Qualification Recognition

Portugal recognises foreign qualifications through two systems: (1) Recognition of academic degrees (reconhecimento de graus e diplomas estrangeiros) via DGES (Direção-Geral do Ensino Superior, now integrated into the Instituto para o Ensino Superior — IES, I.P.) and individual universities under Decreto-Lei 66/2018; and (2) Recognition of professional qualifications for regulated professions via the relevant professional Ordem (professional order) or ministry. EU Directive 2005/36/EC (transposed by Lei 9/2009) provides automatic recognition for many EU professional qualifications. Three types of academic recognition exist: Automatic (≤30 days), Level, and Specific (both ≤90 days). The process takes 1–6 months for most cases, longer for non-EU or complex cases.
Regulated Professions
Process: Apply directly to the relevant Ordem (professional order) or Ministry. For EU qualifications: simplified automatic or automatic recognition under Directive 2005/36/EC for most professions. For non-EU qualifications: full recognition process (equivalência) requiring translated and apostilled certificates, sometimes additional courses or exams (prova de aptidão). Healthcare professions additionally require language proficiency assessment.
Authority: Specific Ordem for each regulated profession. DGAE (Direção-Geral da Administração Escolar) for teaching. ACSS (Administração Central do Sistema de Saúde) oversees healthcare professionals alongside the Ordens.
Timeline: 1–4 months for EU automatic recognition. 3–9 months for non-EU equivalência. Healthcare professionals: typically 4–6 months for full recognition process. Portuguese language proficiency may be required.
Cost: Application fees: €50–250 depending on Ordem and qualification level. Annual membership fees: €150–500/year (varies by profession). Sworn translation of documents: €30–80 per page.
Academic Degrees
Authority: DGES (Direção-Geral do Ensino Superior, now within Instituto para o Ensino Superior — IES, I.P.) — dges.gov.pt — and individual Portuguese higher education institutions handle academic degree recognition under Decreto-Lei 66/2018.
Process: Apply online via the DGES recognition portal at dges.gov.pt/recon/formulario. Choose the type of recognition: Automatic (30 days), Level, or Specific (both 90 days maximum). Submit authenticated copies of degree certificate and transcripts, certified translation into Portuguese if documents are not in Portuguese or Spanish, and identity documents. Fees vary by institution and recognition type — check the annual price list published at dges.gov.pt.
Equivalency service: ENIC-NARIC Portugal (within DGES/IES) — dges.gov.pt — provides advice on foreign qualification recognition. Apply via gov2.pt or dges.gov.pt portal. Fees depend on recognition type and institution; published annually. Processing: Automatic ≤30 days; Level or Specific ≤90 days. Apostille required for documents from non-EU Hague-member countries; certified translation required for documents not in Portuguese or Spanish.
Document Rules
Apostille: Required for all documents from Hague Convention countries (most countries) intended for official use. Obtainable from the relevant national authority in your country of origin. Verify at hcch.net.
Legalisation: For documents from non-Hague-Convention countries: legalisation chain required (notarisation → Foreign Ministry of origin country → Portuguese Embassy/Consulate in that country). Process takes 4–8 weeks.
Sworn translation: Portugal does not have a legally-defined "sworn translator" category. Certified/notarised translation (tradução certificada) is produced by a professional translator and then certified by a Portuguese notary (notário) or lawyer (advogado) who verifies the translator's identity and the faithfulness of the translation. Both the original and the translation are stamped and signed. Cost: €30–80 per page depending on language rarity; additional notary fee approximately €50–150. Documents in Spanish may sometimes be accepted without translation for academic purposes — confirm with the receiving institution.

Typical Timelines
EU qualifications under Directive 2005/36/EC: 1–4 months for regulated professions. Non-EU academic degrees via DGES: 3–6 months. Healthcare professionals (non-EU): 6–12 months including language assessment. Law: full equivalência process 6–18 months for non-EU lawyers; may require an aptidão exam. Architecture and engineering (EU): typically 2–4 months with Ordem.
Portuguese language proficiency is required for all client-facing and regulated professions. Most Ordens require B1–B2 CEFR level Portuguese as a minimum; healthcare typically B2. CAPLE language certificates from Faculdade de Letras da Universidade de Lisboa are the standard recognised qualification. Priority professions under Portuguese immigration programmes (D3 Highly Qualified) may benefit from faster-track recognition within AIMA visa processing.
