Hungary operates a social insurance system (társadalombiztosítás) based on the Bismarck model — benefits are linked to contributions. The system covers: pension (Nyugdíj), healthcare (egészségbiztosítás), unemployment (álláskeresési járadék), sick pay (táppénz), and family benefits (GYED/GYES/GYET). Since 2010, Hungary abolished the mandatory private pension second pillar and nationalised private pension savings — there is now only the state pay-as-you-go pension plus voluntary private funds. Social contributions are mandatory for all employed and self-employed persons.

The TAJ number is assigned when you first enter the social insurance system. For employees: your employer registers you with NEAK — you apply for your TAJ card at your local NEAK (Nemzeti Egészségbiztosítási Alapkezelő) office. For self-employed: apply at NEAK after registering with NAV as self-employed. EU citizens working in Hungary: your employer arranges TAJ registration. Non-EU nationals with valid work permits: register at NEAK with your residence permit, lakcímkártya, and adóazonosító jel.

Unemployment benefit for insured workers who lose their job involuntarily and register as job seekers
Must have been insured (paying social contributions) for at least 360 days in the 3 years before unemployment. Must have lost the job involuntarily (not resigned without good cause). Must register as an álláskeresőként (job seeker) at the local Munkaügyi Hivatal (Employment Centre). Must be actively seeking work.
Register at the Állami Foglalkoztatási Szolgálat (ÁFSZ) / Munkaügyi Hivatal within 30 days of termination of employment. Bring: identity documents, lakcímkártya, adóazonosító jel, TAJ card, and a letter of termination from employer.

Income replacement for employees unable to work due to illness or injury
Insured employees (munkavállalók) with at least 2 years of social insurance history get 60%. With less than 2 years of insurance: 50%. Self-employed from 6 months of registration with sufficient contributions.
Your house doctor (háziorvos) issues the keresőképtelenségi igazolás (medical certificate of incapacity). Employer submits claim to NEAK. Self-employed: submit directly to NEAK.
TGYÁS / GYED / GYES / GYET (Parental Benefits)

TGYÁS/GYED: insured for 365+ days in 2 years before birth. GYES: all parents with children under 3 (no contribution requirement).
Apply at Területi Kormányhivatal or via Ügyfélkapu. Apply from 6th month of pregnancy for TGYÁS.

Retirement age: 65. Minimum 20 years of contribution history. Early retirement possible with 40 years of service (nők 40 éves programja — women with 40 years of contributions including child-rearing time).
Apply at NYUFIG (Nyugdíjfolyósító Igazgatóság — Pension Disbursement Directorate) or via Ügyfélkapu before retirement age. Apply 6 months before intended retirement date.
Rendszeres Szociális Segély (Regular Social Assistance)

Means-tested welfare support for those who have exhausted unemployment benefit or are not entitled to it
Hungarian citizens and long-term residents with insufficient income and assets. Means-tested. Must be actively seeking work.
Apply at your local önkormányzat (municipal government) social services (szociális hivatal).
Gyermekgondozási Segély Ápolási Díj (Nursing Allowance)

Benefit for persons who care full-time for a severely disabled or chronically ill family member at home
Caregiver must be a close family member caring full-time. The cared-for person must have a certified severe disability.
Apply at local Területi Kormányhivatal with disability certification.
Contribution Overview
Employee contributions: 18.5% of gross salary (10% pension + 7% health + 1.5% labour market). Employer contribution: 13% social contribution tax (szociális hozzájárulási adó — szocho). Self-employed: pay both sides on minimum wage base at minimum. There is no upper earnings cap on most contributions in Hungary. The 13% employer szocho has been gradually reduced from 27% (2019) making hiring significantly cheaper.
International Social Security Agreements
Hungary has bilateral social security totalization agreements (szociális biztonsági egyezmény) with numerous countries including: USA, Canada, Australia, South Korea, Japan, India, and most non-EU countries with significant Hungarian diaspora populations. These agreements prevent double contribution obligations and allow aggregation of contribution periods for pension purposes. Within the EU, EC Regulation 883/2004 coordinates social security systems — no bilateral treaty needed.
The most important thing for expats to know: Hungarian unemployment benefit lasts only 90 days (3 months maximum). This is dramatically shorter than most EU countries (Denmark: up to 2 years; Germany: up to 2 years; France: up to 2 years). Budget accordingly and consider private income protection insurance. The KATA tax reform (2022) significantly affected self-employed social contribution obligations — consult a könyvelő if self-employed.
