Andorra's social security system is administered by CASS (Caixa Andorrana de Seguretat Social — Andorran Social Security Fund). CASS provides healthcare coverage, work accident insurance, maternity/paternity benefits, disability benefits, unemployment assistance, and a state pension system. All employed workers and self-employed autònom are mandatory contributors. Passive residents may enrol voluntarily. CASS contributions are split between employee (6.5%) and employer (15.5%), totalling 22% of gross salary. The system is financially stable and has been progressively modernised since the 2000s. Andorra has bilateral social security agreements with Spain (1969), France, and Portugal.

Covers 100% of medical costs and provides income replacement for work-related accidents and occupational diseases. Common in Andorra's ski resort and construction sectors.
All employed workers. Autònom must elect this coverage separately.
Automatic for employees. Report work accidents to CASS within 24 hours via employer.
Maternity Benefit (Prestació de Maternitat)

Income replacement during maternity leave. Mothers receive 100% of their salary equivalent for 16 weeks (4 weeks mandatory prenatal + 12 weeks postnatal). Additional weeks possible for multiple births or complications.

Income support for workers who involuntarily lose their job. Duration: 6–12 months depending on contribution history. Note: significantly less generous than EU neighbours — Andorra has very low unemployment (typically under 3%).
Employees with minimum 12 months of CASS contributions in the past 18 months. Must be actively seeking employment. Voluntary resignation does not qualify.
Register with SAAS employment service (Servei d'Ocupació d'Andorra) within 15 days of job loss. CASS processes benefit payments upon SOA confirmation.
State Pension (Jubilació)

Monthly state pension from retirement age based on contribution years and average salary. Andorra's retirement age is 65 for full pension; early retirement possible from 60 with reduced benefit.
Minimum 15 years of CASS contributions required for partial pension; 40 years for full pension. Retirement age: 65.
Apply to CASS at least 3 months before planned retirement date. Bring employment history, CASS contribution records, and identity documents.

Monthly payment for families with dependent children. Andorra's family benefit system is less generous than France or Spain — primarily a CASS-based contribution rather than a state supplement.

Contribution Overview
CASS contributions in 2026: Employees: 6.5% of gross salary (employee share) + 15.5% employer contribution = 22% total. Self-employed autònom: 22% of declared net professional income. Contribution ceiling (base màxima de cotització): approximately €4,000/month gross in 2026 — above this cap, no additional CASS is charged. Minimum contribution base: approximately €1,100/month. Passive residents (voluntary): flat monthly contribution assessed by CASS (~€350–700/month depending on elected base). Contributions are deductible for IRPF (personal income tax) purposes.
International Social Security Agreements
Andorra has bilateral social security totalization agreements with: Spain (1969 — allows combining contribution years), France (2002), and Portugal (2011). These agreements allow contribution periods in each country to be added together when assessing pension eligibility. Critical for expats who have worked in multiple countries: Spanish years + Andorran years + French years can all count toward the minimum contribution requirements in each country. No totalization agreement with the UK, USA, or most non-Iberian countries — expats from these countries may need to contribute separately to their home country pension scheme (e.g., UK voluntary National Insurance contributions).
Andorra's social security system provides strong core coverage (healthcare, maternity, accidents) but is less comprehensive than larger EU states in terms of unemployment benefits and pension amounts. The low tax burden (CASS contributions ~6.5% employee) compensates for the more limited safety net. Expats from countries with robust state pensions should consider topping up with private pension savings given Andorra's 40-year minimum for a full state pension. CASS contributions made in Andorra DO count toward Spanish pension totalization for most residents.
