Eligibility
Qatar introduced long-term and permanent residency in 2020 under Law No. 10 of 2018. As of 2026, three pathways remain active: (1) Property ownership QAR 730,000+ in designated freehold zones → 5-year renewable residency; (2) Property ownership QAR 3.65M+ → permanent residency; (3) 20+ years of legal residence + exceptional service to Qatar → Ministry of Interior discretion for permanent residency. The property thresholds have not changed since introduction and remain at 2026 levels.

Long-term residents gain access to public healthcare (HMC/PHCC), education at Qatar University at Qatari rates, and ability to own a business without a Qatari partner (in some categories). This is NOT citizenship — it does not grant a Qatari passport or voting rights. 2026 update: residency permits require a minimum of 90 days presence in Qatar per year (continuously or intermittently) to remain valid. Annual caps apply to permanent residency grants — qualifying investment is necessary but not sufficient if quotas are reached in a given year. The RERAD/SAK app now automatically triggers residency applications upon property title registration. The exceptional service pathway is at the complete discretion of the Emir/Ministry and is granted to very few.

Eligibility
Naturalisation in Qatar is extremely rare and almost never granted to expatriates through a standard pathway. The Nationality Law (Law No. 38 of 2005) provides for naturalisation after 25 years of continuous legal residence (or 15 years for Arab nationals), but in practice this is granted at the Emir's discretion and is exceptionally rare. The vast majority of Qatar's 3M+ expatriate population — regardless of how long they have lived there — will never be eligible for Qatari citizenship.

For all practical purposes, Qatari citizenship through naturalisation is not achievable for most expatriates regardless of length of stay. Children born in Qatar to non-Qatari parents do NOT receive Qatari citizenship (jus soli does not apply). The long-term residency option (property/exceptional service) is the realistic alternative for expats seeking long-term security.

Holders receive benefits similar to Qatari nationals: access to government education, healthcare, commercial licences, and business ownership without a Qatari partner. Still not citizenship — no Qatari passport. Annual caps apply — qualifying investment is necessary but not guaranteed to result in a grant if the yearly quota is reached. Minimum 90 days annual presence in Qatar required to maintain permit validity. Most economically significant residency option for wealthy expats.
Exceptional Service Permanent Residency

This pathway is reserved for genuinely exceptional contributors (Olympic athletes who represent Qatar, leading scientists, artists, and academics). It is essentially unpredictable and non-procedural.

Dual citizenship is not allowed — Qatar does NOT allow dual citizenship for naturalised citizens — applicants must renounce their existing nationality. The small minority who have ever received Qatari citizenship through naturalisation typically had to give up their original citizenship. Born Qatari citizens: there are exceptions in practice for those who acquire another citizenship, but legally Qatar does not permit it. For the vast majority of expats, this is a moot point as citizenship is effectively unachievable. No changes to naturalisation policy were announced in 2025 or 2026 — the exceptional service pathway remains entirely discretionary and unpredictable.
