Andorra (AD)
Andorra is a tiny parliamentary co-principality nestled in the Pyrenees mountains between France and Spain, governed jointly by the French President and the Bishop of Urgell.
Insurance Guide
Which insurances you actually need in Andorra, prioritised.
Andorra has a relatively straightforward insurance landscape. CASS (social security health insurance) is mandatory for all residents and workers. Beyond CASS, private insurance products fill the gaps. The most essential add-ons are: complementary health insurance (covers the 20–25% CASS co-payment), personal liability insurance, and home contents insurance. Andorra's mountain environment creates unique insurance needs: ski accident coverage and mountain rescue insurance are particularly important. Vehicle insurance follows EU-comparable standards (third-party liability mandatory). Life and disability insurance markets are served by Spanish and French insurers with Andorran licences.
Legally Mandatory
- - CASS (Caixa Andorrana de Seguretat Social) — mandatory for all employed workers and self-employed. Covers healthcare, accidents, and disability.
- - Third-party vehicle liability insurance (assegurança de responsabilitat civil de vehicles — RC automòbils) — mandatory for all vehicles driven in Andorra.
Complementary Health Insurance (Assegurança Complementària de Salut)
Covers the 20–25% CASS co-payment for medical visits, specialist consultations, hospital stays, and prescriptions. Also covers dental implants, optical care, and private hospital room upgrades not covered by CASS.
Who needs it: All CASS members — the co-payment is significant, especially for families with children or frequent medical users. Nearly universal among Andorran residents.
Annual cost: €720–2,160/year (€60–180/month) for individual. Family plans: €1,800–4,200/year.
Check if your employer provides a group complementary plan — very common in Andorran companies as part of the salary package.
Personal Liability Insurance (Assegurança de Responsabilitat Civil)
Covers damage you accidentally cause to third parties — broken property, injuries to others, accidental damage in rented accommodation.
Who needs it: All residents. Particularly important for families with children, dog owners, and anyone renting accommodation.
Annual cost: €80–150/year
Often bundled with home contents insurance. Extremely affordable and covers potentially catastrophic liability.
Home Contents Insurance (Assegurança de Llar)
Covers personal belongings inside your apartment or house against theft, fire, water damage, and other named risks.
Who needs it: All renters and homeowners. Many Andorran landlords require proof of home insurance from tenants.
Annual cost: €150–400/year depending on apartment size and contents value
Mountain home risks: burst pipes and water damage from snow melt are common — ensure your policy covers these. Check if ski equipment stored at home is covered.
Vehicle Insurance (Assegurança d'Automòbil)
Third-party liability mandatory. Comprehensive (tot risc) and partial coverage (tercers ampliada) available. Andorran vehicles registered with MC-prefix plates.
Who needs it: All vehicle owners in Andorra. Third-party liability (RC) mandatory by law.
Annual cost: €400–1,200/year for standard vehicles. High-performance vehicles: €1,500–4,000+.
Mountain road conditions add risk — comprehensive coverage strongly recommended. Winter road risks (ice, snow) covered under standard comprehensive policies.
Professional Liability Insurance (Responsabilitat Civil Professional)
Covers claims arising from professional errors or negligence in your work. Mandatory for many regulated professions in Andorra.
Who needs it: Lawyers, doctors, architects, accountants, financial advisers, engineers, and other professional service providers.
Annual cost: €500–5,000/year depending on profession and turnover
Required for licensing by Andorran professional bodies. Confirm with your relevant Col·legi Professional.
Ski Accident and Mountain Rescue Insurance
Covers medical costs from skiing/snowboarding injuries and the cost of mountain rescue (helicopter rescue from slopes can cost €2,000–10,000+). Also covers off-piste search and rescue.
Who needs it: All skiers and snowboarders, especially those skiing regularly or off-piste. Grandvalira resort rescue costs are charged — not covered by standard CASS.
Annual cost: €50–150/year for a ski season policy. Daily cover available.
A helicopter mountain rescue in Andorra costs the rescue service €2,000–10,000 — the Andorran government charges users for rescue costs in cases of gross negligence or off-piste use without proper equipment. Standard CASS covers medical treatment but NOT rescue transport costs.
Life Insurance (Assegurança de Vida)
Pays a lump sum to named beneficiaries on death. Also available with total permanent disability rider.
Who needs it: Employed residents with dependants, mortgage holders, and business partners. Important for passive residents whose family depend on their income.
Annual cost: €200–800/year for a €250,000–500,000 policy (age and health dependent)
Andorra has NO inheritance tax for direct heirs — life insurance proceeds pass to beneficiaries free of tax.
Private Pension / Savings Plan (Pla de Pensions Privat)
Voluntary private pension savings to supplement the CASS state pension. Structured as an insurance savings product (assegurança d'estalvi) or investment fund.
Who needs it: All working residents — Andorra's state pension requires 40 years of contributions for a full pension. Expats who spend only part of their career in Andorra need private savings.
Annual cost: Variable — typically 1–3% annual management fee on assets
No specific Andorran pension vehicle with tax incentives equivalent to Germany's Riester-Rente or UK's ISA — however the zero wealth tax and 10% income tax cap make Andorra attractive for investment savings generally.
Travel Insurance (Assegurança de Viatge)
Covers medical expenses, evacuation, cancellation, and lost luggage for travel outside Andorra. CASS does NOT cover medical costs abroad (except under bilateral agreements with Spain and France).
Who needs it: All Andorran residents travelling outside Andorra — especially important since EHIC is not valid and CASS coverage is limited outside Andorra's borders.
Annual cost: €100–300/year for annual multi-trip policy
Annual multi-trip policies are most economical for frequent travellers. Confirm whether your policy covers skiing activities if travelling to ski resorts in France or Spain.
Comparison sites
Bundle home insurance + personal liability for a significant discount (often 20–30% off combined).
CASS complementary insurance from your employer's group plan is usually cheaper than individual purchase — ask HR before taking out individual cover.
Vehicle insurance: bring your no-claims discount documentation from your home country — Andorran insurers often honour foreign no-claims history.
Mountain rescue insurance is not just for off-piste skiers — on-piste accidents at Grandvalira generating helicopter evacuations can incur rescue fees.
Andorra's low tax rate means investment-linked insurance products (unit-linked, endowment policies) are competitive vs equivalent EU products.
For international expats: combining CASS + Cigna/BUPA international policy gives the most comprehensive global coverage including Andorra.
