IEFP

Instituto do Emprego e Formação Profissional

Register online at iefp.pt or in person at any Centro de Emprego. You need NIF, NISS, proof of address, and CV. Registration is required to claim unemployment benefit (subsídio de desemprego) and to access subsidised training courses (cursos de formação profissional).

💼 Work Permits

EU Citizens

EU/EEA/Swiss citizens have the right to work in Portugal without a work permit. Register at the Câmara Municipal (or AIMA) within 3 months of arrival for the Certificado de Registo. Obtain NIF and NISS to be legally employed. No quota or labour market test required.

Non-EU Citizens

Non-EU citizens need a work visa (typically a D3 Highly Qualified Activity visa or a D2 Entrepreneur/Freelancer visa) obtained BEFORE entering Portugal, processed at the Portuguese consulate in their country of residence. A job offer letter from a Portuguese employer is required for employee visas. Residence permits are then processed with AIMA after arrival.

EU Blue Card

EU Blue Card (Cartão Azul UE) available for non-EU highly qualified workers with a Portuguese job offer. Salary must be at least 1.5× average Portuguese salary (approximately €1,750/month gross in 2026, i.e., €21,030/year). Application at AIMA. Valid 2 years initially, renewable.

Freelancer Visa

D8 Visa (Actividade de Prestação de Serviços à Distância / Digital Nomad) for non-EU remote workers or freelancers earning ≥€3,280/month (4× minimum wage, 2026). Also available to EU citizens who want formal digital nomad status. Requires proof of remote income from non-Portuguese clients or employers. The D2 Visa covers entrepreneurs, startup founders, and self-employed creatives.

⏱️ Work Culture

Typical hours 9:00–18:00 or 8:30–17:30, Monday–Friday. Lunch break typically 1–1.5 hours (13:00–14:30). Some traditional businesses close 13:00–15:00. In Lisbon's international tech sector, flexible hours are common. Remote work widely adopted post-COVID, especially in tech and services.

Annual leave 22 working days minimum annual leave (plus 3 additional days for good attendance/performance in many collective agreements = 25 working days). National public holidays: 13 national + municipal holiday.

Sick leave 3 days unpaid (or employer-paid depending on collective agreement) then Segurança Social pays 55% of reference salary from day 4 onwards for up to 30 days; 60% for 31–90 days; 70% for >90 days. Doctor certificate (atestado médico) required.

Trial period Período experimental: 90 days for most employees; 180 days for management, technical roles, and new entrants to the labour market. No reason needed for termination during trial.

Notice period Employee: 15 days (< 2 years service), 30 days (2+ years). Employer: 15 days (< 1 year service), 30 days (1–5 years), 60 days (5–10 years), 75 days (> 10 years).

Salary range Minimum wage (salário mínimo nacional): €920/month gross (effective January 1, 2026 — a €50 increase from €870 in 2025; government roadmap targets €1,020 by 2028). Paid 14 times/year = €12,880/year. Average gross salary: €1,600–2,000/month. Tech/finance in Lisbon: €2,000–5,500+. Tourism/hospitality: €920–1,500. Public sector: €1,100–2,600 depending on category.

Pay frequency 14 payments per year (12 monthly + subsídio de férias in June + subsídio de Natal in December — both equal to one month's salary). Some employers may prorate these across 12 monthly payments.

📝 Application Tips

CV format: European/Europass format acceptable. 1–2 pages. Include photo is common (unlike UK/USA). In Portuguese for most jobs; English acceptable for international companies and startups. LinkedIn profile strongly recommended — many Portuguese employers check it before interviews.

Cover letter: Expected

Language: Portuguese is required for most jobs outside the international tech/finance sector. Many companies in Lisbon's tech hub (especially post-Web Summit) operate in English. Spanish is NOT sufficient — it is different from Portuguese and will likely not be appreciated. A2–B1 Portuguese opens significantly more doors.

Interviews: Formal in traditional sectors (banks, law firms, public sector). More casual in startups and tech. Punctuality is expected. Dress conservatively for first interviews. Addressing interviewer as "você" or by title (Engenheiro/a, Doutor/a) shows respect in traditional settings. Follow-up thank-you email is appreciated but not universal.
