Permanent Residency
Name
KITAP (Kartu Izin Tinggal Tetap)
Eligibility
Foreigners who have held KITAS continuously for 5 years. Spousal KITAP available for foreigners married to Indonesian citizens after 2 continuous years of KITAS. Ex-Indonesian citizens who renounced citizenship may apply through a simplified process.
Duration
5 years, renewable indefinitely
Requirements
- ✓Minimum 5 consecutive years of KITAS (any valid category)
- ✓Clean immigration record — no overstays, no violations, no deportation history
- ✓Basic Indonesian language ability demonstrated (UKBI test or interview with immigration officer)
- ✓Evidence of social integration (community participation, local relationships)
- ✓Valid SKCK (police clearance certificate)
- ✓Sponsor letter (employer, Indonesian family member, or guarantor)
- ✓Valid passport
- ✓Recent photographs
- ✓Completed application form (Formulir Permohonan KITAP)
KITAP is the closest Indonesia offers to permanent residence — it does not grant citizenship rights (no voting, no Indonesian passport). Holder can change employers without cancelling the permit. Annual reporting obligation continues. Spouse of KITAP holder may apply for dependent KITAP. Loss of KITAP: criminal conviction, violation of immigration law, or prolonged absence from Indonesia (more than 6 consecutive months without prior approval can jeopardise KITAP validity). Renewal every 5 years: straightforward if requirements maintained.

Citizenship
Name
Indonesian Citizenship (Kewarganegaraan Indonesia)
Eligibility
Naturalisation: Foreigners who have legally resided in Indonesia for at least 5 continuous years OR 10 non-continuous years; OR who have married an Indonesian citizen for 5+ years of continuous legal residence. Presidential discretion citizenship available for distinguished persons (sportspeople, scientists, artists) with 1+ year legal residence.
Duration
Permanent (until voluntarily renounced or revoked)
Requirements
- ✓Minimum 5 years continuous legal residence OR 10 years non-continuous
- ✓Age 18+ (or legally married)
- ✓Good health
- ✓Indonesian language proficiency (oral and written)
- ✓Knowledge of Indonesian history and constitution (Pancasila)
- ✓Never convicted of criminal offence with 5+ year prison sentence
- ✓Renounce previous citizenship(s) — Indonesia does NOT permit dual citizenship for adults
- ✓Oath of allegiance to Indonesia
- ✓Application filed at Ministry of Law and Human Rights (Kemenkumham)
Indonesian citizenship requires renouncing all other nationalities — this is strictly enforced under UU No. 12/2006. Indonesia does NOT allow dual citizenship for naturalised adults. Children born abroad to at least one Indonesian parent may hold dual citizenship until age 21 (they have the period from age 18 to 21 to make a formal election — the draft bill would extend this to 26 but is not yet law). The citizenship process can take 1–3 years from application to approval. Citizenship by investment does not exist in Indonesia. Practically speaking, very few expats pursue Indonesian citizenship due to the dual citizenship prohibition. November 2025: Indonesia launched the Global Citizenship Indonesia (GCI) scheme for foreign passport holders who were previously Indonesian citizens and their immediate family — a limited programme, not equivalent to full citizenship reinstatement.
Other Routes to Residency & Citizenship
Spousal Naturalisation
Eligibility
Foreign spouse of Indonesian citizen with minimum 5 years of marriage and continuous legal residence
Duration / Outcome
Permanent citizenship
Requirements
- ✓Marriage certificate with Indonesian citizen
- ✓5+ years of marriage and cohabitation in Indonesia
- ✓Continuous legal residence throughout marriage period
- ✓Indonesian language proficiency
- ✓Renunciation of previous citizenship(s)
- ✓Good moral character
This is the most common naturalisation pathway for expats. The foreign spouse must have maintained valid KITAS throughout the marriage period. Note: marriage must be legally registered in Indonesia — foreign marriages must be registered at local Civil Registry (Dukcapil).
Citizenship for Distinguished Persons
Eligibility
Foreign nationals who have made exceptional contributions to Indonesia in sports, arts, science, or technology
Duration / Outcome
Permanent citizenship
Requirements
- ✓Demonstrated exceptional service to Indonesia
- ✓Minimum 1 year legal residence in Indonesia
- ✓Presidential recommendation
- ✓Approval by Indonesian parliament (DPR)
- ✓Renunciation of previous nationality
Rarely used — granted to world-class athletes representing Indonesia, Nobel laureates, and similar. Not a practical pathway for most expats.
🌍 Dual Citizenship
✕
Dual citizenship is not allowed — Indonesia explicitly prohibits dual citizenship for adults under Law No. 12/2006 on Indonesian Citizenship. Naturalised Indonesians who retain a foreign passport risk having their Indonesian citizenship revoked. Exception: children born with dual heritage (one Indonesian parent, one foreign parent) may hold dual citizenship until age 21, at which point they must formally elect one citizenship. A draft bill under consideration as of 2026 would extend this to age 26 and introduce a "strategic dual citizenship" category for high-value professionals — this had not been passed into law as of mid-2026. Indonesian citizens who acquire foreign citizenship through marriage or naturalisation abroad may lose their Indonesian citizenship unless they officially retain it within one year.
