Hungary participates fully in EU qualification recognition frameworks. For EU citizens, automatic recognition applies to most professional qualifications under EU Directive 2005/36/EC. Non-EU qualifications require a more complex recognition process through Hungarian authorities. General academic degree recognition is handled by Oktatási Hivatal (Educational Authority) for university degrees. Regulated professions have sector-specific recognition bodies. Hungary requires all foreign documents to be officially translated into Hungarian by a sworn translator (hites fordító) — this is a key practical requirement for any recognition process.
Regulated Professions
Process: Step 1: Identify the relevant professional body (szakmai kamara) for your profession. Step 2: Have all qualifications officially translated into Hungarian by a hites fordító (sworn translator). Step 3: Get documents apostilled if from a non-EU country. Step 4: Submit recognition application to the relevant authority with translated documents, original certificates, and proof of professional experience. Step 5: Some professions require an aptitude test (alkalmassági vizsga) or adaptation period (felügyelet alatt végzett tevékenység) if qualification gaps are found.

Timeline: 1–6 months depending on profession and completeness of documentation. Medical professions can take longer due to additional language and practical assessments.

Academic Degrees
Authority: Oktatási Hivatal (OH — Educational Authority), Tempus Public Foundation (Tempus Közalapítvány) for EU-level information
Process: Apply for academic degree recognition (diploma-elismerés) at Oktatási Hivatal (oh.gov.hu). Submit: original diploma, official transcript, sworn Hungarian translation, apostille (if required). The OH issues an official recognition decision (határozat) confirming the Hungarian equivalent level. This is required for: university entrance in Hungary, professional chamber membership, some employer requirements.

Document Rules
Apostille: Documents from countries party to the Hague Apostille Convention (most countries) need an apostille stamp from the issuing country's competent authority — typically the Ministry of Foreign Affairs or equivalent. Hungary is a Hague Convention signatory. Apostille is required for: birth certificates, marriage certificates, diplomas, court documents, police clearance certificates from non-EU countries.
Legalisation: For documents from non-Hague-Convention countries (rare): full embassy chain legalisation is required (document country MFA → Hungarian embassy/consulate → Hungarian MFA). This is time-consuming and expensive — plan accordingly if your home country is not in the Convention.
Sworn translation: Official documents submitted to Hungarian authorities must be translated into Hungarian by a registered hites fordító (sworn translator). Only translations produced by OFFI (Országos Fordító és Fordításhitelesítő Iroda — offi.hu) or registered private sworn translators are accepted. OFFI is the most reliably accepted. Cost: HUF 5,000–15,000 per A4 page. Allow 3–10 working days. OFFI accepts documents by post or in person.
