Social Security in Sweden
Benefits, contributions, and how the system works for expats.
Sweden operates one of the world's most comprehensive social security systems, administered primarily by Försäkringskassan (Social Insurance Agency). The system covers health insurance, parental leave, sick pay, disability benefits, and dental care. The allmän pension (general state pension) is managed by Pensionsmyndigheten. Arbetsförmedlingen manages unemployment services. Virtually all benefits are earnings-related and based on your SGI (sjukpenninggrundande inkomst — sickness benefit qualifying income). Building up SGI from employment is crucial — it determines the level of almost all benefits.
Personal Identity Number
Personnummer
EU/EEA citizens: register at Skatteverket (Tax Agency) after establishing residence in Sweden (with rental contract and passport). Must intend to stay at least 1 year. Visit a Skatteverket servicekontor with original documents. Non-EU citizens: automatically assigned a personnummer when their residence permit is approved by Migrationsverket. Samordningsnummer (coordination number) available as alternative for those not meeting folkbokföring criteria.

Benefits & Support Payments
Sickness Benefit
Sjukpenning
Income replacement if you are unable to work due to illness or injury. Paid after the employer's sjuklön period ends (day 15+). Based on your SGI (qualifying income).
Must be registered in Sweden, have qualifying income (SGI), and a medical certificate from day 8.
Apply via Försäkringskassan app "Min Försäkring" or at forsakringskassan.se. Medical certificate (läkarintyg) required from day 8. Employer handles days 2–14 directly.
Parental Benefit
Föräldrapenning
480 days of paid parental leave per child. Can be taken flexibly until the child is 12 years old.
All persons with personnummer and parental status. SGI must be established. New arrivals with no Swedish work history receive lägstanivå (SEK 180/day) until SGI is built up.
Apply via Min Försäkring app or forsakringskassan.se. Notify employer of planned leave at least 2 months in advance for periods over 1 month.
Unemployment Benefit (A-kassa)
Arbetslöshetsersättning (A-kassa)
Unemployment insurance paid to members of an A-kassa (unemployment fund) who lose their job. IMPORTANT: requires voluntary membership in an A-kassa for at least 12 months before unemployment.
Must have been A-kassa member for 12 months (intjänandetid). Must have worked at least 80 hours/month for 6 of the last 12 months. Must be available and actively seeking work.
Register with your A-kassa and at Arbetsförmedlingen on the first day of unemployment. Submit monthly activity reports to both.
Child Benefit
Barnbidrag
Universal monthly payment for all children registered in Sweden, regardless of parental income.
All children registered in Sweden (folkbokförda) from birth to age 16 (or 20 if in full-time education).
Automatic after birth registration. If not automatic, apply via forsakringskassan.se.
Housing Benefit
Bostadsbidrag
Means-tested housing subsidy for families with children and young adults under 29.
Families with children under 18 or young adults 18–28 without children, with income and housing costs within defined limits.
Apply via forsakringskassan.se. Income and housing costs are verified and reconciled annually.
Disability Benefit
Sjukersättning / Aktivitetsersättning
Long-term sickness or disability benefit. Sjukersättning for permanent incapacity (over 19 years). Aktivitetsersättning for persons aged 19–29 with temporary/permanent incapacity.
Persons aged 19–64 whose work capacity is permanently or long-term reduced by at least 25%. Must have been on sjukpenning before applying.
Usually progresses from long-term sjukpenning via Försäkringskassan assessment.
Social Assistance
Försörjningsstöd (Socialbidrag)
Last-resort social assistance from the municipality for persons who cannot support themselves and do not qualify for other benefits.
Persons with no income, no A-kassa entitlement, and no assets. Must be actively seeking work or participating in an activation programme.
Apply at your municipality's socialtjänst (social services).
Contribution Overview
Sweden's social security is primarily funded through employer arbetsgivaravgifter (31.42% of gross salaries). Employees pay no separate social security contribution — the employer's contribution covers all social insurance. The only employee contribution is through income tax (which funds regional healthcare and municipalities). Self-employed pay egenavgifter (self-employment contributions ≈28.97%) which build up the same rights.
International Social Security Agreements
Sweden has totalization (social security coordination) agreements with: all EU/EEA countries (EU Regulation 883/2004), USA, Canada, Australia, South Korea, India, Turkey, and others. These prevent double contribution payment and allow combining contribution periods from multiple countries for benefit eligibility. EU workers moving from another EU country can port their benefit qualifying periods to Sweden.
SGI (sjukpenninggrundande inkomst) is the key figure that determines all income-related benefits. Building SGI from employment is crucial for new arrivals. Your SGI is calculated based on your annual income. If you have no Swedish work history, you start with zero SGI and receive only lägstanivå for most benefits — a significant financial shock for new parents or those who fall ill immediately after arrival.
