Foreign qualification recognition in Indonesia is a complex multi-agency process. Academic degrees must be evaluated (ekuivalensi/penyetaraan) by Kemendikbud-Ristek (Ministry of Education, Culture, Research, and Technology) or LPDP. Professional licences are handled by relevant professional regulatory bodies (IDI for doctors, IKATAN AKUNTAN INDONESIA for accountants, etc.). For foreign workers: the RPTKA/IMTA process requires submitting degree verification to Kemnaker. Indonesia has no single central credential evaluation body — the system varies by profession and purpose.
Regulated Professions
Process: Step 1: Obtain apostille on original qualifications from issuing country. Step 2: Commission sworn Indonesian translation (Penerjemah Tersumpah). Step 3: Submit to Kemendikbud-Ristek for academic equivalency assessment (penyetaraan ijazah). Step 4: Submit to relevant professional body with equivalency certificate. Step 5: Sit any required adaptation or competency exam (Indonesian professional examinations). Step 6: Apply for Indonesian professional licence (STR — Surat Tanda Registrasi for healthcare professionals). Note: Many licensed professions de facto require Indonesian citizenship.
Authority: Primary academic equivalency: Kemendikbud-Ristek (kemdikbud.go.id). KITAS work permit: Kemnaker (kemnaker.go.id). Medical: Konsil Kedokteran Indonesia (kki.go.id). Financial: OJK (ojk.go.id). Legal: PERADI.
Timeline: 3–12 months for full professional recognition depending on profession. Academic equivalency alone: 2–4 months. Professional licence application: additional 2–6 months after academic equivalency.
Cost: Academic equivalency (Kemendikbud): Rp500,000–2,000,000. Professional body registration: Rp500,000–5,000,000. Sworn translation: Rp200,000–500,000/page. Professional examination: Rp1,000,000–5,000,000.
Academic Degrees
Authority: Direktorat Pendidikan Tinggi, Kemendikbud-Ristek (Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi)
Process: Submit: apostilled original degree certificate + transcript, sworn Indonesian translation, passport copy, and completed application form. Application via Kemendikbud portal (kemdikbud.go.id/layanan/penyetaraan-ijazah-luar-negeri). Assessment evaluates against KKNI (Kerangka Kualifikasi Nasional Indonesia — Indonesian National Qualification Framework). Online application portal available for most countries.
Equivalency service: Penyetaraan Ijazah Luar Negeri (Foreign Degree Equivalency Service) — processed by Direktorat Jenderal Pendidikan Tinggi, Riset, dan Teknologi. Online system available at ijazahluarnegeri.kemdikbud.go.id. Result: official letter (surat penyetaraan) stating Indonesian equivalent level.
Document Rules
Apostille: Indonesia joined the Hague Apostille Convention on 4 June 2022. Indonesian documents for use abroad are apostilled by the Ministry of Law and Human Rights (Kementerian Hukum dan Hak Asasi Manusia). Foreign official documents (degrees, birth certificates, police clearances) from Hague Convention member countries bearing a valid apostille are accepted in Indonesia without further legalisation.
Legalisation: For documents from non-Hague Convention countries: full legalisation required — authentication by the issuing country's Ministry of Foreign Affairs, then Indonesian embassy/consulate legalisation. For government submissions, additional endorsement by Indonesian authorities may be required.
Sworn translation: All foreign-language documents must be translated into Bahasa Indonesia by a sworn translator (Penerjemah Tersumpah) registered at the nearest Indonesian court (terdaftar di pengadilan). Find at HPI (Himpunan Penerjemah Indonesia — hpi.or.id). Translation must carry sworn translator stamp and court registration number. Cost: Rp200,000–500,000/page.

Typical Timelines
Doctor (GP): minimum 1–2 years including Indonesian medical registration exam (UKMPPD equivalent for foreign graduates). Specialist: additional 2–4 years. Accountant (CPA equivalent): 6–12 months. Engineer: 3–6 months. Financial analyst (CFA): immediate international recognition, OJK licence separate (3–6 months). Teacher: 3–6 months academic equivalency + certification process.
In practice, most foreign professionals working in Indonesia operate under the RPTKA/IMTA work permit system which requires degree verification but does not require full Indonesian professional licensing for most non-healthcare roles. The Indonesian professional licence requirement mainly affects those wishing to practice independently (open their own clinic, law firm, etc.). For employed KITAS holders: the RPTKA process requires: submitting apostilled degrees to Kemnaker as part of the work permit application, which verifies the degree matches the stated position.
