Hungary (HU)
Hungary is a landlocked Central European nation in the heart of the Carpathian Basin — home to one of Europe's most beautiful capital cities (Budapest), one of the oldest parliaments in continuous operation, a notoriously complex but unique language, Europe's largest thermal spring lake (Lake Hévíz), and a culture that blends Magyar warrior heritage, Ottoman influence, Habsburg elegance, and post-communist resilience into something entirely its own.
Family Rights & Benefits
Maternity, parental leave and child benefits in Hungary.
Hungary has one of Europe's most comprehensive family support systems — a deliberate government policy under the Orbán government's "Family Protection Action Plan" (Családvédelmi Akcióterv) to incentivise child-bearing. Benefits include generous parental leave, substantial financial grants for home purchase (CSOK), family tax benefits, and various in-kind support. The system is designed to be particularly beneficial for families with 3 or more children. However, the system can be complex and requires Hungarian-language navigation. Key institutions: NEAK for healthcare, Területi Kormányhivatal for benefits, NAV for tax benefits.
Terhességi-gyermekágyi segély (TGYÁS — Maternity Benefit)
Before birth: 4 weeks before expected birth date (part of 24-week total TGYÁS period)
After birth: 20 weeks after birth (total TGYÁS: 24 weeks)
Job protection: The employment contract is protected during the entire period of TGYÁS and GYED/GYES (until the child reaches 3 years of age). The employer cannot dismiss a pregnant employee or an employee on any form of parental leave. The job or an equivalent role must be kept available.
GYED (Gyermekgondozási Díj), GYES (Gyermekgondozást Segítő Ellátás), GYET (Gyermekek Otthongondozási Díja)
Max duration: GYED until child is 2 years old (or 3 years for twins). Then GYES until child is 3. Total job protection: until child is 3 years old.
Split rules / Elterngeld: Both parents can use the parental leave system. The father can take GYED or GYES independently. Both parents cannot receive GYED simultaneously. GYED "apák" (paternity GYED for fathers) can be taken while the mother also draws benefits. Flexible partial return to work is possible while drawing GYES.
Benefits
TGYÁS (Terhességi-gyermekágyi segély — Maternity Benefit)
70% of the mother's average daily earnings (based on last 2 years), no cap from 2023. Substantially improved.
Duration: 24 weeks (4 weeks before + 20 weeks after birth). Extended for multiple births.
Eligibility: Insured mothers who have been employed and paying social contributions for at least 365 days in the 2 years before birth. Mothers who were insured before childbirth.
How to apply: Apply through your employer (who submits to NEAK) or directly at NEAK / Területi Kormányhivatal. Apply from the 6th month of pregnancy.
Since 2023, TGYÁS is uncapped — very beneficial for higher earners. Paid by NEAK via the employer.
GYED (Gyermekgondozási Díj — Child Care Fee)
70% of average daily earnings, capped at HUF 451,920/month (2026 maximum — verified from Hungarian Social Security). Very generous for qualifying parents.
Duration: From end of TGYÁS until the child's 2nd birthday (3rd for twins)
Eligibility: Insured parents (mothers or fathers) who have been paying social contributions for at least 365 days in the 2 years before childbirth.
How to apply: Apply at your local Területi Kormányhivatal (District Government Office) or online via Ügyfélkapu.
GYED can be drawn by either parent. Parents on GYED can return to work part-time (up to full-time hours in some conditions). An important benefit: a parent drawing GYED who returns to work part-time can earn additional employment income alongside GYED.
GYES (Gyermekgondozást Segítő Ellátás — Child Care Support)
Flat rate: minimum pension amount (öregségi nyugdíj minimum), approximately HUF 28,500/month (2026)
Duration: Until the child's 3rd birthday
Eligibility: All parents (mothers or fathers) with children under 3, regardless of employment history.
How to apply: Apply at local Területi Kormányhivatal.
GYES is available to parents who don't qualify for GYED (insufficient contribution history) and follows GYED. Very low amount but provides continued job protection until age 3. Parents on GYES can work half-time once child is 1 year old.
Anyasági Támogatás (One-time Birth Grant)
HUF 64,125 (2026 — 225% of minimum pension amount). Single payment.
Duration: One-time payment at birth
Eligibility: Mother must have attended at least 4 prenatal care appointments during pregnancy.
How to apply: Automatic — hospital applies on behalf of mother at birth.
A modest but universal one-time grant. The prenatal care requirement is important — ensure your doctor records your visits properly.
Családi Pótlék (Child Benefit / Family Allowance)
HUF 12,200–16,000/month per child depending on number of children and family circumstances. Increased for single parents and children with disabilities.
Duration: Until child reaches 18 (23 if in full-time education)
Eligibility: All parents with children in Hungary — no employment requirement.
How to apply: Apply at Területi Kormányhivatal or via Ügyfélkapu. Automatically assigned to employed parents.
The amount is relatively modest but universal. Families with 3+ children receive higher rates. Children with disabilities receive substantially higher amounts (HUF 23,300+/month).
Babavárási Támogatás (Baby Expected Loan) / CSOK (Otthonteremtési Támogatás)
CSOK ("Home Creation Support Grant"): HUF 600,000 for 1st child, HUF 2,600,000 for 2nd, HUF 10,000,000+ for 3rd+ child (as grants for home purchase). The new CSOK+ (2023+) provides additional non-repayable subsidies for new-build homes.
Duration: One-time grants for qualifying home purchases
Eligibility: Hungarian citizens and EU resident expats who have worked in Hungary, for purchase or construction of a home for the family. Income limits apply. Complex eligibility requirements.
How to apply: Apply at your bank through which you are purchasing the property. OTP Bank, K&H, Erste are major CSOK application banks.
CSOK is Hungary's most significant family housing support programme and extremely valuable for families with 2–3+ children. The amounts are very significant relative to Hungarian housing prices outside Budapest. Complex — use a specialist advisor or your bank's CSOK specialist.
Családi Adókedvezmény (Family Tax Benefit)
SZJA reduction: HUF 10,000/month per child (1–2 children), HUF 33,000/month per child (3+ children). Deducted from SZJA.
Duration: Monthly — while children are under 16 (or 25 if studying)
Eligibility: Working parents paying SZJA (income tax).
How to apply: Applied through employer payroll (via adókedvezmény nyilatkozat — tax benefit declaration). File with your employer at the start of the year.
This is a significant monthly tax saving, particularly for larger families. For a family with 3 children, the monthly SZJA saving is HUF 99,000 — substantial relative to Hungarian wages.
Sick child leave
Parents are entitled to paid sick leave to care for a sick child (gyermekápolási táppénz). Payment: 60% of average earnings from NEAK. Duration: up to 84 days per year per sick child (for children under age 1), decreasing with child's age. Doctor's certificate required. An important and widely-used right in Hungary.
Birth registration
Births must be registered within 30 days at the anyakönyvi hivatal (registry office) — in practice, hospitals handle initial registration. You receive the newborn's birth certificate (születési anyakönyvi kivonat). Obtain the child's TAJ card and adóazonosító jel at NEAK and NAV respectively. Apply for the child's lakcímkártya (address card) at Kormányablak to register them at your address. EU citizen parents: register the child at the relevant consulate/embassy.
Childcare rights
Children aged 3–6 have a RIGHT to a kindergarten (óvoda) place — enrollment is compulsory from age 3 under Hungarian law. If your district cannot provide a place, the municipality is obligated to provide an equivalent (private óvoda with voucher). Apply for bölcsőde (nursery, 0–3 years) as early as possible — places are allocated by municipality. The childcare subsidy (bölcsőde és óvoda étkezési támogatás) reduces meal costs based on family income.
