How to properly exit — protecting your finances, rights and records.
📅 General Timeline
Recommended departure timeline for an organised exit from Andorra: 3 months before departure: File notice with landlord (if renting); notify employer (Andorran labour law requires 15–45 days notice for employees, depending on seniority); inform CASS of departure date. 2 months before departure: Begin shipping/removal logistics — no international airport in Andorra; removal trucks must use the Spain or France border crossings. Book cross-border removal vehicle. Handle vehicle: sell, export, or deregister your Andorran-plated vehicle (re-registration in destination country). 1 month before departure: File a final partial-year IRPF return or advise your gestor of departure date for them to prepare. Close or hand over Andorran business if applicable (IGI final returns, Registre de Comerç deregistration). Notify children's school of final date. Cancel subscriptions and services. 2 weeks before departure: Notify Andorra Telecom for contract termination. Take meter readings. Confirm final bills. Arrange forwarding address for any remaining correspondence. Departure week: Return CASS card and residence card to Servei d'Immigració. Hand keys to landlord. Collect deposit. Close bank account (or confirm non-resident status). Request CASS contributions statement and tax clearance certificate. Post-departure (within 3 months): File final IRPF return if not already filed. Confirm CASS account is closed (log in to cass.ad from abroad). Notify your new country of tax residence of your Andorran departure date — critical for establishing tax residency in the new country from the correct date.
Deregistration
When leaving Andorra permanently, you must formally cancel your residency authorisation (autorització de residència) with the Servei d'Immigració. Submit a written cancellation request (sol·licitud de baixa de residència) at the Servei d'Immigració office, Andorra la Vella. Return your physical residence card (targeta de residència). There is no automatic deregistration — if you simply stop renewing your permit, you will technically be overstaying, which can affect future Andorran visa applications. Allow 2–4 weeks for processing. Also deregister from your parish Comú (padronal deregistration — baixa del padró). Comú deregistration affects local services (voting for resident foreigners if applicable, local tax obligations).
Tax clearance
File your final IRPF (personal income tax) return covering the period from 1 January to your departure date. IRPF filing deadline: 31 March (for the previous calendar year) — if you leave mid-year, a final partial-year return is required. Contact Tributació d'Andorra (tributacio.ad) to confirm your tax obligations are settled. Obtain a tax clearance certificate (certificat de no-deutor fiscal) if required — particularly important if you are selling property or closing a business before departure. IGI (VAT): if you operated a business, file and pay all pending IGI quarterly returns before deregistering the business. Outstanding tax debts can result in an exit ban or future Andorran entry complications. Capital gains consideration: if you are selling Andorran property or liquidating business assets on departure, capital gains tax at your applicable IRPF rate (0–10%) applies.
Pension portability
CASS (Caixa Andorrana de Seguretat Social) pension contributions are portable in principle. Andorra has bilateral social security agreements with Spain (1969), France (2002), and Portugal (2011) — these agreements allow contribution periods in Andorra to be aggregated with home country periods for pension eligibility calculations. Non-bilateral-agreement country nationals: CASS contributions accumulate in your individual account — the pension entitlement remains in Andorra and you must apply for it from abroad upon reaching retirement age. Request a CASS contributions statement (extracte de cotitzacions) before leaving. If you have fewer than the minimum contribution years for CASS pension, you may receive only a partial refund of contributions rather than a future pension — confirm with CASS. Important: transferring your CASS pension to another country's system is not possible in a lump-sum transfer — the entitlement stays in Andorra until you reach pension age.
Health insurance
CASS coverage ends on the date your employment contract terminates or your CASS registration is cancelled. For active residents: notify CASS of your departure date and they will close your coverage file. Return your CASS card. For the period between leaving Andorra and gaining new health coverage in your destination country, arrange private travel/expat health insurance to cover the gap. If you are moving to an EU country as an EU citizen: an EHIC or S1 form from your destination country can provide interim coverage. CASS dental and specialist coverage already has copayments — ensure you have alternative coverage from day 1 in your new location. CASS may owe you a refund if you have overpaid contributions in the partial month of departure — claim this proactively.
Bank account
Andorran bank accounts (Crèdit Andorrà, MoraBanc, Andbank) can technically be maintained from abroad as a non-resident, but Andorran banks are CRS-compliant and will automatically report your account details to your new country of tax residence. Some banks will ask non-resident customers to close accounts within 6–12 months of losing Andorran residency — check your bank's non-resident policy before leaving. Withdraw any direct debits and standing orders before leaving. Ensure final utility payments and rent deposits are settled. Close the account formally with written notice if required. If you have a mortgage with an Andorran bank, contact the mortgage department about your change in residency status — some mortgages require Andorran residency.
Utilities
FEDA (electricity) and COMÚ water services: give minimum 30 days notice of service termination. Request a final meter reading and receive your final bill — settle before leaving. Andorra Telecom SIM: cancel your Andorran Telecom contract in writing or at an Andorra Telecom shop. There are no long-term contracts for residential mobile in Andorra (month-to-month), so cancellation is straightforward. Broadband/fibre: terminate with 30 days notice; return any ADSL/fibre router equipment. Gas (if applicable): notify your supplier. TV subscriptions: cancel any local cable or IPTV subscriptions. Pro tip: take meter readings and photograph them on your final day as proof.
Rental contract
Andorran residential lease agreements typically require 30–60 days written notice to vacate (notificació de baixa). Check your specific contracte d'arrendament for the notice period. Give notice in writing (registered letter or burofax) to the landlord. Ensure the property is returned in the condition agreed in the inventory (inventari) — deductions from the deposit (dipòsit) can be contested at the Batllia d'Andorra if unfair. The landlord has 30 days after key return to refund the deposit or provide an itemised deduction list. Utility accounts in your name: ensure accounts are settled and transferred or closed before handing back keys. If subletting is prohibited by your lease, ensure you have vacated fully — Andorran landlords occasionally dispute deposit returns over unauthorised subletters.
