SOA — Servei d'Ocupació d'Andorra

Register at SOA offices (Carrer Dr. Vilanova, Andorra la Vella) with your Andorran residence permit, passport, and CV. Online registration is available at soa.ad. Registration is required for unemployment benefit eligibility and access to training programmes.

EU Citizens

EU/EEA citizens have significantly easier access to the Andorran labour market than non-EU nationals, but Andorra is NOT EU territory — freedom of movement does not automatically apply. EU/EEA nationals need a residency permit (active residency) but can apply without an employer-sponsored work authorisation in most cases. Preference is given to: (1) Andorran nationals, (2) EU/EEA residents already in Andorra, (3) frontaliers (cross-border workers), (4) other nationals. In practice, EU/EEA nationals can arrive, find a job, then register residency with the employer's contract.

Non-EU Citizens

Non-EU/EEA nationals need a work authorisation (autorització de treball) obtained by their employer from the Servei d'Immigració BEFORE starting work. The employer must prove the position cannot be filled by an Andorran national or existing resident. Annual quota systems apply in some sectors. Processing time: 4–8 weeks. Work authorisations are employer-specific — changing jobs requires a new authorisation. Popular routes: ski resort seasonal workers (UK, Latin America, Eastern Europe), financial services professionals, healthcare workers.

EU Blue Card

Andorra does not participate in the EU Blue Card system — no Blue Card equivalent exists. Highly skilled non-EU workers negotiate directly with employers who then apply for a specific work authorisation from the government. There is no separate "highly skilled worker" fast-track visa.

Freelancer Visa

Andorra allows self-employed (autònom) status for active residents. Non-EU autònom must apply to the Servei d'Immigració for a self-employment authorisation (autorització per compte propi), including a detailed business plan, evidence of professional qualifications, and proof of financial solvency. The business must be genuinely active in Andorra.

Typical hours 8–9 hours/day, 40 hours/week. Many businesses close 13:00–15:00 for lunch — a strict midday break is standard. Ski resort and tourism roles: shift patterns including weekends and public holidays.

Annual leave 30 calendar days (approximately 22 working days) — one of Europe's most generous. 2 weeks mandatory in summer. Additional public holidays: ~12 days.

Sick leave Paid from day 1 with CASS medical certificate. Employer covers first 3 days at full salary; CASS from day 4 at 80%.

Trial period Up to 6 months for skilled roles; 3 months standard; 1 month for unskilled/seasonal.

Notice period 15 days (under 5 years service); 30 days (5–10 years); 45 days (over 10 years). Applies to both employer and employee.

Salary range Minimum wage 2026: €1,525.33/month gross (~€18,304/year, per Decree 8/2026 effective January 1 — a 5.4% increase on 2025). Average salary by sector: Tourism/hospitality: €1,500–2,200/month; Retail: €1,500–1,900/month; Finance: €2,500–5,000/month; Healthcare: €2,000–4,500/month; IT/Tech: €2,500–5,000/month; Management: €3,000–7,000+/month. Net salary after CASS (6.5%) and IRPF (0–10%): significantly higher take-home than equivalent Spanish or French salaries.

Pay frequency Monthly (on the last working day of the month). Some tourism employers pay bi-monthly for seasonal roles.
