Andorra is developing a national digital identity system (ANDA — Andorran National Digital Administration). The physical residence card (permís de residència) serves as the primary identity document for residents. A digital identity pilot was launched in 2024 with full rollout expected 2025–2026 for e-government service access.
How to get it: Physical residence card issued by the Servei d'Immigració upon approval of residency application. Digital ANDA credential: register at govern.ad/tramits once the digital identity system is fully operational. Until then, most e-government services use username/password login via govern.ad.

https://www.govern.adAndorra's e-government infrastructure is actively modernising (2024–2026 Digital Andorra programme). Many services still require in-person visits — the in-person requirement is more common than in larger EU countries. Appointments can often be pre-booked online. Government websites are primarily in Catalan with Spanish available for most key services.

Getting an Andorran SIM card (Andorra Telecom) is recommended for residents — local calls and data are cheaper than roaming.
