France is a unitary semi-presidential republic and the EU's most visited country, renowned for its world-class cuisine and wine, the iconic City of Light that is Paris, the French Riviera, iconic Alpine ski resorts, and a generous social state offering universal healthcare, extensive family benefits, and strong worker protections.

French is the single most important integration factor for expats in France. Beyond practical necessity, speaking French signals respect for the culture and is the key to friendship, career progression, and access to the full range of public services. France requires B1 French for permanent residency, B2 for citizenship (raised from B1 since 1 January 2026), and the Contrat d'Intégration Républicaine (CIR) is mandatory for non-EU new arrivals. Resources range from free OFII-funded CIR courses to the prestigious Alliance Française, with the CPF (Compte Personnel de Formation) offering €500/year in training rights to every employee. With consistent study, most motivated adults reach B2 in 12–24 months.
CIR — Contrat d'Intégration Républicaine
Mandatory for non-EU adults aged 16+ arriving for the first time in France with a first titre de séjour of at least 1 year (excluding students, talent passport, posted workers). EU citizens, long-term residents and minors are exempt but may volunteer. The contract runs for 1 year and is signed with OFII (Office français de l'immigration et de l'intégration).
Completely free. Language courses (from 100h for A1 up to 600h for beginners), civic formation (4 days), and labour-market orientation day are all financed by OFII. Fines apply for unjustified absences — attendance is essential for renewing the titre de séjour.
A preliminary OFII interview (1–2 hours) assesses your French level. If A1 is not reached, 100h of lessons (€0); if A1 not reached, up to 400h; extended to 600h in "parcours d'insertion" for those below A1 at arrival. Civic course: 4 full days (24h). Professional orientation: 1 day. Target level: A1 (oral + written). Since 2024 reform (loi du 26 janvier 2024, dite "loi Darmanin"), level for renewal of a multi-year titre de séjour raised to A2, for carte de résident to B1, and for naturalisation to B2.
Attestation de fin de formation linguistique (AFFL) confirming the level reached. Passing the A1 TCF IRN (Test de Connaissance du Français pour l'Intégration, la Résidence et la Naturalisation) at the end, organised by France Éducation International. Attendance and successful completion of the CIR are required for renewal of most titres de séjour and indispensable for future naturalisation.
Automatic: after your OFII medical visit and validation of visa, OFII schedules the CIR entretien personnalisé. You receive a convocation. Bring passport, titre de séjour or VLS-TS, justificatif de domicile, diplomas. The CIR formateur is chosen for you and formations begin usually within 1–3 months.
Formations linguistiques hors CIR — OFII & CPF
Beyond the CIR, France offers several state-subsidised language streams: (1) Parcours OFII supplémentaire — extended courses up to 600h for learners below A1 at intake. (2) Mon Compte Formation (CPF) — every active worker accumulates €500/year (€800 for unskilled) that can fund DELF, DCL, or BULATS French preparation at accredited centres (montecompteformation.gouv.fr). (3) France Travail formations — job-seekers can obtain an Aide Individuelle à la Formation (AIF) covering French lessons linked to a career project. (4) GRETA (Groupement d'Établissements) — public continuing-education network at lycées professionnels, offering cheap/fully-funded vocational French courses. (5) Conseils régionaux fund the "Compétences Clés" programme for unqualified adults.
OFII extra hours: CIR signatories below A1 after initial formation. CPF: any salarié, agent public, self-employed or demandeur d'emploi who has activated their Compte Formation. France Travail AIF: registered demandeur d'emploi with a validated projet professionnel. GRETA: all adults, priority to low-qualified. Conseil régional: long-term unemployed, persons without qualification.
OFII extra hours: free. CPF: fully covered up to your balance; abondement possible from employer, Caisse des Dépôts, France Travail. GRETA: often free (funded by Région/FSE) for the target public; otherwise €10–30/hour. Conseil régional: free. Always ask for "formation 100% CPF" to avoid additional fees.
CPF: log in at moncompteformation.gouv.fr with FranceConnect, browse DELF/DCL/French courses, book directly. OFII: through your CIR conseiller. France Travail: via espace personnel francetravail.fr — submit a "demande d'AIF" linked to your project. GRETA: search greta.ac-[region].fr and contact the nearest GRETA centre. Typical processing 2–6 weeks.
Language Levels — What Each Means
Débutant. Can introduce yourself, ask simple questions about personal details, understand and use basic everyday expressions.
Required for: CIR exit target. Family reunification (regroupement familial).
Élémentaire. Can handle short social interactions, describe familiar topics, understand instructions and simple texts.
Required for: Carte de séjour pluriannuelle renewal for non-EU residents (since loi Darmanin 2024, effective from 1 January 2026).
Intermédiaire. Can handle most travel and daily situations, describe experiences, express opinions, understand main points of clear standard input on familiar matters.
Required for: Carte de résident 10-year (since 2026). Admission to some licence programs. Minimum for many basic customer-facing jobs.
Intermédiaire avancé. Can interact with fluency and spontaneity, understand complex texts on abstract topics, produce clear detailed text.
Required for: French citizenship (naturalisation) since 1 January 2026 (previously B1). Most professional employment. University admission. Healthcare professions post-PAE.
Autonome. Can understand a wide range of demanding longer texts, express ideas fluently and spontaneously, use language flexibly.
Required for: Admission to grandes écoles. Professional recognition for regulated professions (ordre des médecins). Senior professional and academic roles.
Maîtrise. Near-native proficiency. Can understand virtually everything heard or read, summarise information from different sources.
Required for: Translation/interpretation careers. Elite academic positions. Full integration for most purposes.

France offers the richest language-learning funding in Europe: (1) Mon Compte Formation (CPF) — every working adult accumulates €500/year (€800 for unskilled) — mobilisable on moncompteformation.gouv.fr for DELF, DALF, TCF and many French courses. Since 2024 a €100 "reste à charge" flat fee applies per training. (2) OFII CIR — free for non-EU first-entrants up to 600h. Speak French from day one — French people genuinely appreciate the effort, even when your level is low, and will switch to French willingly if you persist.

Embrace making mistakes. The faux-amis, subjonctif and pronoms COI/COD take years — native speakers make mistakes too.
