France distinguishes "professions réglementées" (regulated — requiring formal recognition by an ordre professionnel or ministry) from non-regulated (recognition optional). Regulated recognition can take 4–12 months, cost €0–400 directly plus translation/apostille fees, and may require an épreuve d'aptitude (aptitude test) or stage d'adaptation (adaptation period).
Regulated Professions
Process: Submit an application to the competent authority (ministry, ordre, ARS for health) with apostilled/legalised + sworn-translated diplômes, transcripts of course contents, CV, passport. The authority compares to the French diplôme and may grant full recognition, require an épreuve d'aptitude, a stage d'adaptation, or refuse with written justification. EU/EEA diplomas benefit from automatic recognition for regulated professions under Directive 2005/36/CE.
Authority: Ministère de la Santé + ARS for health professions; Ordre des Médecins / Pharmaciens / Sages-femmes / Dentistes / Architectes for the specific orders; Ministère de l'Éducation nationale via the Service des Enseignants for teaching; Ministère de la Justice for legal professions; CNC for expertise comptable.
Timeline: EU/EEA diplomas under Directive 2005/36/CE: ~4 months. Non-EU diplomas: 6–12 months. Medical professions: PAE for non-EU doctors now follows 3 mandatory stages — EVC (Épreuves de Vérification des Connaissances) → PCC (Parcours de Consolidation des Compétences, 2 years) → CAE (Commission d'Autorisation d'Exercice) — total ~3 years to definitive authorisation. Decree 2025-467 of 28 May 2025 introduced pathway reforms for PADHUE.
Cost: Application fees €0–400 depending on profession. Sworn translations (traduction assermentée) €40–80 per page. Apostille: free from issuing country ministry. Traductions par traducteur assermenté must be done by a translator sworn by a French Cour d'Appel.
Academic Degrees
Authority: France Éducation International — ENIC-NARIC France (france-education-international.fr). This is the official French centre for recognition of foreign diplomas.
Process: Online application via France Education International portal (france-education-international.fr). Submit your diploma, transcripts, CV, ID, and apostille. ENIC-NARIC issues an "Attestation de comparabilité" (3–4 months processing) comparing your diploma to a French level (Bac+3, Bac+5, Doctorat). Note: from 1 January 2026 the attestation de comparabilité is no longer valid for naturalisation applications.
Equivalency service: Attestation de comparabilité — fee: €20 (admissibility assessment) + €100 (assessment stage) = €120 total. Refugees, asylum seekers, and persons with subsidiary/temporary protection are fee-exempt. Delivered in PDF (3–4 months). Accepted by most French employers, universities (admissions parallèles), and France Travail. Does NOT confer the right to practise regulated professions — separate procedure via the competent authority required.
Document Rules
Apostille: Apostille de La Haye (Convention of 1961) accepted from all member states. Obtain from the competent authority in the country of issue (Secretary of State in the US, Foreign Office in the UK, ministères des affaires étrangères elsewhere).
Legalisation: For non-Hague countries: full légalisation via the French consulate/embassy in the issuing country. Double-legalisation: first by the country's Ministry of Foreign Affairs, then by the French consular post. Longer and more expensive (€30–100+).
Sworn translation: Traductions must be by a traducteur assermenté (expert judiciaire) sworn by a French Cour d'Appel. Directory: annuaire-traducteur-assermente.fr. Typical cost: €40–80/page. Translations done abroad (even official) are generally NOT accepted by French administrations.

Typical Timelines
Non-regulated job: employer evaluates on its own — days. Academic attestation de comparabilité via ENIC-NARIC: 3–4 months (€120). Regulated profession: 4–12 months. Medical PAE for non-EU doctors (PADHUE): approx. 3 years total (EVC exam → 2-year PCC supervised practice → CAE definitive authorisation). Decree 2025-467 of 28 May 2025 introduced new pathways including a fast-track for PADHUE holding EU specialty diplomas (open Dec 2025 – Apr 2026).
Start the process before arrival when possible. Request apostilles and certified copies of transcripts in your home country where they are usually cheaper. For EU/EEA citizens, the PCE (professional card) or SIRENE mechanism can sometimes speed recognition. You may be eligible for "validation des acquis de l'expérience" (VAE) to validate a French diploma based on professional experience — via France Travail and francevae.fr.
