Permanent Residence Permit
Eligibility
Non-EU nationals who have held a valid Autorização de Residência Temporária (Temporary Residence Permit) in Portugal for at least 5 continuous years.
Duration
Permanent — renewed every 5 years (document renewal only; status is permanent).
Requirements
- ✓Minimum 5 years of legal, continuous residence in Portugal
- ✓No absence from Portugal exceeding 6 consecutive months (or 10 months total in 5 years)
- ✓Minimum A2 level Portuguese language (or equivalent — certificate from a recognised test)
- ✓Clean criminal record (no convictions in Portugal or country of origin in the previous 3 years)
- ✓Proof of accommodation
- ✓Proof of sufficient means (employment, pension, or passive income)
EU citizens do not need a Permanent Residence Permit — they automatically acquire the right of permanent residence after 5 years of continuous legal residence in Portugal. Application via AIMA (aima.gov.pt). A2 Portuguese required. Important: under the new nationality law (May 2026), the residency clock for citizenship runs from the date the residence title is OBTAINED (not from the date of application — reversing a 2024 change).

Portuguese Citizenship by Naturalisation
Eligibility
Under the new Portuguese Nationality Law (effective 19 May 2026): non-EU nationals require 10 years of legal residence (raised from 5 years). CPLP nationals (Brazilians, Angolans, Mozambicans, Cape Verdeans, São Tomé, Guinea-Bissau, Equatorial Guinea, East Timor) require 7 years (raised from 5 years — previously 3 years under older rules). EU citizens: 5 years (unchanged). Spouses/partners of Portuguese citizens: 3 years of marriage/partnership. Pending applications submitted before 19 May 2026 continue to be assessed under the old 5-year rule.

Application at Conservatória do Registo Civil or IRN (Instituto dos Registos e do Notariado). Processing: 1–3 years typically (backlog). Portuguese citizenship is one of the most valuable in the world — gives visa-free access to 186+ countries, full EU rights to work and live across 27 EU member states, and highly regarded passport. Portugal recognises dual citizenship — you do not need to renounce your original nationality.
Other Routes to Residency & Citizenship
Citizenship by Birth in Portugal (Jus Soli)
Eligibility
Children born in Portugal to non-Portuguese parents who have lived legally in Portugal for at least 2 years at time of birth. Also: children of foreigners who were born in Portugal if at least one parent was born in Portugal or has lived there for 5+ years.

Portugal significantly liberalised jus soli rules in 2020 — children of foreigners with 2+ years legal residence in Portugal at time of birth acquire citizenship. This is a major attraction for families intending to settle long-term.
Sephardic Jewish Heritage Citizenship — CLOSED
Eligibility
PROGRAMME CLOSED: The special Sephardic Jewish heritage citizenship route (established 2015, last amended 2022) was permanently terminated by a new Portuguese Nationality Law enacted in May 2026. The Jewish Community of Lisbon stopped accepting new applications from 4 May 2026. No new applications can be submitted under this route.

- ✓Applicants who submitted before the closure deadline should follow up with the Portuguese civil registry (IRN) or their immigration lawyer for status of pending applications
The Sephardic route was used by tens of thousands of applicants worldwide (particularly from Israel, USA, Brazil, and Latin America) between 2015 and 2026. Persons of Sephardic Portuguese-Jewish heritage who wish to obtain Portuguese citizenship must now pursue the standard naturalisation route, which requires 5 years of legal residence in Portugal (3 years for CPLP nationals or spouses of Portuguese citizens).

Children born to Portuguese parents abroad must be registered at a Portuguese consulate (Registo de Nascimento) within 1 year of birth. Portuguese citizenship passes by descent (jus sanguinis) without limit of generations if continuous registration is maintained.

Dual citizenship is allowed — Portugal explicitly allows dual (or multiple) citizenship since 1981. You do not need to renounce your original nationality to acquire Portuguese citizenship. This makes Portuguese naturalisation highly attractive for expats from countries that also permit dual citizenship (UK, USA, Canada, Australia, France, Germany, Brazil etc.). Note: your original country's law on dual citizenship also applies — some countries (e.g. former rules in some Gulf states, some Asian countries) may not recognise the other citizenship.
