📅 General Timeline
3–6 months before departure: research healthcare options at destination; check pension portability with Segurança Social; consult a cross-border tax adviser about departure-year IRS. 1–2 months before: give notice on rental or put property on market/rental management; arrange utilities cancellation; redirect mail via CTT; notify schools. On departure: file address change at AT (Portal das Finanças) to change domicílio fiscal; notify AIMA of departure if on residence permit; close or convert bank accounts. After departure: file final year IRS return (April–June following year); check AT for any remaining tax obligations on Portuguese-source income (rent, investments).
Deregistration
Notify AIMA of departure if you hold a non-EU residence permit (Autorização de Residência). Cancel your Junta de Freguesia / Câmara Municipal registration. EU citizens: inform the Câmara Municipal. File change of fiscal domicile (domicílio fiscal) with AT (Portal das Finanças) — update your address to a foreign address to stop Portuguese tax residency from the date of departure. Without deregistering at AT, Portugal may continue taxing you as a resident.
Tax clearance
File your final Portuguese IRS (Imposto sobre o Rendimento das Pessoas Singulares) declaration for the year of departure by the standard 30 June deadline the following year, declaring income only up to the date of departure. If you earned rental or investment income from Portuguese-source assets after departure, you must continue filing as a non-resident (Modelo 3 + Anexo I for rental income; 28% flat tax for most categories). Ensure no outstanding AT debts — obtain a Declaração de Situação Tributária (tax clearance) at Portal das Finanças.
Pension portability
State pension (Segurança Social) contributions are preserved and portable under EU social security coordination rules (for EU destination) or bilateral social security agreements. Portugal has agreements with Brazil, USA, Canada, Australia, and several others. Contributions made in Portugal count toward the Portuguese pension (pensão de velhice) receivable at Portuguese retirement age even if you live abroad. For non-agreement countries, contributions may be reclaimed under certain conditions after the minimum contribution period.
Health insurance
Deregister from SNS (Serviço Nacional de Saúde) — your Cartão de Utente becomes inactive when you lose tax residency in Portugal. Private health insurance policies must be cancelled separately with each insurer (typically 30 days written notice). If you hold an EU EHIC from another country, it may cover travel to Portugal after departure.
Bank account
Portuguese bank accounts can generally be maintained after departure as non-resident accounts (conta de não residente). Useful for receiving Portuguese rental income, pension payments, or managing Portuguese assets. Inform your bank of your change to non-resident status — different tax withholding may apply to savings interest. ActivoBank, Caixa Geral and Novo Banco all accommodate non-resident accounts with straightforward processes.
Utilities
Cancel electricity (EDP/Iberdrola), gas (Galp), water (municipal), internet (MEO/NOS/Vodafone) and any phone contracts with the respective providers. Standard notice period: 30 days for utilities and telecoms. Telecoms: give notice by registered letter (carta registada) or via the operator's online portal to avoid extra billing month. Keep evidence of cancellation.
Rental contract
Tenants: give 30 days' written notice to leave (if rented >6 months). Final walkthrough (vistoria final) with landlord — document the apartment condition with photos. Retrieve your caução (security deposit, typically 2 months rent) within 30 days of key return, minus any documented damages. If landlord delays, send a carta registada (registered letter) demanding return plus default interest. Landlords: tenants have strong rights under NRAU (Novo Regime do Arrendamento Urbano).
