2026 brings significant changes for residents and expats in Portugal: the minimum wage increases to €920/month (14 payments; €1,020 is the 2028 roadmap target), IRS brackets are revised upward, the IFICI tax regime (successor to NHR) continues with 10% flat tax on foreign-source income for new qualifying registrants, Mais Habitação housing measures continue with ZPU rent controls in Lisbon and Porto, AIMA (the body that replaced SEF in 2023) continues to operate with appointment backlog improvements, and the SNS healthcare system receives additional funding from the new OE 2026 budget. Retirement age increases to 66 years and 9 months. The national plastic/glass deposit return system (DRS) continues its phased rollout.
