel manager: XCG 6,000–10,000/month. IT professional: XCG 5,000–9,000/month. Teacher (international school): XCG 4,500–7,000/month. Nurse/healthcare: XCG 4,000–6,000/month. Hospitality staff: XCG 1,800–3,500/month.

Pay frequency Monthly (most common). Some sectors pay bi-weekly.

List language skills explicitly: Dutch, English, Papiamentu, Spanish proficiency levels.

Cover letter: Expected

Language: Dutch is required for government, education, and many financial sector roles. English is sufficient for international companies, tourism, and NGO sectors. Papiamentu is an asset for locally-owned businesses and healthcare. Spanish is useful given the large Venezuelan/Colombian community and customer base.
