Social Security in Portugal
Benefits, contributions, and how the system works for expats.
Portugal's social security system (Segurança Social) is managed by the Instituto de Segurança Social (ISS) and funded through mandatory contributions from employees and employers. Employees contribute 11% of gross salary; employers contribute 23.75%. Self-employed workers (trabalhadores independentes/Recibo Verde) contribute on a sliding scale based on relevant income. The system provides: unemployment benefit (subsídio de desemprego), sickness benefit (subsídio de doença), parental leave (licença parental), family allowances (abono de família), disability benefits, and old-age pensions (pensão de velhice). EU nationals benefit from social security coordination under EU Regulation 883/2004. Non-EU nationals with legal residency access most benefits after qualifying contribution periods.
NISS
Número de Identificação de Segurança Social
Apply at any Segurança Social office (Centro Distrital de Segurança Social) in person, or online at seg-social.pt if you already have a Chave Móvel Digital. Documents required: valid ID (passport or Cartão de Cidadão), NIF, proof of address in Portugal (declaração de morada — from Junta de Freguesia or rental contract), and employment contract (for employed persons) or registration as trabalhador independente (for self-employed). The NISS is issued immediately or within a few days. EU citizens registering as residents can obtain NISS alongside their Certificado de Registo. Non-EU nationals need their Autorização de Residência from AIMA first.

Unemployment Benefit
Subsídio de Desemprego
Monthly payment replacing salary for workers who have lost employment involuntarily (despedimento — with cause or collective redundancy, end of fixed-term contract). Not available for voluntary resignation (demissão) except under specific conditions (change of domicílio forced by employer, substantial alteration of working conditions).
Must have made at least 360 days of contributions in the 24 calendar months before unemployment. Actively seeking work — registered with IEFP (employment centre). Available for employment. Not receiving other social benefits incompatible with unemployment benefit.
Apply within 90 days of end of employment at IEFP (Instituto do Emprego e Formação Profissional). Apply in person at local IEFP centro de emprego or online at iefponline.iefp.pt. Submit: termination document (carta de despedimento or term of fixed-term contract), last 3 pay slips, declaration of bank account (IBAN).
Sickness Benefit
Subsídio de Doença
Payment replacing salary during periods of incapacity for work due to illness. The employer pays full salary for the first 3 days; from day 4 onwards Segurança Social pays the subsídio de doença.
Must have made at least 6 calendar months of contributions (not necessarily consecutive). Medical certificate (baixa médica or certificado de incapacidade temporária — CIT) required from day 1; issued by GP or SNS doctor via the Portal das Finanças/SNS system. CIT is submitted electronically by the doctor and processed automatically by Segurança Social.
Automatic — the doctor submits the CIT electronically. Check status on Segurança Social Direta portal. First 3 days: employer pays. If employer does not pay, apply to Segurança Social.
Parental Leave Benefit
Subsídio de Licença Parental
Payment replacing salary during maternity, paternity, and shared parental leave. See familyRights for full detail. Initial parental leave (licença parental inicial) is the primary benefit — 120 or 150 days (shared bonus).
At least 6 months of contributions in the 12 calendar months before leave. Employment must be active at time of birth/adoption.
Apply at Segurança Social Direta (seg-social.pt) or at Centro Distrital before or at start of leave. Attach: birth certificate, employment document, declaration from employer.
Family Allowance
Abono de Família
Monthly allowance for families with children under 16 (or under 24 if in full-time education). Means-tested — amounts vary by income bracket (escalão) and number of children.
Resident in Portugal with legal status. Household income below threshold (escalão 5 threshold: approximately €19,000 gross/year for 2-person household). Child must be in compulsory education if over 6.
Apply at Segurança Social Direta (seg-social.pt) or in person at Centro Distrital. Documents: child's birth certificate, NIF/NISS for all family members, proof of schooling (if applicable), income declaration.
Social Integration Income
Rendimento Social de Inserção (RSI)
Last-resort minimum income benefit for individuals and families in severe economic hardship. Accompanied by a social insertion plan (programa de inserção) — recipients must commit to actions aimed at improving their situation (job training, employment seeking, community participation).
Portuguese nationals, EU nationals with legal residence, non-EU nationals with legal residence (minimum 1 year). Over 18 years old (or head of household). Income and assets below threshold. Must reside in Portugal for at least 6 consecutive months before applying.
Apply at Centro Distrital de Segurança Social in person or via seg-social.pt. Extensive documentation required. Social worker assigned to assess and monitor insertion plan.
Solidarity Supplement for the Elderly
Complemento Solidário para Idosos (CSI)
Means-tested supplement for elderly persons receiving low pensions. Ensures minimum income for persons over 65 receiving state or social pension below the guaranteed minimum.
Age 65+. Legal resident in Portugal for at least 6 years in the last 10. Income and assets below CSI threshold.
Apply at Centro Distrital de Segurança Social or at Junta de Freguesia with assistance.
Disability Benefit
Pensão de Invalidez / Subsídio por Incapacidade
Long-term benefit for workers with permanent and total disability for work following a period of sickness/injury. Assessed by Junta Médica (medical panel) commissioned by Segurança Social.
Permanent total disability for current occupation OR for all occupations (more generous benefit). Minimum 3 years (36 months) of contributions. Medical assessment by Junta Médica.
Automatic transition from subsídio de doença after 1,095 days or upon medical assessment of permanent incapacity. Also applies following workplace accident (acidente de trabalho — handled by employer's insurance).
Contribution Overview
Employees (trabalhadores por conta de outrem): 11% employee + 23.75% employer = 34.75% total on gross salary. Self-employed (trabalhadores independentes — Recibo Verde): contribution rate 21.4% on 70% of monthly gross income (regime simplificado) or actual income. Minimum monthly contribution base: €20.36 (2026). Minimum effective monthly SS payment for self-employed: approximately €96/month. ENI (Empresário em Nome Individual) rate: same as trabalhadores independentes. Sole traders with turnover below IAS × 2.5 may qualify for reduced contributions. All payments to Segurança Social due by the 20th of the following month.
International Social Security Agreements
Portugal has bilateral social security agreements with: Brazil (1967, updated), Cape Verde, Mozambique, Angola, Tunisia, Morocco, Ukraine, USA, Canada, Australia, Switzerland, and Japan, among others. These agreements prevent double social security contributions and allow accumulation of periods for benefit entitlement. EU Regulation 883/2004 applies for all EU/EEA countries — this means contributions in any EU country count towards Portuguese benefit eligibility. Non-EU expats must obtain NISS within days of starting work in Portugal — employer cannot legally process the employment contract without it. Self-employed workers must register as trabalhador independente at AT (for Recibo Verde) AND separately with Segurança Social (at a Centro Distrital or seg-social.pt) within 30 days of starting activity. Failure to register and contribute as self-employed results in penalties and loss of entitlement to social security benefits including unemployment protection. Segurança Social Direta (seg-social.pt) portal allows: view contribution history, apply for benefits, update contact details, download contribution declarations for IRS and bank purposes.
