Insurance Guide
Which insurances you actually need in Indonesia, prioritised.
Indonesia requires BPJS Kesehatan (health) and BPJS Ketenagakerjaan (employment) for all formal workers. Beyond these mandated programs, expats should prioritise international health insurance with evacuation cover, vehicle insurance, and personal liability. The private insurance market is regulated by OJK (Otoritas Jasa Keuangan — Financial Services Authority). International insurers operating in Indonesia include AXA Mandiri, Prudential, Allianz, AIA, and Cigna. For truly international coverage, offshore plans from Pacific Cross, Cigna Global, and BUPA Global are preferred by most expats.
Legally Mandatory
- - BPJS Kesehatan (JKN) — mandatory health insurance for all KITAS holders and formal workers
- - BPJS Ketenagakerjaan (JHT, JP, JKK, JKM) — mandatory employment social security for formally employed KITAS holders
- - Third-party vehicle liability insurance (TPL/Asuransi Jasa Raharja) — included in vehicle tax (STNK); mandatory for all registered vehicles
International Health Insurance
Comprehensive medical coverage including private hospital access, specialist consultations, surgery, hospitalisation, dental, optical, maternity, and medical evacuation to Singapore or home country.
Who needs it: All KITAS holders — essential given BPJS limitations and the critical need for medical evacuation access
Annual cost: Rp10,000,000–36,000,000/year per person (mid-range international plan); higher for executive plans with full dental and maternity
Ensure plan includes: medical evacuation (minimum USD 500,000 coverage), repatriation of remains, emergency dental, and no Indonesia exclusion. Compare at expatriate insurance brokers (Pacific Prime, William Russell). Employer-provided international health insurance is standard at multinationals — confirm coverage before purchasing separately.
Medical Evacuation (MedEvac) Insurance
Dedicated air ambulance and medical evacuation coverage from Indonesia to Singapore, Australia, or home country in case of life-threatening emergency beyond local hospital capability.
Who needs it: Anyone living or travelling outside Jakarta/Bali, and anyone in Bali/Jakarta without international health insurance
Annual cost: USD 300–600/year (standalone MedEvac plan). Often included in comprehensive international health insurance.
Air evacuation from Bali to Singapore costs USD 15,000–50,000. From Lombok or Flores: USD 30,000–80,000. From Papua: USD 50,000–150,000. This is why MedEvac insurance is not optional in Indonesia.
Vehicle Insurance (Asuransi Kendaraan)
Covers theft, damage (comprehensive/TLO — Total Loss Only), and third-party liability for cars and motorcycles.
Who needs it: Anyone owning or driving a car or motorcycle in Indonesia
Annual cost: Comprehensive (All Risk): 1.5–3.5% of vehicle value/year. TLO (Total Loss Only): 0.3–0.8% of vehicle value/year.
Jasa Raharja (third-party government scheme) provides basic TPL for road accident victims — funded by vehicle tax. This covers victims of accidents; not sufficient protection for your own vehicle. Comprehensive insurance highly recommended for expats driving in Indonesian traffic conditions.
Personal Accident Insurance
Pays lump sum or daily benefit for accidental death, permanent disability, and medical costs from accidents. Critical for motorcycle riders in Bali.
Who needs it: All expats — motorcycle accidents are the leading cause of expat injury in Bali
Annual cost: Rp500,000–3,000,000/year depending on coverage level
BPJS Ketenagakerjaan JKK covers work accidents only. Personal accident insurance covers off-work accidents. Motorcycle accident insurance specifically valuable for Bali/Lombok expats.
Travel Insurance (for frequent flyers)
Covers flight cancellations, baggage loss, emergency medical on trips outside Indonesia, and travel disruption.
Who needs it: KITAS holders who travel internationally regularly or digital nomads between countries
Annual cost: Annual multi-trip plan: USD 200–500/year. Single trip: USD 50–150/trip.
Verify that your international health insurance covers emergency medical while traveling — many international health plans do. If so, a basic travel disruption plan (flight, baggage) may suffice rather than full medical travel insurance.
Home Contents Insurance
Covers theft, fire, flood damage, and loss of personal belongings in rented accommodation.
Who needs it: Expats renting furnished apartments in Jakarta or villas in Bali with significant personal property
Annual cost: Rp500,000–3,000,000/year depending on coverage value
Jakarta flooding (banjir) and Bali petty theft make contents insurance worth considering. Most landlords hold building structure insurance but not contents. Valuable electronics, jewellery, and sporting equipment should be specifically scheduled on the policy.
Life Insurance (Asuransi Jiwa)
Death benefit payable to beneficiaries. Term life or whole life options available through Indonesian insurers.
Who needs it: Expats with dependents or financial obligations in Indonesia or home country
Annual cost: Term life: Rp2,000,000–15,000,000/year depending on coverage and age. Whole life: higher premiums with savings component.
Consider whether home-country life insurance policy extends internationally. Many do — verify before purchasing additional coverage. BPJS Ketenagakerjaan JKM provides death benefit of Rp42 million — modest but automatic for employed workers.
Directors and Officers (D&O) / Business Liability
Protects company directors and officers of PT PMA from personal liability in business decisions.
Who needs it: Directors and commissioners of PT PMA companies operating in Indonesia
Annual cost: USD 3,000–15,000/year depending on company size and industry
Indonesia's complex regulatory environment increases D&O risk for PT PMA directors. Mandatory in some industries. Consult with Indonesian legal counsel on appropriate coverage.
Comparison sites
Never leave Indonesia without international health insurance — medical emergencies can cost USD 50,000–200,000 without coverage
Medical evacuation from Bali to Singapore is a real scenario expats face — ensure your plan includes this
BPJS Kesehatan is valuable for routine care but has queues, limited specialist access without referral, and does not cover private hospitals directly
International health insurers with direct billing arrangements at RS Pondok Indah, Siloam, and BIMC save enormous hassle at hospital admission
Purchase insurance before arriving in Indonesia — some providers exclude pre-existing conditions or apply waiting periods for new enrollees
