cedula, RUC, SRI en linea / RUC access and agency portals
Ecuador does not have one single foreigner-friendly digital identity equivalent to some EU systems. Daily digital life is built around cedula for identity, RUC for tax, SRI en linea / RUC access for SRI/legal filings, Ecuadorian phone numbers for OTPs, bank apps for bank transfer / DeUna, and agency-specific portals.
How to get it: cedula is usually generated through immigration/residence processes. RUC registration and SRI en linea / RUC access are handled by SRI and often require in-person appointments, passport, resident card, cedula, proof of address, USB drive for SRI en linea / RUC access and tax information. Banks and telecoms run their own KYC.
E-Government Portal
https://www.gob.ecDigital access is uneven for foreigners. Some systems accept passport/cedula, others assume Ecuadorian voter ID or a local phone. Expect in-person verification for SRI, banks, driving licences and some immigration or civil registry tasks.

Use a Ecuadorian phone number early and keep it active. Losing access to the number can lock you out of bank, SRI, utility, delivery and medical accounts. When you renew a passport or resident card, update banks, SRI, insurers, mobile operators and hospitals rather than assuming records sync.
